HomeMy WebLinkAbout2003/11/12 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting November 12, 2003 Chairman Macias called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:58 p.m. The meeting was held at Cucamonga County Water District, 10440 Ashford Street, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Rich Macias, Larry McNiel, Pam Stewart ABSENT: Cristine McPhail STAFF PRESENT: Brad Buller, City Planner, Dan Coleman, Principal Planner, Dan James, Senior Civil Engineer, Alan Warren, Associate Planner NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2003-01047-CECIL CARNEY-A Pre-Application Review to consider a conceptual design concept for the proposed development of 49, 500 square feet of office buildings on 3.75 acres of land in the Etiwanda Specific Plan, located on the east side of Etiwanda Avenue, west of the 1-15 Freeway-APN: 1100-031-07 Brad Buller, City Planner described the Pre-Application Review process and invited the applicant to present an outline of the proposed project. Cecil Carney, architect, presented an overview of the proposal, highlighting the village arrangement and architecture of the professional office concept. Also, the applicant team provided a summary of the anticipated uses that they believe may be located at the site and how those uses would fit in with the surrounding residential development. In response to staffs comments about the question of Candlewood Street, the applicants felt that the street's inclusion into the design is critical to the project's success. Alan Warren, Associate Planner, made the following comments regarding staffs review of the proposal: 1. The project will be subject to noise from the 1-15 Freeway and noise sensitive uses (medical offices, etc.) should be designed/located in a manner that mitigates the impact. 2. Being next to the 1-15, the site is very visible to passing motorists. The project should therefore be of high quality design to provide a positive view of the Etiwanda community. 3. In the short term, residential development of the property to the north is anticipated. The residential developer has raised the prospect of the potential deletion of Candlewood Street. The issue of whether the street should or should not be developed as planned will affect the ultimate design of the professional center. 4. The parking distribution needs to be improved. The Post Office and the three nearby buildings do not appear to have sufficient convenient parking. Too much of the parking is provided in the northeast portion of the site, too distant from the majority of the buildings. COMMISSION COMMENTS Commissioner Stewart stated that overall she likes the project. She added that the individual building designs will be pivotal in making the total design a success. She thought the conceptual site plan appears to be a bit cluttered. She agreed the decision regarding Candlewood Street will significantly affect the ultimate design. She felt the tie in with the historic house lends a very positive feature. Commissioner Fletcher concurred the historic aspect will favorably enhance the Surrounding area. He added that he believes the planned product will fill a needed niche in the present office market. Commissioner McNiel liked the project but agreed the parking needs to be redistributed in order to work with the future users. He complemented the variety of architectural styles being proposed and liked the use of the historic house in the overall plan. He added that he did not feel that the inclusion of Candlewood Street was so critical to the project's success. Commissioner Macias agreed with the other Commissioners in promoting a favorable view of the proposal. He concurred the inclusion of the historic house is a significant plus to the overall scheme. Mr. Buller concluded that the Commissioners voiced favor for the proposal's overall design concept. He stated that the issue of keeping or deleting Candlewood Street should first be settled between the applicant and the developer of the residential land to the north. The Workshop concluded at 9:20 p.m. PUBLIC COMMENTS There were no public comments.
