PLANNING COMMISSION MINUTES
Special Meeting
November 30, 2005
Chairman Stewart called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman
Stewart then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Rich Macias, Larry McNiel, Cristine
McPhail, Pam Stewart
ABSENT: None
STAFF PRESENT: Dan Coleman, Acting City Planner; Michael Diaz, Senior Planner; Jim
Markman City Attorney; Joe Stofa, Associate Engineer; Lois Schrader,
Planning Commission Secretary

APPROVAL OF MINUTES
Commissioner Macias noted a correction on Page 1 of the November 9, 2005 minutes.
Motion: Moved by Fletcher, seconded by McPhail, carried 4-0-1 (Macias abstain), to approve the
minutes of November 9, 2005.
PUBLIC HEARINGS
Chairman Stewart announced that because Items A, B, and C are all related, they would be heard
concurrently.
A. SUBTT17487-SHEA HOMES-A residential subdivision of 215 condominiums on 12.99 acres,
within the Victoria Gardens Lifestyle Center in the Mixed Use District of the Victoria Community
Plan, located at the southeast corner of DayCreek Boulevard and Church Street – APN:
0227-452-22. Related files:Tentative Tract SUBTT17840 and Development Review DRC2005-
00701. This action is within the scope of the project reviewed in an Environmental Impact
Report (EIR) (State Clearinghouse No. 20010301028) prepared for Development Agreement
01-2,Victoria Community Plan Amendment 01-01, and Tentative Parcel Map SUBTT15716.
Said EIR was certified by the City Council on February 20, 2002, and no additional
environmental review for the discretionary actions mentioned in this notice is required pursuant
to Public Resources Code Section 21166.
B. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT-SUBTT17840-SHEA HOMES
- A residential subdivision of 95 condominiums on 5.33 acres, within the Victoria Gardens
Lifestyle Center in the Mixed Use District of the Victoria Community Plan, located at the
southeast corner of Church Street and Arbor Lane – APN: 0227-452-23. Related files:
Tentative Tract SUBTT17487 and Development Review DRC2005-00701. This action is within
the scope of the project reviewed in an Environmental Impact Report (EIR) (State
Clearinghouse No. 20010301028) prepared for Development Agreement 01-2, Victoria
Community Plan Amendment 01-01, and Tentative Parcel Map SUBTT15716. Said EIR was
certified by the City Council on February 20, 2002, and no additional environmental review for
the discretionary actions mentioned in this notice is required pursuant to Public Resources
Code Section 21166.
C. DEVELOPMENT REVIEW DRC2005-00701 - SHEA HOMES - A request to develop 310
Condominium units 18.32 acres within the Victoria Gardens Lifestyle Center in the Mixed Use
District of the Victoria Community Plan, located at the southeast comer of Day Creek Boulevard
and Church Street–APN: 0227-452-022 and 0227-0452-023. Related files: Tentative Tract
SUBTT17487 and Tentative Tract SUBTT17840. This action is within the scope of the project
reviewed in an Environmental Impact Report (EIR) (State Clearinghouse No. 20010301028)
prepared for Development Agreement 01-2,Victoria Community Plan Amendment 01-01, and
Tentative Parcel Map SUBTT15716. Said EIR was certified by the City Council on February 20,
2002, and no additional environmental review for the discretionary actions mentioned in this
notice is required pursuant to Public Resources Code Section 21166.
Mike Diaz, Senior Planner presented the staff report.
Chairman Stewart opened the public hearing.
Eric Cheng, representing Shea Homes, stated his entire design team was available for questions.
He expressed his thanks for staffs assistance during the development review process and
commented that they are pleased with the final product and that it will be a development that for
which the City would be proud.
Seeing and hearing no further comment, Chairman Stewart closed the public hearing.
Commissioner McNiel remarked that it looks like a very nice development and he is particularly
pleased with the substantial parking provided that is more than what the City required.
Chairman Stewart said this is a great development, that the design is unique and will be a great
addition to the City.
Motion: Moved by McNiel, seconded by Macias, to adopt the Resolutions of Approval for
Tentative Tract Map SUBTT17487, Tentative Tract Map SUBTT17840, and Development Review
DRC2005-00701. Motion carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL, STEWART
NOES: NONE
ABSENT: NONE - carried
