PLANNING COMMISSION MINUTES
Adjourned Meeting
December 8, 2004
Vice Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 8:45 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia.

OLD BUSINESS
A. PRE-APPLICATION REVIEW- DRC2004-01072-ABUNDANT LIVING CHURCH-The review
of a church facility to include 180,000 square feet of worship space, classrooms, and offices on
29 acres of land in the Industrial Park District (Subarea 7) located on the northeast comer of
Civic Center Drive and Red Oak Street - APN: 0208-352-86, and 93. Related File:
Pre-Application Review DRC2002-00576.
Commissioner Fletcher recused himself due to the proximity of the project to his business.
Jim DiCamillo,Architect, WLC Architects, presented the project in summary to the Commission. He
stated that after speaking with staff and submitting the project on the timeline for a Conditional Use
Permit, they decided that additional feedback from the Commission would be helpful as the project
was receiving comments from staff.
Susanto Augustiadi, project manager, provided a 3-dimension model of the project for the
Commission to review including all buildings, points of access, and plaza areas. He explained that
the main entry was redesigned since the previous project submittal. He noted one large oak tree
would be relocated on site and used as a focal point in the entryway.
Pastor Diego also explained that it has taken the church years of planning, and now they are ready to
formally submit the application to the Planning Department. Because the timing is very important, he
said they decided to submit the Conditional Use Permit application as well as the Pre Application
Review.
Emily Wimer, Associate Planner, reiterated to the Commission that the applicant submitted for a
Conditional Use Permit with the Pre Application Review; therefore, staff is also in the process of
preparing a comprehensive list of design and technical issues that will need to be addressed by the
applicant. She also explained to the Commission that the project was originally submitted as a
Pre-Application Workshop two years ago, with a conceptual layout and site plan only. She said no
elevations were submitted at that time.
Staff listed three main concerns as follows:
1. Neighborhood compatibility is an issue when considering the size of the development. The
proposed project will completely build out the remaining 33.50 acres within the block. Buffering
the proposed project is necessary. Grading, fencing, and landscaping can assist in buffering
other uses and projects in the neighborhood. The sports field location will be critical to the
layout of the entire project. The concern is with balls and or children going into the street.
2. Traffic mitigation is a concern for a project of this size. Traffic engineering staff reviewed the
proposed use and can support the traffic numbers but will further study the access points on
and off the site. They would like to see all entries to the property align with the existing adjacent
streets. Access on Red Oak Street is questionable, and may not be the best-suited entry for the
site. Engineering staff has also identified potential access issues on Red Oak Street and White
Oak Avenue, including line of sight issues in the landscaping in the public right of way due to the
curve of the street.
3. Architecture is also important with a site this large. The type of architecture is flexible; however,
the details and accents, including mass and form of the building,will be critical. Because of the
mass of scale and closeness to Red Oak Street, this elevation must be treated carefully. All
entries should be upgraded, and include additional detail with accents of wrought iron,
stonework, and arched entries.
Commissioner Stewart was not as concerned about the sport field location and suggested working
with wrought iron fencing facing Red Oak Street. She also liked the concept of relocating the large
Oak tree into the center of the turnabout as a focal point. Commissioner Stewart believed the project
is heading in the right direction.
Commissioner McPhail stated that she was in agreement with the need for buffering around the site
and wanted to make sure that there is a large buffer from the ball field to the street. She liked the
pedestrian walkways.
Vice Chairman McNeil was concerned with the distance from the parking area to the main sanctuary
and said he would like to see the parking tied closer to the building. He suggested that the ball field
be relocated to the southeast corner of the site and the parking be dispersed closer to the main
sanctuary.
In closing, Brad Buller, City Planner, summarized the thoughts of the Commissioners along with staff
and Engineering comments. Generally the applicant was given the green light to proceed with the
project keeping in mind the issues that the Commission spoke of as well.
