PLANNING COMMISSION MINUTES
Regular Meeting
February 11, 2009
Chairman Fletcher called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:12 p.m. The meeting was held in the Council Chambers at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz,
Pam Stewart, Ray Wimberly
ABSENT: None
STAFF PRESENT: Steven Flower, Assistant City Attorney; Larry Henderson, Principal Planner;
Denise Sink, Office Specialist II; Mayuko Nakamura, Assistant Planner;
Candyce Burnett, Senior Planner
ANNOUNCEMENTS
None
APPROVAL OF MINUTES
Motion: Moved by Stewart,seconded by Howdyshell, carried 4-0-1 (Wimberly abstain),to approve
the minutes of January 28, 2009.
PUBLIC COMMENTS
None
COMMISSION BUSINESS
Chairman Fletcher commented on a letter that the Commissioners received from Joanne Henkel
who lives across the street from Chaffey College, regarding a concern about student parking on the
residential streets. He said it has been a concern for sometime. He stated that the letter was very
detailed and that she had also done research from other Cities. He stated he had driven by the
college during the hours Ms. Henkel stated to be the worst, and found the streets to be very
crowded. He could see the how the parking can be a problem for those who live in the area. He
asked if this would require an Ordinance from City Council.
Larry Henderson, Principal Planner, commented that ordinarily a letter regarding parking issues
should be immediately directed to the City Traffic Engineer for review. Depending on what or what
they can not do would determine if it would then need to go to City Council.
Chairman Fletcher asked if it would come to the Planning Commission first.
Steven Flower, Assistant City Attorney stated that if it does not change the land use it does not
require direction from the City Council but if it is only a parking regulation it counts as a different
classification and can be forwarded directly to the City Traffic Engineer.
Chairman Fletcher asked that the letter be forwarded to the proper department and that he would
like to see a type of parking permit for the residential area surrounding the college. He stated that
all public complaints are valid and should be taken seriously.
Mr. Henderson stated he would follow up with the Planning Department's secretary to be sure that
the letter is forwarded to the City Traffic Engineer.
Commissioner Stewart suggested that someone from the City contact the Chaffey Community Board
and try to mitigate the situation at a lower level.

Motion: Moved by Munoz,seconded by Stewart,carried 4-0 to adjourn. The Planning Commission
adjourned at 7:17 p.m.
