HomeMy WebLinkAbout2002/12/11 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting December 11, 2002 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 10:05 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: John Mannerino, Larry McNiel, Peter Tolstoy ABSENT: Rich Macias, Pam Stewart STAFF PRESENT: Brad Buller, City Planner; Dan James, Senior Civil Engineer; Alan Warren, Associate Planner NEW BUSINESS A. PRE-APPLICATION REVIEW FOR CONDITIONAL USE PERMIT DRC2002-00839 — O & S HOLDINGS, LLC - The review of the site plan and architectural elevations for a proposed shopping center totaling 268,000 square feet with 183,500 square feet of in-line retail stores, 11 individual retail pad buildings, 3 of which are restaurant sites and 2 with drive-through lanes totaling 84,500 square feet, on 60 acres of land on the southeast and southwest corners of Foothill Boulevard and Day Creek Boulevard within the Regional Related Office/Commercial district of the Victoria Community Plan. Related files: Tentative Parcel Map SUBTPM16033 and General Plan Amendment GPA2002-00002-APN: 229-021-62, 63, and 64. Brad Buller briefly introduced the item and gave a brief overview of the pre-application review process. Brent Thomton, 0&S Holdings, LLC, provided a broad scope description of the proposed shopping center and highlighted issues regarding signing, Day Creek Boulevard construction, and potential storage use of the utility corridor along the west property line. He identified their desire to incorporate a pylon sign identifying the center next to the 1-15 Freeway. Additionally, he said there is a likelihood that all the pad buildings along Foothill Boulevard may be restaurants. Dan James, in response to a question by Mr. Thornton, described the City's policy on requiring an extension of Day Creek Boulevard. Project Designer Lance Brown, Enter-Arc, Inc. provided an analysis of the architectural theme and site layout. Alan Warren identified design concerns of the Planning staff that included. 1. Increase landscaping and walkways to break up the large expanse of parking in front of the in- line Commercial buildings. 2. Adjust building orientations in order to not have building backs fronting on Foothill Boulevard. The restaurant on the southeast corner of Foothill Boulevard and Day Creek should not have the loading area on the side facing Foothill Boulevard. 3. A traffic study presently being prepared by the applicant may require the"on-sight'intersection to be shifted south on Day Creek Boulevard. If so,the traffic circle shared on the east property line may need to be moved southerly in line with the intersection. Alternatively,the traffic circle could stay as presently planned with the drive aisle curving from a relocated intersection. 4. The amount of vertical accents give the in-line buildings a little too much articulation. The number of vertical elements could be slightly reduced. Commissioner Mannerino thought the shopping center would be a good feature near the entrance to the mall site on the north side of Foothill Boulevard and the amount of vertical accents on the buildings was just right. Commissioner Tolstoy generally liked the overall design of the proposal. He stated that more landscaping, especially trees and walkways, needs to be provided in the large central parking area. He felt the view from the freeway is important to presenting an inviting shopping center with plenty of shade trees. Chairman McNiel agreed with Commissioner Tolstoy that the parking area needs a great deal of landscaping to break-up the central parking area. Additionally, he voiced concern over parking in some of the fringe areas of the center. He stated that parking spaces need to be convenient for the shoppers visiting the center. Also, he commented negatively on the prospect of the City's authorizing a tall pylon sign for the site. Brad Buller summarized the comments of the Commissioners as follows: The Commissioners believe that the overall concept is good and satisfies many of the City's Design Guidelines. The central,parking area needs to be broken up with landscaping, trees, and walkways to avoid a large expanse of parking. The architecture is very appropriate and adjustments to the vertical treatment may be considered. The Planning Commission would not likely favor a freeway pylon sign for this center. PUBLIC COMMENTS There were no public comments at this time.
