HomeMy WebLinkAbout2005/01/12 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting January 12, 2005 Chairman Macias called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,California. Vice Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Larry McNiel, Cristine McPhail, Pam Stewart ABSENT: Rich Macias STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Joe Stofa, Associate Engineer; Gail Sanchez, Planning Commission Secretary; Lois Schrader, Planning Department Secretary; Emily Wimer, Associate Planner ANNOUNCEMENTS Brad Buller, City Planner, gave a brief overview of the meeting format and public hearing process and welcomed students from Los Osos High School. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Fletcher, carried 4-0-1 (Macias absent), to approve the minutes of December 8, 2004. Motion: Moved by McPhail, seconded by Stewart, carried 4-0-1 (Macias absent), to approve the minutes of the adjourned meeting of December 8, 2004. CONSENT CALENDAR A. DESIGN REVIEW DRC2004-00491 - PULTE HOMES, INC. - The review of site plan and elevations for 93 single-family detached homes on a portion of previously approved Tentative Tract Map SUBTT14759, located south of Wilson Avenue along Wardman Bullock Road in the Low Residential District (2-4 dwelling units per acre) - APN: 0226-102-17. On November 10, 1999, a Mitigated Negative Declaration was adopted by the Planning Commission for Tentative Tract Map SUBTT14759. The California Environmental Quality Act provides that no further environmental review or Negative Declaration is required for subsequent projects or minor revisions to projects within the scope of a previous Negative Declaration. B. DESIGN REVIEW DRC2004-00636- RANCHO MONTECITO LLC-A review of site plans and elevations for 16 single family homes within previously approved Tentative Tract Map SUBTT16644 in the Low-Medium Residential District (4-8 dwelling units per acre), located on the west side of Beryl Street, south of Mignonette Street-APN: 0202-741-64 and 0202-751-36 and 37. Related Files: Tentative Tract Map SUBTT16644 and Tree Removal Permit DRC2003- 01040. On February 11, 2004, a Mitigated Negative Declaration was adopted by the Planning Commission for Tentative Tract Map SUBTT16644. The California Environmental Quality Act provides that no further environmental review or Negative Declaration is required for subsequent projects or minor revisions to projects within the scope of a previous Negative Declaration. Vice Chairman McNiel pulled item A to be continued as requested. Motion: Moved by Stewart, seconded by McPhail, to continue Consent Calendar Item A to February 9, 2005. Motion carried by the following vote: AYES: FLETCHER, McNIEL, McPHAIL, STEWART NOES: NONE ABSENT: MACIAS - carried PUBLIC HEARINGS C. CONDITIONAL USE PERMIT DRC2002-01023-STOR-N-LOCK PARTNERS-A request to modify the previously approved self-storage facility to include a basement below Building B (totaling 32,200 square feet) on 2.24 acres of land in the General Industrial District(Subarea 8), located at the southwest corner of Arrow Route and White Oak Avenue-APN: 0209-145-01. Related File: Tree Removal Permit DRC2002-01025. This project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Class 1 Exemption — Existing Facilities). Emily Wimer, Associate Planner, presented the staff report. Vice Chairman McNiel asked if 9 parking spaces are all that is required for this storage facility. Ms. Wimer replied that it is all that is required because they are only adding additional storage units and no additional space such as offices will be added. She noted that the renters just unload or load from their units and therefore additional parking is not really needed. Vice Chairman McNiel opened the public hearing. Rick Wallace, 81 Columbia, Aliso Viejo, stated he is the architect from Valli Architectural Group and represents the applicant. Vice Chairman McNiel asked if the sides of the new facility are lower than the original facility and are below grade level. Mr. Wallace responded that is generally correct. He noted that the lower level of this facility would be serviced by an elevator. Vice Chairman McNiel asked if the units would be exclusively for storage and that no "incubator' businesses could be established there. Mr. Wallace replied that is correct and to ensure that, the units have only one light connection, no telephone connection, and no other facilities that would be conducive for a business. He said it is set up strictly for a temporary visit to drop off or pick up storage items. Planning Commission Minutes -2- January 12, 2005 Commissioner Fletcher asked if this second phase is an afterthought. Mr. Wallace explained that the original building design was wider but a 60-foot clearance was needed for fire access. He reported that they thought they could get the clearance from their neighbor, but because the adjoining property owner did not want to release part of his property for an easement, the footprint of the new part of the storage facility