HomeMy WebLinkAbout2003/01/22 - Minutes - PC-HPC • CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting January 22, 2003 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:10 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner, Dan Coleman, Principal Planner, Kevin Ennis, Assistant City Attorney; Betty Miller, Associate Engineer, Warren Morelion, Assistant Planner, Gail Sanchez, Planning Commission Secretary ANNOUNCEMENTS There were no announcements. • APPROVAL OF MINUTES Motion: Moved by Tolstoy, seconded by McNiel, carried 2-0-0-2 (Macias, Stewart abstain), to approve the minutes of December 11, 2002. Motion: Moved by Tolstoy, seconded by McNiel, carried 2-0-0-2 (Macias, Stewart abstain), to approve the minutes of the Adjourned Meeting of December 11, 2002. PUBLIC HEARINGS A. PERIODIC REVIEW OF CONDITIONAL USE PERMIT 97-09 - STORAGE MAX - Review of operational compliance with conditions of approval for an approved Conditional Use Permit for a 106,301 square foot mixed use storage facility(93,957 square feet of storage,6,000 square feet of retail, 3,552 square feet of office, and 2,792 square feet of manager's quarters/office) on 3.8 acres of land in the Community Commercial District (Subarea 1), located at 8363 Foothill Boulevard -APN: 207-571-76, 77, and 78. (Continued from January 8, 2003) Brad Buller, City Planner, stated staff met with the parties and they agreed to continue the matter to February 26, 2003. Chairman McNiel opened the public hearing. There were no comments. Motion: Moved by Tolstoy, seconded by Stewart, to continue Periodic Review of Conditional Use Permit 97-09 to February 26, 2003. ENVIRONMENTAL ASSESSMENT AND GENERAL PLAN AMENDMENT GPA2002-00001- FRAZIER GROUP-A request to change the General Plan land use designation within Subarea 1 of the Foothill Districts from Office to Mixed Use to allow for Office and Medium-High Residential (14-24 dwelling units per acre) for 7.24 acres of land located on the north side of Foothill Boulevard, west of the Cucamonga Channel. The City will also consider Mixed Use to allow for Office and Medium Residential (8-14 dwelling units per acre)as an alternative for the entire site - APN: 207-101-32, 33, and 50. Related Files: Pre-Application Review DRC2002-00450, Preliminary Review DRC2002-00589, Development District Amendment DDA2002-00001, and Development Code Amendment DCA2002-00001. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT DISTRICT AMENDMENT DDA2002- 00001- FRAZIER GROUP-A request to change the Development District zoning designation within Subarea 1 of the Foothill Districts from Office to Mixed Use to allow for Office and Medium-High Residential (14-24 dwelling units per acre)for 7.24 acres of land located on the north side of Foothill Boulevard, west of the Cucamonga Channel. The City will also consider Mixed Use to allow for Office and Medium Residential (8-14 dwelling units per acre) as an alternative for the entire site- APN: 207-101-32, 33, and 50. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT CODE AMENDMENT DCA2002-00001- FRAZIER GROUP - A request to add a Mixed Use zoning designation description to Sections 17.08.030.F and 17.32 of the Development Code to allow for Office and Medium-High Residential (14-24 dwelling units per acre) for 7.24 acres of land located on the north side of Foothill Boulevard, west of the Cucamonga Channel. The City will also consider Mixed Use to allow for Office and Medium Residential (8-14 dwelling units per acre) as an alternative for the entire site -APN: 207-101-32, 33, and 50. Related Files: Pre-Application Review DRC2002-00450, Preliminary Review DRC2002-00589, General Plan Amendment GPA2002-000011, and Development District Amendment DDA2002-00001. Brad Buller, City Planner, indicated an error was made in the noticing of the items. He stated it had now been re-advertised for February 12, 2003. Chairman McNiel opened the public hearing. Khosrow Omiduar, K&S Property,26401 Highwood Circle, Laguna Hills, stated his company is the developer for the project. He said they have owned the site for the past four years and they are planning to build a nice quality project that is not speculative. He thought the project will be good for the City because all of the new multi-family housing is being built on the east side of the City and this would be the only multi-family project on the west side. Guy Roney, K&S Property,26401 Highwood Circle, Laguna Hills, stated that it is tougher to build in Carlsbad than in Rancho Cucamonga. He said they want to build a quality project and be sure they are dealing with street, market, and financial issues. He indicated they were requesting the amendments so they will have flexibility to be able to build town homes. Motion: Moved by Stewart, seconded by Tolstoy, to continue General Plan Amendment GPA2002-00001, Development District Amendment DDA2002-00001, and Development Code Amendment DCA2002-00001 to February 12, 2003. