The specific location of the project site is length of The Resort Parkway that will be located between 4th and 6th Streets; APN: 0210-082-92. Related files: General Plan Amendment DRC2015-00114, Specific Plan Amendment DRC2015-00040, and Tentative Tract Map SUBTT20073. REVIEW PROCESS: The Pre -Application Review process provides a project proponent with the opportunity to present schematic designs to the Planning Commission prior to a formal application submittal, in order to receive broad, general comments and directions. The focus of the meeting is a discussion by the Planning Commissioners regarding the technical and design issues related to the proposed project. The meeting is not a forum for debate and no formal decision or vote is made. After the meeting, Staff prepares general minutes of the meeting, which are provided to the applicant. PROJECT SITE DESCRIPTION AND BACKGROUND: The project site is part of a property of 160 acres that was formerly developed with the privately owned and operated Empire Lakes Golf Course generally located in the center of the Empire Lakes Specific Plan ("Specific Plan"). The Specific Plan has an overall area of 347 acres and is generally bound by 4th Street to the south, Milliken Avenue to the east, Cleveland Avenue and Utica Avenue to the west, and 8th Street and the BNSF/Metrolink rail line to the north. The golf course was closed in mid-2016 following the approval by the City Council of amendments to the General Plan, Specific Plan, and Development Code (related files: General Plan Amendment DRC2015-00114, Specific Plan Amendment DRC2015-00040, and Development Code Amendment DRC2015-00115). These amendments were for the purpose of enabling the applicant to develop a new mixed use and transit -oriented project ("Empire Lakeslfhe Resort") hereafter referred to as "the overall project'. The subject property is bisected into south and north halves by 6th Street. The overall project is intended to be developed in phases by various developers. The first phase will include all of the southern half and a small portion of the northern half. The southern half currently consists of three (3) parcels with a combined area of about 84 acres. An application to subdivide it into 27 parcels Cl—Pg1 PLANNING COMMISSION DRC2017-00960 — LEWIS February 14, 2018 Page 2 PRE -APPLICATION REVIEW STAFF REPORT MANAGEMENT CORP. and one (1) "lettered" lot was approved by the Planning Commission on August 23, 2017 (related file: Tentative Tract Map SUBTT20073). The primary purpose of this subdivision was to allow the sale of parts of the overall project to other developers. The specific location of the project site is the future, north -south primary street ("The Resort Parkway", formerly "The Vine") of the overall project (Exhibit B). The street will bifurcate the above -noted approved subdivision resulting in four (4) parcels being on the west side of the street and 22 parcels and one (1) "lettered" lot being on the east side of the street. GENERAL: The applicant proposes a design program that will apply to the entire length of The Resort Parkway within the overall project. The program describes thedetails of the various elements within and along The Resort Parkway. They include functional features such as "tabletop' street crossings, roundabouts, and "pocket" parks, and decorative features such as art installations and landscaping. These elements were only generally shown in the Specific Plan but are now more fully developed. The program provides details of each feature and the context of each relative to other features and the surrounding improvements (Exhibits F and G; a full presentation will be provided by the applicant at the Workshop). The Resort Parkway will be 60 feet in width (curb to curb) and consist of one vehicle travel lane and a bike lane in each direction. There will be parallel parking spaces on either side the street. Striped buffers will separate the bike lane from the travel line and parking spaces. There will be no median. There will be four (4) tabletop crossings, one (1) roundabout, and seven (7) pocket parks (Exhibit F). In addition to the pocket parks, there will be other similarly landscaped areas at each end of the tabletop crossings. As shown in the attached excerpts of the applicant's presentation, all of these features will have unique design characteristics in order to enhance the pedestrian experience. Each space will have a different general layout. The landscaping, benches and tables, lighting, and art within them also will be distinctive (Exhibit G). The variety in the appearance of each space is, consistent with the intent of the Specific Plan which encourages a broad mix of design themes throughout the overall project. Only the segment of The Resort Parkway that is in the south half of the overall project (Exhibit B) is discussed and illustrated in the applicant's presentation. However, the theme of the design program will be replicated on the segment of the street within the north half of the overall project as well. The features described in the design program and, as with practically all development projects in the City, the street and all associated improvements will be constructed by the applicant. February 14, 2018 Page 3 Initially, the applicant and the City contemplated the creation of a new community facilities district (CFD) to maintain the street and all the features described in the program. However, due to the design and relative complexity of the features compared to standard street improvements, the City concluded that the majority of the features shall be maintained by a private homeowners' association (HOA) created by the applicant. The maintenance of the remainder will be the responsibility of the City and funded by a new CFD established for that purpose. Generally, the City will be responsible for the maintenance of the street pavement, the curbs and gutters, tabletops, striping, street and pedestrian lights, traffic devices (including signs), and the mainline storm drain. The sidewalks, decorative lighting, landscaping (including landscaping in the pocket parks), art, furniture, benches and improvements within the roundabouts will be maintained by the HOA. The actual physical boundary of the respective areas that will be the responsibility of the City and the HOA are still being determined. All features discussed above will be accessible to the public regardless of whether they are maintained by the City or the HOA. STAFF COMMENTS: Staff comments are provided in the outline below for consideration/discussion by the Commission. DISCUSSION OUTLINE: The design program is being presented at this Pre -Application Review workshop in order to update the Planning Commission. No further review by the Commission will follow nor is it necessary. The plans for street improvements, lighting, and landscaping are reviewed administratively. The City's Engineering, Planning, and Public Works Departments will review the plans to ensure they comply with the applicable City standards and requirements. The Vine design concept spans from building face to building face and incorporates the entire pedestrian realm as a space for movement and gathering. See Figure 7.31: The Vine.
