HomeMy WebLinkAbout2004/09/22 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting September 22, 2004 Chairman Macias called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:10 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman Macias then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart ABSENT: Richard Fletcher, Cristine McPhail STAFF PRESENT: Brad Buller, City Planner; Larry Henderson, Principal Planner, Dan James, Senior Civil Engineer; ANNOUNCEMENTS Brad Buller, City Planner, gave a brief overview as to the purpose of a pre-application review. CONSENT CALENDAR A PRE-APPLICATION REVIEW- DRC2004-00836 - DIVERSIFIED PACIFIC DEVELOPMENT GROUP - Residential and office development on 14.31 acres consisting of 10 single-family detached and 132 multi-family attached units on 11.13 acres, and 3 office buildings on 3.18 acres of land designated Open Space/Flood Control, located on the south side of Church Avenue between Center and Haven Avenues, on land designated Open Space/Flood Control-APN: 1077-401-06. In attendance at the workshop were Pete Pitassi,Architect representing the applicant, and Russell Silva, Assistant Project Engineer for Cucamonga Valley Water District. The Commissioners present were unanimous in the concerns raised with housing as proposed and provided the following summarized comments: • The change of Open Space—Flood Control (Basin) use to residential and office mandates that the design be compatible from a 360-degree perspective. Consideration needs to be given to the existing single story residences on Center and Church Avenues. Any development of this site should include elements or product that will complement the existing neighborhoods. Buffer to the industrial use(Cucamonga Valley Water District Corporate Yard)on the south and Haven Avenue on the east is critical. Buffers internally between proposed uses on the site should also be carefully evaluated. • The change in the General Plan Open Space (Flood Control)with a floating Park Designation and Development District Map FC (Flood Control)to any development designation will create an impact to the open space and recreation needs of the City. The change in land use to a residential use will further impact the City by increasing the recreational needs caused by additional new residents. The Park and Recreation Commission will need to be involved in considering what an adequate mitigation level is given the cumulative impacts that are created by residential development. It is assumed that the standard park fees mitigation will not be adequate in this case. • If the application is for a mixed-use project, it is recommended that it be built in one phase. However a phasing plan would be considered if submitted. • A Mixed Use designation is an important design consideration since this would allow greater flexibility than the standard zoning categories (this was not supported by Commissioner Stewart). • The Church Avenue project entry drive and office parking was awkward and did not relate well with the office project or the residential project. • The design exhibited a very tight building layout which lacked interest and quality open space features. • Neighborhood impact with the drive out onto Center Avenue was a concern. Consideration should be given to moving it or making it an emergency exit only. • The product homes proposal along Center Avenue were unacceptable and not found compatible with the existing neighborhood to the west. If there were to be a change of zoning from Open Space, then an office industrial use would be a better buffer to the existing Cucamonga Valley Water Department maintenance yard. PUBLIC COMMENTS No additional comments were made at this time. ADJOURNMENT The Workshop Meeting adjoumed at 7:45 p.m. to 9:00 a.m. on September 25, 2004, at the Victoria Gardens Mall for a tour of the mall.