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00718 — HILL PINCKERT ARCHITECTS, INC. (BRADSHAW III)-A request to construct a 461,882 square foot industrial building on 23.91 acres of land in the Industrial Park and General Industrial Districts (Subarea 12 and Subarea 13, respectively), located on the east side of Buffalo Avenue, approximately 495 feet south of San Marino Drive - APN: 209-263-68. Related Files: Preliminary Review PROO-29, Development Code Amendment DRC2002-00321, Minor Exception DRC2002-01035, and Lot Line Adjustment LLA534. Warren Morelion, Assistant Planner, presented the staff report. Commissioner Stewart asked if the applicant owns the 1.4 acres that had been deleted from the final proposal. Mr. Morelion believed they do. Chairman McNiel opened the public hearing. Basil Johnson, Oltmans Investment, 10005 Mission Mill Road, Whittier, stated that Oltmans Investment owns the land and will develop it. He indicated they have entered into negotiations to purchase the adjoining 1.4-acre parcel. He stated he originally thought it would be a simple lot line adjustment, but the adjoining property owner is doing a parcel map to split his land into a number of parcels. He thought the parcel map will be done within the next few months. Mr. Johnson indicated they have no immediate plans for the land but it could accommodate a 20,000 square foot building. He said they want to control the land so that no building will be built between the Bradshaw building and the freeway unless they control the design and placement. He said acquiring the land would also give them the flexibility to have a second drive approach through the 1.4-acre parcel if they decide to secure a second tenant for the Bradshaw building. He also thought the land may be used for overflow parking if they go to manufacturing. Chairman McNiel said it was his understanding the project is short five parking spaces. Mr. Johnson replied they would be five spaces short only if they build the 6,000 square foot future office and there are many more trailer spaces than required. He thought they could utilize trailer spaces for passenger cars if necessary. Chairman McNiel questioned if that would cause a conflict between truck access and passenger cars. He asked if there are plans. Mr. Johnson said the drive approach on the east side currently limits parking to one side only and there is enough room to provide parking on both sides. Hearing no further testimony, Chairman McNiel closed the public hearing. He felt the City should review the plan. He noted that Bradshaw is the initial tenant but there may be some other tenant in the future. He felt it is important that the project meet all codes and he suggested the five additional spaces be defined Brad Buller, City Planner, commented that the five spaces will only be needed if the future office space is built. He noted that Mr. Johnson has indicated there is plenty of room on the site to construct them at that time and staff agrees. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16301 - CENTEX HOMES - A residential subdivision of 47 single family lots on 13.2 acres of land in the Low- Medium Residential District(4-8 dwelling units per acre)of the Etiwanda Specific Plan, located on the west side of Etiwanda Avenue approximately 685 feet south of Base Line Road-APN: 227-171-05 and 07. Related files: Conditional Use Permit DRC2002-00280, Tree Removal Permit DRC2002-00281, and Preliminary Review DRC2002-00084. F. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2002-00280- CENTEX HOMES—The development of 47 single family lots on 13.2 acres of land in the Low- Medium Residential District(4-8 dwelling units per acre)of the Etiwanda Specific Plan, located on the west side of Etiwanda Avenue approximately 685 feet south of Base Line Road—APN: 227-171-05 and 07. Related files: Tentative Tract Map SUBTT16301, Tree Removal Permit DRC2002-00281, and Preliminary Review DRC2002-00084. Warren Morelion, Assistant Planner, indicated the applicant requested a continuance in order to address access to the project. Chairman McNiel opened the public hearing. There were no comments. Motion: Moved by Stewart, seconded by Tolstoy, to continue Tentative Tract Map SUBTT16301 and Conditional Use Permit DRC2002-00280 to February 26, 2003. Motion carried by the following vote: AYES: MACIAS, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried PUBLIC COMMENTS There were no public comments. COMMISSION BUSINESS Brad Buller, City Planner, reported that the League of California Cities Planners Institute is being held in San Diego from March 20-22 and the American Planning Association conference is in Denver from March 29-April 2. He indicated that the City has currently suspended all non-essential travel and conference attendance because of the uncertain State actions in light of the budget shortfall. He asked if the Commissioners wished him to put in a request to attend the conference. Chairman McNiel stated he would be unable to attend either conference anyway. Commissioner Tolstoy also indicated he could not attend either conference. Commissioner Stewart stated it would be difficult for her to get away for the conferences. Planning Commission Minutes -4- January 22, 2003 Commissioner Tolstoy stated that he watched the latest City Council meeting regarding noise and the freeway. He suggested that each Planning Commissioner go to a place by the freeway and walk down to the wall and listen for noise. He indicated he went to the apartment project east of Vons at Haven Avenue and Lemon Avenue. He suggested the Commissioners might want to choose that location to check out the freeway noise. He recommended they walk to the wall and then back up through the project to see how far from the freeway they have to get before hearing the noise from the freeway. He felt the issue will come up again at future City meetings. ADJOURNMENT The Planning Commission adjoumed at 7:48 p.m. to a workshop immediately following to discuss Pre-Application Review DRC2002-01011.
