HomeMy WebLinkAbout2002/03/13 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting March 13, 2002 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: Rich Macias STAFF PRESENT: Brad Buller, City Planner, Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Debra Meier, Contract Planner; Gail Sanchez, Planning Commission Secretary; Joe Stofa, Associate Engineer ANNOUNCEMENTS There were no announcements. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1-1 (Macias absent, Mannerino abstain), to approve the minutes of February 27, 2001. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16264-KB HOME- A proposed tentative tract map consisting of 1 lot for condominium purposes (63 single-family detached condominiums) and 3 lettered lots for ingress/egress and recreation purposes on 7.53 acres of land in the Medium Residential District(8-14 dwelling units per acre) of the Terra Vista Community Plan, located on the south side of Mountain View Drive between Milliken Avenue and Terra Vista Parkway - APN: 227-151-32. Related File: Development Review DRC2001-00380. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00380 — KB HOME-The review of detailed site plan and building elevations for Tentative Tract 16264, consisting of 63 single-family detached condominiums on 7.53 acres in the Medium Residential District(8-14 dwelling units per acre) of the Terra Vista Community Plan, located on the south side of Mountain View Drive between Milliken Avenue and Terra Vista Parkway - APN: 227-151-32. Related File: Tentative Tract Map SUBTT16264. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. Debra Meier, Contract Planner, presented the staff report. Commissioner Tolstoy questioned the adequacy of the buffer between the project and the existing single-family residences to the east. Ms. Meier responded the existing residences are buffered from the proposed condos by the trail along the east property line with the condo driveway adjacent to the trail. She reported that several adjacent residents looked at the site plan and felt it is good. Commissioner Tolstoy asked if there is sufficient guest parking. Ms. Meier replied that 46 spaces are provided, 30 above the required 16. Chairman McNiel opened the public hearing. Jary Cockroft, KB HOME Greater Los Angeles, Inc., 801 Corporate Center Drive, Suite 201, Pomona, stated he is the project manager. He expressed appreciation for the opportunity to work with staff and the Design Review Committee. He felt the project fits in well with the surrounding area and the Terra Vista Community Plan. He said the project is a condominium project but it is designed similar to a zero lot line single-family project. He concurred with the conditions. Commissioner Tolstoy expressed appreciation for the density being well below what could have been put there. Mr. Cockroft indicated KB HOME feels it is a good marketable project. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Mannerino echoed Commissioner Tolstoy's comments. Motion: Moved by Mannerino, seconded by Tolstoy to issue a Mitigated Negative Declaration and adopt the resolutions approving Tentative Tract Map SUBTT16264 and Development Review DRC2001-00380. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried C. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16263-KB HOME- A proposed Tentative Tract Map consisting of 1 lot for condominium purposes(204 multi-family dwellings) and three lettered lots for recreational purposes on 14.06 acres of land in the Medium High Residential Density (14-24 dwelling units per acre) of the Terra Vista Community Plan, located at the southeast comer of Base Line Road and Ellena West - APN: 227-151-34. Related File: Development Review DRC2001-0379. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. D. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00379 — KB HOME - The review of detailed site plan and building elevations for Tentative Tract SUBTT16263, consisting of 204 multi-family dwellings on 14.06 acres of land in the Medium- High Residential District (14-24 dwelling units per acre) of the Terra Vista Community Plan, located at the southeast comer of Base Line Road and Ellena West - APN: 227-151-34. Related File SUBTT16263. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. Planning Commission Minutes -2- March 13, 2002 Debra Meier, Associate Planner, presented the staff report. Commissioner Tolstoy asked if there is adequate buffering for adjacent properties. Ms. Meier responded affirmatively. She said that the northern half of the project is adjacent to a like product and there is appropriate grade separation and setback from the small lot single-family subdivision to the south. Commissioner Tolstoy asked if the guest parking is sufficient and spread throughout the project. Ms. Meier replied that 51 spaces are required and the applicant is providing 78 spaces, with the guest parking being adequately spaced throughout the project. Chairman McNiel opened the public hearing. Jary Cockroft, KB HOME Greater Los Angeles, Inc., 801 Corporate Center Drive, Suite 201, Pomona, felt this is a good product and a good location for the product. He said they oversized the units and garages, thus providing adequate storage. He accepted the conditions as written. Chairman McNiel asked if the units are all plumbed for washers and dryers. Mr. Cockroft responded affirmatively. Hearing no further testimony, Chairman McNiel closed the public hearing. Motion: Moved by Stewart, seconded by Mannerino, to issue a Mitigated Negative Declaration and adopt the resolutions approving Tentative Tract Map SUBTT16263 and Development Review ' DRC2001-00379. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried PUBLIC COMMENTS Brad Buller, City Planner, suggested that KB HOME discuss the amount and status of remaining undeveloped land in Terra Vista. Jary Cockroft, KB HOME Greater Los Angeles, Inc., 801 Corporate Center Drive, Suite 201, Pomona, stated that KB HOMES owns one more parcel adjacent to Coyote Canyon Park and they plan to submit a project with a similar project to the zero lot line one approved this evening. He said Lewis owns the remainder of the property in Terra Vista. Mr. Buller observed that 8,000 to 9,000 units were originally proposed but they have built fewer units than originally approved. COMMISSION BUSINESS Brad Buller, City Planner, stated that a new roof was being installed on the Isles House. Mr. Buller also noted that the City Council continued the appeal of the Forecast Development apartment project to the March 20 City Council meeting.
