HomeMy WebLinkAbout2004/11/10 - Minutes - PC-HPC • CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting November 10, 2004 Vice Chairman Macias called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:20 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL W.• COMMISSIONERS: PRESENT: Richard Fletcher, Larry McNiel, Cristine McPhail ABSENT: Rich Macias, Pam Stewart STAFF PRESENT: Brad Buller, City Planner, Kevin Ennis, Assistant City Attorney, Vance Pomeroy, Contract Planner; Joe Stofa, Associate Engineer, Lois Schrader, Planning Secretary, Alan Warren, Assistant Planner ANNOUNCEMENTS Brad Buller, City Planner, gave a brief overview of the meeting format and public hearing process. APPROVAL OF MINUTES Motion: Moved by Fletcher, seconded by McPhail, carried 3-0-2 (Macias, Stewart absent), to approve the minutes of October 27, 2004. CONSENT CALENDAR A. HILLSIDE DEVELOPMENT REVIEW DRC2003-00917 — DAVID BALENO - A request to construct a 3,925 square foot single family home located at 8062 Camino Predera within the Low Residential District (2-4 dwelling units per acre) -APN: 0207-641-11. Vice Chairman McNiel pulled the item off the consent calendar for discussion. Alan Warren presented a short staff report indicating that the project was brought before the Commission only because of the amount of cut and fill needed for the basement level of the garage. Vice Chairman McNiel opened the public hearing. Pete Volbeda, 615 North Benson, Unit C, Upland, stated he is the architect on the project. He commented that the design features a "tucked-under' garage and that the design is acceptable except for the amount of cut needed. He said the project meets the envelope and grading requirements of the Hillside Development Standards. Vice Chairman McNiel asked if anyone contacted the neighbors and if there had been any comment from them. • Mr. Volbeda said he met with the neighbors about two months ago and those in attendance at that meeting did not have any serious issues with the design. Brad Buller, City Planner, explained that the Planning Department hosted a neighborhood meeting regarding this and other lot development proposals and some concerns were expressed at that time. Renee Massey, 8088 Camino Predera, Rancho Cucamonga, said she reviewed the plans for the home and that she appreciated Mr. Buller's efforts. She commented that she does not have any concerns, the design looks good, and she is happy with the setbacks for the home. Vice Chairman McNiel asked if the majority of the other neighbors are in support of the project. Mrs. Massey said she could not speak for the rest of the neighbors, but her feeling was that they did not express hesitation about the project. She reported.that Mr. Buquet had expressed an intention to review the plans, but he did not come to this meeting tonight. / , • Vice Chairman McNiel closed the public hearing. • Motion: Moved by McPhail, seconded by Fletcher, carried 3-0-2 (Macias, Stewart absent), to approve DRC2003-00917 by adoption of the Resolution of Approval with conditions as presented by staff. • PUBLIC COMMENTS No additional comments were made. COMMISSION BUSINESS Commissioner Fletcher asked that a Development.Code Amendment be initiated to allow the City Planner the authority to approve single-family hillside development review applications. He commented that the majority of these projects are fairly routine with the exception of the amount of cut or fill needed on the site. Brad Buller, City Planner, commented that Commissioner Fletcher had previously asked if the City Planner could review and approve these particular items. He noted that the City would still give public notice of such projects and that the matter could be forwarded to the Planning Commission for a final determination if staff had concerns upon reviewing the project. Mr. Buller suggested that if the majority of the Commissioners concurred, staff could work with the City Attorney to draft an amendment for Commission review prior to its being forwarded to City Council for final adoption. Kevin Ennis, Assistant City Attorney, recommended that if the Commission chose to move forward with the amendment, then the Commission should direct that the initiation of such an amendment be placed on a future agenda. Motion: Moved by McPhail, seconded by Fletcher, carried 3-0-2 (Macias, Stewart absent), to place the initiation of a Development Code Amendment on a future agenda which would allow the City Planner the authority to approve single-family hillside development review projects at the staff level with the provision these items be publicly noticed and to allow staff to forward projects needing further review to the Planning Commission. The Planning Commission adjourned at 7:15 p.m. to a workshop in the Rains Room to discuss Pre-Application Review DRC2004-01095- Burgundy Village, LLC.
