HomeMy WebLinkAbout2004/11/10 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting November 10, 2004 Vice Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:20 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Larry McNiel, Cristine McPhail, Rich Fletcher ABSENT: Rich Macias, Pam Stewart STAFF PRESENT:. Brad Buller, City Planner; Dan Coleman, Principal Planner, Vance Pomeroy, Contract Planner, Joe Stofa, Associate Civil Engineer NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2004-01095 - BURGUNDY VILLAGE LLC - A Pre-Application Review to consider conceptual subdivision design alternatives for a proposed 4-lot subdivision of a 37,050 square foot parcel of land in the Low Residential (up to 4 dwelling units per acre) District, located at 8347 Archibald Avenue. - APN: 0208-291-44. I Brad Buller, City Planner, introduced the item and gave an overview of the Pre-Application Review process. Jack and Katherine Hall, developers for the proposed project, gave a presentation of the project emphasizing the need to address the condition of the blighted property, to provide four dwellings to make the economics of the project work. They maintained the proposal would emulate the density of the existing surrounding neighborhood. Vance Pomeroy, Contract Planner, asked the Commission to consider the following points in its discussion: • The applicant proposed three alternatives to accomplish an acceptable 4-lot subdivision on an existing parcel currently improved with a single-family residence and outbuildings. The three alternatives differ in the way access is provided to the proposed four lots. One alternative provides a cul-de-sac with a 45-foot radius for the right-of-way leading from the existing dead-end,50-foot-wide right-of-way. The Engineering Department found this alternative must still meet minimum requirements for an offset cul-de-sac. The other two alternatives provide a hammerhead turn-around on either the north or south project boundary but Engineering staff indicated these alternatives are not acceptable in Rancho Cucamonga. • The critical issue is the multiple development standards that would require granting of variances to accomplish any of the alternatives, not the least of which is a variance for density. The Low Residential zone allows a maximum of four dwelling units per acre and the subject parcel is only ' 37,050 square feet, allowing no more than three lots under this zoning. The conceptual single-story house designs also violate some of the setback standards. Upon further analysis, staff found that the 50-foot right-of-way and 38-foot roadway further diminishes the possibility of having lots with conforming setbacks and lot sizes, leaving 2 as the maximum reasonable number of acceptable lots for this site. Commissioner Fletcher agreed that the hammerhead configurations do not work. He supported a cul-de- sac if Engineering could work a solution. Commissioner McPhail reservedly stated that if the applicant can solve the fire, trash collection, and street sweeper access issues, she would be willing to allow creativity. She commented that no Planned Unit Development (PUD) is possible at this location. Vice Chairman McNiel thought the applicant is trying to get too much out of too small of a piece of ground. He could not believe that the Fire Department would accept the hammerhead configurations. Mr. Buller summarized the responses to the issues raised and suggested that there does not appear to be a way to address all the significant zoning and engineering issues, provide the necessary access off of Burgundy Avenue, and still realize more than 2 lots on the site. He said the applicant could work with staff on any of these issues. ADJOURNMENT The Planning Commission adjourned at 7:50 p.m. Respectfully submitted, 1%!
