HomeMy WebLinkAbout2002/04/10 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting April 10, 2002 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Douglas Fenn, Associate Planner; Gail Sanchez, Planning Commission Secretary; Joe Stofa, Associate Engineer; Emily Wimer, Assistant Planner ANNOUNCEMENTS Brad Buller, City Planner, announced that Principal Planner Dan Coleman had compiled a grant application for a Rails-to-Trails program and the City had been notified that it received a$3.8 million grant, which will be used toward the first phase from Haven Avenue to Etiwanda Avenue. He said that staff would be bringing a request to the Historic Preservation Commission for historic designation of the railroad corridor. Commissioner Tolstoy asked about the Etiwanda station. Mr. Buller reported that staff sent a letter to SANBAG requesting a lease of the railway station and the rail line. He indicated that the Mayor and staff would then have to negotiate with SANBAG. APPROVAL OF MINUTES Motion: Moved by Macias, seconded by Mannerino, carried 5-0, to approve the minutes of March 27, 2002. DEVELOPMENT REVIEW DRC2001-00544-CRESTWOOD CORPORATION-The review of detailed site plans and building elevations for 16 single family homes within approved Tentative Tract Map 16021 on 7.53 acres of land in the Low Residential District (2-4 dwelling units per acre) of the Etiwanda Specific Plan located at the northwest corner of East Avenue and the Southern Pacific Railroad right-of-way-APN: 227-121-30 and 43. Related files: Tentative Tract Map SUBTT16021 and Tree Removal Permit 99-23. B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00588 — WALTON DEVELOPMENT, LLC-The review of detailed site plan and building elevations for 17 single family homes on 5.1 acres of land in the Low Residential District(2-4 dwellings per acre), located at 8387 19th Street - APN: 202-021-37. Related file: Tentative Tract Map SUBTT14162. Motion: Moved by Tolstoy, seconded by Mannerino, to adopt the Consent Calendar. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried PUBLIC HEARINGS C. ENVIRONMENTAL ASSESSMENT AND TIME EXTENSION FOR TENTATIVE TRACT MAP SUBTT15783—G& D CONSTRUCTION-A request for an extension of a previously approved residential subdivision of 27 single-family homes on 3.35 acres of land in the Medium Residential District(8-14 dwelling units per acre) located on the west side of Carnelian Street at Vivero Street-APN: 207-022-54 and 64. Related File: Variance 96-02. Douglas Fenn, Associate Planner, presented the staff report and proposed a change to the resolution to clarify the environmental findings. Commissioner Tolstoy asked if the project is in plan check. Mr. Fenn replied that Planning completed its plan check last summer. • Chairman McNiel opened the public hearing. Lars Dennert, G & D Construction, 25 North Santa Anita Avenue, Suite A, Arcadia, requested approval. Motion: Moved by Mannerino, seconded by Macias, to adopt the resolution approving Time Extension for Tentative Tract Map SUBTT15783 with the modification clarifying the environmental findings. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried NEW BUSINESS D. VIRGINIA DARE PARKING STUDY-A review of modifications to the shared parking concept and projected parking demand for the Virginia Dare Centre—APN: 107-766-101 through 105, 110, 114, and 116 through 118. Dan Coleman, Principal Planner, presented the staff report. Planning Commission Minutes -2- April 10, 2002 Commissioner Mannerino asked if there are any concrete proposals for the cinema. Mr. Coleman responded negatively. Commissioner Mannerino stated that empty theaters are becoming more of a problem for communities. Commissioner Tolstoy hoped that when the cinema is revamped, a back door is added to access parking in that area. Commissioner Stewart observed that there is a potential for 75,000 square feet of development (40,000 in the cinema plus two buildings of 20,000 and 15,000 square feet on two pads), but the parking study only shows parking for 50,000 square feet on development without overloading parking for existing tenants. Mr. Coleman acknowledged there is not enough parking to accommodate all the potential development and it will be on a first-come, first-serve basis. Chairman McNiel recalled some discussion regarding a parking structure. Mr. Coleman reported the original proposal included a 50,000 square foot parking structure, but that proposal was withdrawn. Commissioner Tolstoy asked if there would be sufficient parking in front of the theater if it were converted to office space. Mr. Coleman responded affirmatively. Commissioner Mannerino stated it was his understanding that a law firm had taken over the area of the former food court except for Good Fellas, which is still in business. He noted that Good Fellas has entertainment, sometimes as early as 7:00 p.m.; and he wondered if there would be conflicts with the law offices, as lawyers tend to work late. Chairman McNiel invited public comments. There were none. Brad Buller, City Planner, stated that an applicant has indicated a desire to develop a building south of the theater and to complete the parking lot. Motion: Moved by Mannerino, seconded by Tolstoy, to accept the Virginia Dare Parking Study as adequate and complete. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried PUBLIC COMMENTS There were no public comments at this time. r Planning Commission Minutes -3- April 10, 2002 COMMISSION BUSINESS Commissioner Tolstoy stated that repairs are needed at the shopping center at the northwest comer of Base Line Road and Archibald Avenue. He suggested that the Planning Commission request that ' the Mayor write a letter to the owner asking that the center be rehabilitated. He noted that the parking lot needs striping and the buildings need paint and there is some missing siding. He thought a condition of approval for the 99 Cent store included repair of the siding. He understood that Rite Aid has remodeled the interior of its store. Brad Buller, City Planner, stated that staff would contact the Mayor and also look at the resolution of approval for the 99 Cent store to address the siding issue. Commissioner Tolstoy stated that the landlord told some tenants that Rite Aid or the 99 Cent store are responsible for the siding repairs. He felt the landlord should be responsible. Brad Buller, City Planner, reported that the red light camera would be operational at the Base Line Road/Carnelian Street intersection starting within 30 days. Chairman McNiel noted that the cameras required 8 poles, creating visual clutter. He asked if they couldn't be mounted on the signal poles already in place. He felt that would be less expensive and less intrusive. Mr. Buller responded the comment was valid, but the signal poles could not be used because of the angle needed for the cameras. Chairman McNiel announced that he would not be at the meeting on April 24, 2002. Commissioner Tolstoy indicated he will also miss that meeting. Mr. Buller stated staff had a kick off meeting regarding the design of the Library/Cultural Center. ADJOURNMENT Motion: Moved by Mannerino, seconded by Stewart, carried 5-0, to adjoum.