had to become smaller. He stated they decided to make this portion of the facility two stories high by adding a basement for economic reasons. He added that the additional units make the new building cost effective. Vice Chairman McNiel then suggested that because portions of the building are below grade, they should use caution and not cut corners when waterproofing the walls because concrete block is very porous and he has observed major problems at other developments where the waterproofing was not done correctly. Mr. Wallace said they have 7 years experience with these buildings and they know how important that is. Vice Chairman McNiel then closed the public hearing. Motion: Moved by McPhail, seconded by Fletcher, to approve Conditional Use Permit DRC2002-01023 by adoption of the Resolution of Approval as presented. Motion carried by the following vote: AYES: FLETCHER, McNIEL, McPHAIL, STEWART NOES: NONE ABSENT: MACIAS - carried Vice Chairman McNiel believed the parking standards for this type of facility are minimal at best. Brad Buller, City Planner, responded that the parking for this project was consistent with similar facilities and no problems have been reported. He believed the frequency of people coming in is fairly minimal and the parking that occurs is very temporary because people pull in, unload or load their items at their unit, and then leave. He thought 9 spaces would work. He stated that staff could look at the matter to see if the standards should be changed. D. MODIFICATION NO.4 TO DRCDR01-04-CITY OF RANCHO CUCAMONGA-A request to amend the Victoria Arbors Master Plan"Village Center Commercial"land use regulations for the Winery Estate Marketplace shopping center located at the southeast corner of Base Line Road and Day Creek Boulevard -APN: 0227-161-39. Dan Coleman, Principal Planner, presented the staff report. He mentioned that the Commissioners had placed before them the revised pages for Exhibit A of the Resolution of Approval. He noted that this item is a housekeeping item to merely clarify the previous agreement already approved for the Master Plan. He mentioned that the representatives for Marketplace Partners were informed of the meeting and had not yet arrived but were expected. Vice Chairman McNiel opened the public hearing. Seeing and hearing no comment, he closed the public hearing. Motion: Moved by Stewart, seconded by McPhail, to approve Modification No.4 to DRCDR01-04 by adoption of the Resolution of Approval as presented. Motion carried by the following vote: AYES: FLETCHER, McNIEL, McPHAIL, STEWART NOES: NONE ABSENT: MACIAS - carried Planning Commission Minutes -3- January 12, 2005 PUBLIC COMMENTS Margorie Mikels, 201 N. First Avenue, Upland, spoke about a proposed ordinance that would allow a fee to be levied for paramedic services. She stated she was a little confused and had originally thought this was the City Council meeting but asked the Commissioners to use their influence with the Council regarding this matter. She said this type of ordinance had been adopted in another city and now a Superior Court ruling has determined it to be illegal because it was passed without being put before the voters for their approval. She commented that she believes County monies should be more fairly distributed for fire services. COMMISSION BUSINESS Commissioner Fletcher remarked that he has concems about recent Planning Commission approvals with respect to the size of houses in the Low-Medium Residential District. He thought that generally there are close to 8 houses per acre in that district, which has a range of 4-8. He suggested that the Commission have a workshop to discuss the size and massing of the large houses being built on small lots and discuss if a formula might be appropriate to address this issue. Commissioner Fletcher said he still has concems about the low number of single-story homes being built in Rancho Cucamonga. He acknowledged that developers do not feel single-story homes are readily marketable but said that housing has become unaffordable for children of Rancho Cucamonga residents, forcing them to move to the high desert and outlying communities if they wish to buy a new home. He was concemed that if there are not more single-story homes versus the large two-story homes being built, the residents who wish to downsize are going to be priced out of the market. He asked that staff look at demographics of the City and aging to see if there is an appropriate mix of single versus two-story homes. Brad Buller, City Planner, said that if the Commissioners concur, staff would schedule an open discussion on residential development at a future meeting so the Commission could discuss the issues raised by Commissioner Fletcher. Vice Chairman McNiel suggested staff research the number of units per acre in the range because he felt that developments typically have under 6 units per acre in the 4-8 range. ADJOURNMENT Motion: Moved by Stewart, seconded by Fletcher, carried 4-0-1 (Macias absent), to adjoum.
