HomeMy WebLinkAbout2009/02/25 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting February 25, 2009 Chairman Fletcher called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:45 p.m. The meeting was held in the Council Chambers at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Pam Stewart; Ray Wimberly ABSENT: None STAFF PRESENT: Candyce Burnett, Senior Planner; Steven Flower, Assistant City Attorney; Larry Henderson, Principal Planner; Walt Stickney, Associate Engineer; Mayuko Nakajima, Assistant Planner; Lois Schrader, Planning Commission • Secretary ANNOUNCEMENTS None APPROVAL OF MINUTES Motion: Moved by Howdyshell, seconded by Munoz, carried 5-0, to approve the minutes of February 11, 2009. * * * * * DIRECTOR'S REPORTS A. SUMMARY OF GENERAL PLAN UPDATE ACTIVITIES FOR THE FIRST QUARTER OF 2009 AND A PREVIEW OF THE DRAFT GUIDING PRINCIPLES Lois Schrader, Planning Commission Secretary, presented the staff report. Commissioner Munoz asked if this is the appropriate time for him to comment on the draft Guiding Principles. Ms. Schrader replied that the actual presentation of the draft Guiding Principles would occur at the next meeting, that he could comment now if he chose to, but that the Commission would be invited to comment at the next meeting following the presentation of the Draft Guiding Principles. • Steven Flower, Assistant City Attorney recommended that because it is a Director's Report, he suggested no legislative action be taken tonight and that he wait until it comes back as an agendized item for discussion. Commissioner Munoz said he would comment after the full presentation at the next meeting. Chairman Fletcher asked how many presentations had been made, if the Historic preservation groups had been invited to the workshops, and if Sam Gennawey is the consultant. He remarked that Mr. Gennawey can talk very fast and do that presentation in 30 minutes. Ms. Schrader said that approximately 40 presentations have been booked and that about half of them have occurred thus far. She said the historic groups were all invited to a special historic focus presentation. She confirmed that Sam Gennawey from Hogle-Ireland is the consultant and that he does a super-power presentation. Commissioner Howdyshell complimented staff and commented that she had attended one of these presentations in a group of about 75 people, that it was very well received and that it was enlightening and informative and the group was given an understanding as to how they could utilize the information. Chairman Fletcher commended staff and agreed that going out to the public and getting as much public comment as they can is far more effective than having a public hearing and great way to get their participation. • f k k PUBLIC COMMENTS Jim Frost remarked that the Commission made the only decision they could make tonight(referring to the Cucamonga Gas Station item). He said afternoon meetings/workshops preclude workers from attending but that he appreciates the evening meetings that he is able to attend. # M 4f • COMMISSION BUSINESS Commissioner Munoz complimented Ms. Schrader on her report and Chairman Fletcher agreed. She also mentioned that she and Commissioner Stewart are on the GPAC and that they had several good presentations from Chattel Architects regarding historic homes. She said staff also gave presentations on Healthy RC and sustainability. She added that the consultant did a presentation regarding density and land uses. She said they are working hard and it was a really good meeting. Chairman Fletcher noted that he took an interesting tour of the Burrtec Material Recycling Facility (MRF). He said he hoped the remaining Commissioners could go on a future tour. ADJOURNMENT Motion: Moved by Munoz, seconded by Stewart,carried 5-0,to adjourn.
