HomeMy WebLinkAbout2002/09/11 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting September 11, 2002 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:30 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Kevin Ennis, Assistant City Attorney; Nancy Fong, Senior Planner; Dan James, Senior Civil Engineer; Debra Meier, Contract Planner; Emily Wimer, Assistant Planner ANNOUNCEMENTS No announcements were made at this time. NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2002-00680- KB HOME-A review of conceptual plans for a proposed Tentative Tract and Development Review on approximately 52 acres of land in the Low-Medium Residential District (4-8 dwelling units per acre) and Medium Residential District (8-14 dwelling units per acre) of the Etiwanda Specific Plan, located at the southeast corner of Base Line Road and Etiwanda Avenue. Related File: Preliminary Review DRC2002-00681. Jary Cockroft, Project Manager, KB Homes, presented the project summary to the Commission. He requested the Commission to comment on the following issues: • The proposed relocation of the Bartholow home from its present location near Base Line Road, to a 1/2-acre lot facing Etiwanda Avenue. The home would be relocated near the Koch house, which is a designated local landmark, not far from the Cour house,which is also a designated local landmark. • The current land use boundary between the Medium and Low-Medium density land uses is a straight line(north-south)between Base Line Road and the freeway. KB HOME has proposed using the same land area(approximately 11 acres), however, more of the Medium Density land use would be brought around to the Base Line Road Frontage. An interior street separates the two densities. • Master Planning is suggested for the two Not-a-Part (NAP) parcels along Base Line Road, including a portion of the abandoned City right-of-way. • Landscape maintenance issues along the freeway right-of-way need to be explored to avoid extensive LMD maintenance areas. Staff reiterated to the Commission that the applicant is conducting a Preliminary Review concurrent with the Pre-Application Review,therefore, staff is also in the process of preparing a comprehensive list of design and technical issues to be worked out with the applicant. The Engineering Division has already identified potential access issues on Base Line Road; preferred signal locations will be explored with the applicant. The project is within the Etiwanda Specific Plan area, therefore all structures along Etiwanda Avenue will appear to face the street, and all units of both density types will be analyzed for conformance with the design standards of the Specific Plan. Staff has suggested that the applicant initiate a Landmark Designation for the Bartholow home, along with a Landmark Alteration to move the structure and make minor improvements upon relocation,including the development of a new garage. B. PRE-APPLICATION REVIEW DRC2002-00679-ALTA LOMA SCHOOL DISTRICT-A review of conceptual plans for a 2-story administration building, a 1-story maintenance and operations building with bus maintenance facilities and on-site bus fueling and parking for 16 busses on 4.4 acres of land in the Office Professional and General Commercial Districts, located north of the abandoned Southern Pacific Railroad between Base Line Road and Amethyst Street - APN: 202-091-44, 45, and D 46. The Assistant Superintendent of Alta Loma School District, Mike Whisenad stated that the District has been growing rapidly and they are in need of an administration building and a maintenance building,which would include school busses. The District is currently housing the busses at Chaffey College and they are quickly expanding without enough room. He reported that Dan Coleman, Principal Planner and Brad Buller, City Planner, discussed the conceptual idea in several meetings with the applicant. The conceptual plan includes the main administration building to access off of Base Line Road with bus access. Staff parking is allowed from Amethyst Street as well as Base Line Road. The architect, Godwin Osefiso presented a model that included the trail portion of the site. The applicant stated that the initial reaction from the residents was good, and the applicant plans to formally present the project to the entire neighborhood very soon. Emily Wimer, Assistant Planner, reviewed the following issues: 1. A Conditional Use Permit is required for a bus storage and maintenance facility with outdoor storage. 2. Three main concems from staff were a) neighborhood compatibility, b) traffic and noise, c) outdoor storage. 3. Technical issues included materials for screening storage areas, additional landscaping, and design elements of the building. 4. A neighborhood meeting will be required as soon as the applicant formally submits plans to the Planning Division. Commissioner Tolstoy stated that he liked the idea of the Professional based business and the location was good for this type of use. Commissioner Mannerino stated that he felt the location is good, and given the odd shape of the lot, he was quite pleased with the results. Commissioner Macias favored the use of the Office Professional area preferred this use over other retail "strip-mall"establishments. Commissioner Macias also stated that this would help the area. PC Adjourned Minutes -2- September 11, 2002 Commissioner Stewart agreed that she too is in favor of the project and likes the unique architecture that makes a statement in the area. McNiel concurred with the Commissioners thoughts and added that he had concems about the screening of outdoor storage, as well as the chain link fencing. Assistant Superintendent Whisenand stated that earthquake materials must be stored outdoors if the administration building were to fail in an earthquake. Mr. Buller summarized the Commission's response. He stated that there is a consensus from the Commission that the site is appropriate. The Commission was very responsive and agreed the applicant could move forward with the Conditional Use Permit Application. PUBLIC COMMENTS No additional comments were made at this time. ADJOURNMENT The Planning Commission adjoumed at 8:30 p.m. to a special meeting of the Design Review Committee for the Victoria Gardens Regional Center to be held on September 23,2002 at 6:00 p.m. in the Rains Room.
