HomeMy WebLinkAbout2003/04/23 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting April 23, 2003 Chairman' McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. Mayor Alexander swore in new Commissioners Richard Fletcher and Cristine McPhail. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Rich Macias, Cristine McPhail,Larry McNiel, Pam Stewart ABSENT: None STAFF PRESENT: Bill Alexander, Mayor; Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Douglas Fenn, Associate Planner; Dan James, Senior Civil Engineer; Warren Morelion, Assistant Planner; Gail Sanchez, Planning Commission Secretary; Emily Wimer, Assistant Planner ANNOUNCEMENTS Dan Coleman, Principal Planner, announced that a letter was received from the applicant requesting a continuance of Items A, B, C, and D to May 14, 2003. APPROVAL OF MINUTES Motion: Moved by Macias, seconded by Stewart, carried 3-0-0-2 (Fletcher, McPhail abstain), to approve the minutes of April 9, 2003. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00751 - RKW DEVELOPMENT CORPORATION-The development of four industrial buildings totaling 54,662 square feet on 4.86 acres of land in the General Industrial District(Subarea 13), located at the southeast corner and southwest corner of 6th Street and Charles Smith Avenue-APN: 229- 263-05 and 229-283-04 and 05. Related file: Tentative Parcel Map SUBTPM16009. B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00750 - RKW DEVELOPMENT CORPORATION-The development of five industrial buildings totaling 117,790 square feet on 7.4 acres of land in the General Industrial District (Subarea 14), located at the southeast corner of 6th Street and the 1-15 Freeway-APN: 229-283-08, 10, and 11. ENVIRONMENTAL ASSESSMENT AND GENERAL PLAN AMENDMENT DRC2003-00132 - HANK JONG - A request to amend the General Plan Land Use Designation from Very Low Residential (.1-2 dwelling units per acre)to Low Residential (2-4 dwelling units per acre), to be consistent with the surrounding neighborhood, for 2.8 acres of land located east of Hermosa Avenue on the south side of Wilson Avenue-APN: 0201-182-03, 04, 05, and 06. Related File: Tentative Tract Map SUBTT16421. Emily Wimer, Assistant Planner, presented the staff report. Planning Commission Minutes -2- April 23, 2003 Chairman McNiel asked if any plans had been submitted. Ms. Wimer responded that plans have been submitted to subdivide the property into eight lots and the subdivision map will be processed if the General Plan Amendment is approved. Chairman McNiel opened the public hearing. Peter Wang, 338 Calle Becerra, Walnut, stated he represented the applicant, who was on his way. Chairman McNiel asked if the applicant was comfortable with the staff report as presented. Mr. Wang responded that the applicant agreed with the staff report and proposed resolution. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Macias commented that the matter seemed straightforward. Chairman McNiel agreed it was a clean-up item. Motion: Moved by Macias, seconded by Stewart,to adopt the resolution recommending approval of General Plan Amendment DRC2003-00132. Motion carried by the following vote: AYES: FLETCHER, McPHAIL, McNIEL, STEWART NOES: NONE ABSENT: NONE - carried F. TENTATIVE PARCEL MAP SUBTPM16090 - RICHARD DICK ASSOCIATES - A Tentative Parcel map to subdivide a 3.6 acre parcel into 2 parcels ranging in size from 1.9 acre(Parcel 1) to 1.7 acre(Parcel 2)in the Mixed Use District(Subarea 18), located on the southeast corner of Azusa Court and Anaheim Place-APN: 0209-272-21. Dan Coleman, Principal Planner, clarified that the project site is at the southeast corner of Anaheim Place and Azusa Court. Douglas Fenn, Associate Planner, presented the staff report. Chairman McNiel opened the public hearing. There were no comments, and he closed the hearing. Commissioner Stewart commented that it was a very straightforward issue. Motion: Moved by Stewart, seconded by Macias,to adopt the resolution approving Tentative Parcel Map SUBTPM16090 with modification to clarify the location as the southeast corner of Anaheim Place and Azusa Court. Motion carried by the following vote: AYES: FLETCHER, McPHAIL, McNIEL, STEWART NOES: NONE ABSENT: NONE - carried PUBLIC COMMENTS There were no public comments at this time. Planning Commission Minutes -3- April 23, 2003 COMMISSION BUSINESS G. TRAILS ADVISORY COMMITTEE APPOINTMENTS Dan Coleman, Principal Planner, presented the staff report. Chairman McNiel suggested that the new Commissioners serve on the Committee. Commissioner McPhail indicated she would be honored to take on the responsibility. Chairman McNiel appointed Commissioner McPhail to fill the term expiring in July 2004 and Commissioner Fletcher as an Alternate with his term expiring in July 2003. ADJOURNMENT Motion: Moved by McPhail, seconded by Fisher, carried 5-0, to adjourn.
