HomeMy WebLinkAbout2004/06/23 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting June 23, 2004 Chairman Macias called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:25 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart, Cristine McPhail and Rich Fletcher ABSENT: None STAFF PRESENT: Donald Granger,Assistant Planner; Larry Henderson, Principal Planner, Dan Coleman, Principal Planner; Flavio Nunez, Redevelopment Analyst; Joe Stofa, Associate Engineer * * * * * NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2004-00544-THE RELATED COMPANIES OF CALIFORNIA - A request for the review of conceptual development plans for 65 condominium units on 8.9 acres of land in the General Commercial District (proposed land use amendment to Medium Residential District) located on the north side of 9th Street, approximately 400 feet east of Madrone Avenue-APN: 0207-262-18 (a portion) and 27. Larry Henderson, Principal Planner, introduced the item and gave an overview of the Pre-Application Review process. Stan Smith, Josh LeBarge, and Steve Braun, developers for the proposed project, gave a presentation of the project. Mr. Smith discussed the proposed 65-unit project,which would include a mix of affordable units owned by the Redevelopment Agency that would be leased to tenants with the remaining units being a for sale product. Mr. Smith indicated that his company has done numerous affordable housing projects and has worked with Redevelopment Agencies in the past. He pointed out that a couple of informal neighborhood meetings had occurred and the residents were supportive of the project. Donald Granger,Assistant Planner, asked the Commission to consider in its discussion the adjacent land uses to the east and the approved 21-building industrial project to the south across 9th Street. He asked the Commission to provide input about the potential General Plan Amendments the project would need and how far the land use changes should extend. Flavio Nunez, Redevelopment Analyst, noted that the proposed park site does not have secured funding, and that financial resources for the park are approximately 3-5 years out. Mr. Nunez added that Cask N' Cleaver has indicated it has no intention of leaving its present location. Commissioner McNeil liked the project, felt the proposed density was appropriate, and asked staff if the layout had adequate parking. Mr. Granger responded that the layout has twice the amount of required guest parking. Commission McNeil further stated that buildings fronting onto 9th Street would need to be angled in order to provide visual interest. He noted that buildings plotted in a straight line would not be acceptable. Commissioner McPhail complimented the focal point at the entrance of the project and stressed the need for a strong buffer to the east(industrial uses) and west(parking lot of Cask N' Cleaver). She was unsure if residential is an optimal land use at the proposed location due to adjacent commercial development to the west and industrial zoning to the south. She emphasized that intensified landscaping and safe-site planning would be required. Commissioner Fletcher supported the affordable housing project. He stressed the importance of master planning the parcels to the east in order to ensure logical future development of those parcels. Commissioner Stewart indicated support of the affordable housing project at the proposed location. She emphasized the need for master planning of adjacent parcels and noted the need for the project to provide a direct connection to the proposed park site. Chairman Macias echoed the comments of the other Commissioners. He thought the project was a good concept for the location, noted the critical importance of master planning the adjacent parcels, and stated that alternative layouts of the park site should be done in case the park site does not come to fruition. PUBLIC COMMENTS There were no public comments at this time.
