HomeMy WebLinkAbout2005/09/28 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA ' PLANNING COMMISSION MINUTES Adjourned Meeting September 28, 2005 Chairman Stewart called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:05 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Rich Macias, Larry McNiel, Cristine McPhail, Pam Stewart, ABSENT: None STAFF PRESENT: Dan Coleman, Acting City Planner; Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer. NEW BUSINESS A. TENTATIVE TRACT SUBTT16882 AND DEVELOPMENT REVIEW DRC2004-00268-LEWIS DEVELOPMENT. Amador on Route 66 to review and comment on workshop materials consisting of architectural conceptual renderings and Site Plan for a vintner design for a gated 99 unit condominium project to be located on the north side of Foothill Boulevard east of Etiwanda Avenue. Land use amendment applications to change the zoning to medium density residential are accompanying these applications. APN: 1100-161-04. Related files: General Plan Amendment DRC2004-00269, Development District DRC2004-00270, Tentative Tract Map SUBTT16882 (Eng-Willie). Mr. Mark Thomas, William Lyons Homes introduced the Development team members; Randall Lewis,John Young, Bryan Goodman,and Staci Lin of Lewis Operation Companies;Will Hayes and Denise Ashton, Planner and Architects for WM. Hezmalhalch; and Rich Krumwiede, Architerra Design Group. Mr. Thomas gave an overview of the project. Ms. Ashton followed up with a detailed description on the evolution of the site design. Larry Henderson gave a brief presentation on the issues staff would like to obtain feedback on which included: revised design rendering of amenities and neighborhood identity elements, Residential Neighborhood Concept, using the vineyard theme as the unifying Route 66 character elements. Commissioner McNiel commended the Design Team on the excellent response since the previous Design Review Committee Meeting, but he had serious concerns to express on the visitor parking. In addition, the parking garage alleys need to be landscaped and decorative pavement utilized. Commissioner Macias and Fletcher were pleased with the plans, indicating they are exciting and clever. Commissioner Cristine McPhail indicated she too was pleased with the design progress, but that the alleys need attention with an overhead trellis to break up the tunnel effect. She also requested that they look at the Tuscan architecture, and indicate more elements of that style to be incorporated into those buildings with arches and rounded openings. Commissioner Pam Stewart agreed with Commissioner McPhail,and indicated that the Tuscan style needs more arched windows instead of square. After further discussion on scheduling,the Commission agreed the applicant could proceed to the Design Review Committee with a full submittal within the deadline requirements for plans. PUBLIC COMMENTS There were no public comments at this time.
