HomeMy WebLinkAbout2003/04/09 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting April 9, 2003 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:00 p.m. The meeting was held in the De Anza Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart ABSENT: None STAFF PRESENT: Brad Buller, City Planner, Dan James Alan Warren, Associate Planner NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2003-00175 -JIM KYPREOS-A review of conceptual site and architectural plans for a 3,036 square foot drive-thru restaurant within the Community Commercial designation of the Foothill Boulevard Districts, located at the southwest corner of Foothill Boulevard and Malachite Avenue—APN: 0208-261-19. Brad Buller, City Planner, started the workshop by describing the procedure for the workshop. Michael Lancy, project architect, provided an overview of the history of the development of the concept for a restaurant on the subject site. He described how the project was designed to address City development standards and highlighted special portions including the pedestrian entry statement at the corner of Foothill Boulevard and Malachite Avenue. He added that a trash enclosure would be provided along the west portion of the site to be accessed from the parking lot. Mr. and Mrs. Jim Kypreos described the type of food service the restaurant will provide and their experience in operating other restaurants that they own. Alan Warren,Associate Planner, addressed design issues that included parking allocation of spaces within the shopping center, landscaping areas off Foothill Boulevard, and the architectural concept. He stated that the Commissioners may wish to comment on the applicability of the policy that calls for a 200-foot separation for drive-through lanes from residential development. Commissioner Stewart expressed general favor for the proposal. She added that landscaping should be added to a portion of the parking lot that will be used for reciprocal parking needs. She thought the building's architecture should have more embellishments and the walkway from the corner plaza should be more directed towards the public entrance. Commissioner Macias thought the use was appropriate given the small size of the site. He also stated that some landscaping should be extended to the nearby portion of the parking lot. Chairman McNiel concurred with the statements of the other Commissioners and stated the parking accommodations must satisfy minimum requirements and that the trash enclosure should meet City standards. Mr. Buller summarized the comments of the Commissioners as follows: • The concept was found acceptable. Design suggestions included: • Because the building is tight on the site, building enhancements are important to compensate for the lack of building adjacent plantings. • Adjustments need to be made to the pedestrian access • Additional landscaping should be provided in the parking area to the west. PUBLIC COMMENTS There were no public comments at this time.
