HomeMy WebLinkAbout2002/08/28 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting August 28, 2002 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:15 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: John Mannerino STAFF PRESENT: Dan Coleman, Principal Planner; Debra Meier, Contract Planner APPLICANTS PRESENT: Jary Cockroft of KB Home, Joel Macy of Lewis Operating Corp. NEW BUSINESS A. TERRA VISTA PARK CREDIT SUMMARY-A review of the details and background information associated with the Terra Vista Park Implementation Plan, including a status report and summary. Debra Meier presented a Workshop Outline that included the purpose, background, and analysis of the Terra Vista Park Implementation Plan and the request for approval of credit for Private Open Space within previously developed apartment and condominium projects. She noted the underlying component of the Park Implementation Plan is the population projections for the Terra Vista community, which were presented as Table 1. She said the projected population, based on the existing projects, projects under-construction, and the six remaining pieces of undeveloped residential property, is 18,552; as compared to a projection of 18,600 in 1984. Using the Outline provided, Ms. Meier described park credit within Terra Vista as having three elements: City parks, Trails and Greenways, and Private open space. She indicated the primary purpose of the workshop was to allow the Commission the opportunity to review the detailed worksheets that staff used to map and identify the area of each type of open space. She pointed out the result of the research was summarized on Tables 2 through 4. During the discussion of the City Parks, Ms. Meier noted that there are six developed park sites in Terra Vista, along with a 4.75 acre parcel, commonly referred to as the YMCA parcel,forwhich open space credit has been granted because the site had be dedicated to the City for use as a new YMCA facility. She observed the City now owns the land, but the final use of the property is unknown at this time. She commented any future adjustments in the use of the land, other than open space, would need to monitored and adjustment made to open space and park credit requirement at that time. Chairman McNiel questioned whether this needed to be resolved prior to Planning Commission hearing regarding this issue. Ms. Meier responded that the use of the land would probably not be known that soon, but that Lewis Operating Corp. and City staff were considering a variety of options that would likely come to light in the near future. During the review of the Private Open Space calculation worksheets, Dan Coleman, Principal Planner, pointed out that justification should be made between the tables and the worksheets for consistency. He said staff will work with KB Home to verify the final data presented in the worksheets for accurate documentation. Commissioners Macias and Tolstoy commented on how well the open space system within Terra Vista had been implemented over the years, and that it is now a great asset to the community as a whole. Chairman McNiel asked how soon the item would appear on the Planning Commission agenda. Ms. Meier indicated that as soon as final corrections are made to the worksheet packets, the item would be agendized, and the Commission would probably see it in a few weeks. The Commissioners were asked to contact Ms. Meier if they had any further questions regarding the detailed worksheets or summary information. PUBLIC COMMENTS There were no public comments.
