HomeMy WebLinkAbout2002/10/09 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting October 9, 2002 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:15 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner, Donald Granger, Assistant Planner NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2002-00731 -HMC ARCHITECTS-A Pre-Application Review to consider a conceptual design concept for a proposed development of 2, one-story office buildings totaling 35,020 square feet on 5.74 acres of land within the Haven Overlay District in the Industrial Park District (Subarea 6), located at the northeast corner of Haven Avenue and Trademark Parkway North -APN: 0210-081-17. Brad Buller, City Planner, introduced the item and gave an overview of the Pre-Application Review process. He emphasized that the purpose of the workshop was to look at the overall design and its relationship to the surrounding area. Brian Staton, HMC architects, gave an overview of the proposed project. He stated the office market has changed and the proposed building design is highly flexible. He added that the one-story concept with a two-story look offers the possibility of lofts, mezzanines, and second stories if the tenant so desires. He commented that the building plane has several elements to add articulation and break up the wall plane. Donald Granger,Assistant Planner, gave a summary of the goals of the Haven Overlay District. He noted that the Haven Overlay encourages vertical design, campus-like site planning,and high quality office/professional design. He asked the Commission to consider the proposed design of the building relative the existing buildings and to comment on the one-story design with a two-story feel. He reported that a driveway on Haven Avenue would not be permitted, per the Engineering Division. Commissioner Stewart felt the design one-story design with a two-story feel is appropriate on Haven Avenue. She added that pubic artwork should be incorporated into the project and felt the design of the building needs more elements to achieve the goals of the Haven Overlay. Commissioner Macias echoed Commissioner Stewart's comments and added that he felt the building needs some additional architectural enhancement. Commissioner Mannerino supported a one-story building that looks like a two-story building. Commissioner Tolstoy was curious about the extensive length of the wall plane that would be visible on Haven Avenue. He mentioned that he felt the building would need to have enhanced architecture, particularly on the Haven Avenue elevation. Chairman McNeil stated that he did not have any concems with the one-story concept on Haven Avenue. However, he emphasized that he did not feel that the site planning and parking layout is optimum. He encouraged the applicant to consider alternative designs that might allow for pod parking while maintaining a campus-like feeling. Additionally, he added that felt the architecture of the building would have to be upgraded. John Norman, Managing Director of Development, responded to Commissioner McNeil's comments and said that the site had been through numerous site plan revisions. He noted that the site had been designed with L-shaped, T-shaped, and triangular footprints. He further added that he was willing to enhance the project with decorative hardscape and public art. Mr. Buller summarized the discussion of the Commission by noting that the one-story concept with a two—story feel was acceptable to the Commission so long as enhanced architecture is provided and the site plan is modified to include additional hardscape and pedestrian connections in the parking lot and public art.
