PLANNING COMMISSION MINUTES
Adjourned Meeting
August 14, 2002
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:34 p.m. The meeting was held in the Rains Room at Rancho Cucamonga
Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

NEW BUSINESS
A. PRE-APPLICATION REVIEW DRC2002-00544-BRUNO MANCINELLI-Review of concept plans
for a recreational storage facility on 9.87 acres of land in the Low Residential District (2-4
dwelling units per acre) located at the southwest corner of the 210 and 15 Interstate interchange
-APN: 228-011-31.
Brad Buller, City Planner, reviewed the purpose and basic procedure of the Pre-Application Review.
Chuck Buquet stated he was representing the applicant. He gave a basic review of the project. He
stated the proposed RV Boat Storage serves a marketing demand and would provide a good buffer
between the 210 and 15 Interstate interchange east of the project and the existing and proposed
single-family residences to the west of the project.
Douglas Fenn, Associate Planner, reviewed design issues. The following issues were discussed:
• Amendment to the Etiwanda Specific Plan to allow such use subject to a Conditional Use
Permit.
• Applicant to work out primary access to the project from Victoria Street and along the Flood
Control Easement.
• No vehicular access through residential subdivision (Smokestone Street) to the west of the
project except for the emergency access.
• Provide dense vegetation along property lines adjacent to the 210/15 Freeway to buffer the view
onto the storage facility. Staff suggested significant amount of landscape around the perimeter
of the project.
• Limit or avoid signage as seen from the freeway(s).

Brad Buller, City Planner, clarified that the primary vehicular access will be via Victoria Street and
Highland Avenue. He also noted that vision site lines of the project as viewed from the freeway will
be important to see.
Commissioner Tolstoy supported the proposed project and inquired if the existing road to the south
was paved. He stated that he did not want to see houses on the proposed site.
Commissioner Mannerino thought the proposed project was appropriate and indicated the project
should be adequately screened from the freeway.
Commissioner Stewart voiced support of the project.
Chairman McNiel echoed similar sentiments as the other Commissioners and instructed that the
project must be screened with lots of trees and vegetation.
Mr. Buller summarized the Commission's support. He noted that the project overall was a good
location for the proposed use.
B. PRE-APPLICATION REVIEW DRC2002-00576-JAMES DI CAMILLO-Review of concept plans
for a church facility to include an educational facility, book store, worship center and
administrative offices on 31 acres of land in the Industrial Park District(Subarea 7), located on
the northeast corner of Civic Center Drive and Red Oak Street-APN: 210-081-07 and 15.
Brad Buller, City Planner, reviewed the purpose of the Pre-Application Review for the applicant.
Mark Graham, WLC Architects, 10470 Foothill Boulevard, Rancho Cucamonga, stated that he has
been a member of the church for two years and gave a general overview of the project. He noted
that this is to be a phased project, because of the scale that encompasses 29 acres. He also
commented that the architecture is quite different and presented a model of the main sanctuary area.
He stated the project would have some characteristics of a school campus with recreation facilities,
bookstore, and cafe. He also noted that the "satellite pads" located at the entrances of the site
would be used as leasable space for small retail buildings.
Mr. Buller explained that this is a large church that has expanded beyond their capacity in the
Industrial Area they have been using for the past 4 years. He stated that this could be an opportunity
to create some new ideas of churches and community activities.
Emily Wimer, Assistant Planner, reviewed the following issues:
• A Conditional Use Permit is required for a school and church uses.
• Traffic concems will be a large issue, given that there are only three proposed drive isles that
lead to surrounding streets.
• Location of parking lot layout and sports fields must be addressed, including the proximity of
parking to the fields.
• No elevations have been submitted.

Commissioner Stewart was apprehensive about the large area that would be accumulated by a
non-profit organization. She noted the location is in the center of an industrial district,which may not
exactly be conducive to a church layout.
' Commissioner Tolstoy stated that he felt the location is good, however he would like to see berming
and additional landscape to screen the perimeter of the site and shading of the large parking lots.
Commissioner Mannerino saw the project more as a campus than a church. He thought it has many
of the amenities of a campus. He was concemed about the loss of tax dollars, which would not be
made in revenue for the City. He explained that the Mimi's Cafe and the Best Westem Hotel have
been growing in the past few years and said he would like to see additional restaurants and uses
that pull residents from Foothill Boulevard.
Commissioner Stewart clarified her comments and agreed that she is concemed with the loss of
revenue, as well.
Chairman McNiel concurred with Commissioners Stewart and Tolstoy and added that he had
concerns about potential truck traffic in the area and small children. He pointed out that although
this is not a Heavy Industrial District, the zone allows for minimal truck traffic and warehousing.
Chairman McNiel also stated that he would like to entertain the idea of developing the hospital site
with this master plan. He viewed the design favorably.
Becky Calderon, Abundant Living Family Church, 9239 Utica Avenue, Suite 120, Rancho
Cucamonga, responded that the church had contacted the owner and the sale price is out of the
church's range.
Mr. Buller summarized the Commission's concerns. He added that the campus idea is a good start,
and to keep in mind that the general consensus from the Commissioners is to keep in mind the
property potential. He stated the Commission gave the applicant a green light to move forward.
