Home My WebLink About2002/02/27 - Minutes - PC-HPC • CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting February 27, 2002 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: Rich Macias, John Mannerino STAFF PRESENT: Brad Buller, City Planner, Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Douglas Fenn, Associate Planner; Nancy Fong, Senior Planner; Donald Granger,Assistant Planner; Dan James, Senior Civil Engineer; Gail Sanchez, Planning Commission Secretary ANNOUNCEMENTS There were no announcements. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-2 (Macias, Mannerino absent), to approve the minutes of February 13, 2002. CONSENT CALENDAR A. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00317 - STANDARD PACIFIC HOMES-The design review of building elevations and detailed site plan for three previously approved tentative tract maps consisting of 172 single-family lots in the Low Residential District(2-4 dwelling units per acre) of Etiwanda North Specific Plan in the Rancho Etiwanda Planned Development, located at the southeast comer of Day Creek Boulevard and Wilson Avenue - APN: 225-101-31, 45, and a portion of 43. Related files: Tract(s) 14497, 14498, and 15838. B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00570 — WF CONSTRUCTION - A request to construct four industrial buildings (Building A — 9071 square feet, Building B—9,060 square feet, Building C—28,931 square feet, Building D—40, 240 square feet)on 4.61 acres of land in the Industrial Park District(Subarea 17), located at the southeast side of Center Avenue and Effen Street, and at the east side of Cartilla Avenue — APN: 107-401-17 and 21. Related file: Tentative Parcel Map SUBTPM15732. Chairman McNiel indicated that Item B would be pulled to be heard in conjunction with Public Hearing Item B. Motion: Moved by Tolstoy, seconded by Stewart,to adopt Item A of the Consent Calendar. Motion carried by the following vote: AYES: MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS, MANNERINO - carried PUBLIC HEARINGS B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2001-00570 — WF CONSTRUCTION C. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM15732 — WF CONSTRUCTION-A request to subdivide a 2.71 acre property into three parcels(Parcel 1 - 29,353 square feet, Parcel 2 - 26,009 square feet, Parcel 3 - 62,775 square feet) in the Industrial Park District(Subarea 17), located at the southeast side of Center Avenue and Effen Street—APN: 1077-401-21. Related file: Development Review DRC2001-00570. Nancy Fong, Senior Planner, presented the staff report. Chairman McNiel opened the public hearing. Ron Busante, WF Construction, stated they were the architects and had diligently worked with staff and the Design Review Committee. He thanked Planning staff members. He agreed to the conditions imposed. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Stewart noted that the applicant had reconciled all the issues raised by the Design Review Committee. She felt the enhanced sand blasting improved the building. Chairman McNiel concurred. Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolutions approving Development Review DRC2001-00570 and Tentative Parcel Map SUBTPM15732. Motion carried by the following vote: AYES: MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS, MANNERINO - carried D. TENTATIVE PARCEL MAP SUBTPM15665 - PARAGON DEVELOPMENT CORP. - The proposed subdivision of 33.77 acres into 4 parcels in the General Industrial District (Subarea 14), located north of the terminus of Santa Anita Avenue, east of Day Creek Channel - APN: 229-283-48. Related File: Preliminary Review 00-10. Douglas Fenn, Associate Planner, presented the staff report. Chairman McNiel opened the public hearing. Planning Commission Minutes -2- February 27, 2002 Chuck Buquet, Charles Joseph&Associates, 10681 Foothill Boulevard,#395, Rancho Cucamonga, stated he represented Paragon Development Corporation. He concurred with the recommended conditions and said he was available to answer questions. He indicated Kim Snyder of Paragon was also available to answer questions. Chairman McNiel asked if they were spec buildings. Kim Snyder, Paragon Development Corporation, 319 East Palm Drive, Placentia, stated they were tentatively planning a spec project but they were also soliciting build-to-suits for the property. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Tolstoy asked if the portion of 6th Street shown on the"not-a-part"parcel had already been dedicated. Dan James, Senior Civil Engineer, responded affirmatively. Motion: Moved by Stewart, seconded by Tolstoy,to adopt the resolution approving Tentative Parcel Map SUBTPM15665. Motion carried by the following vote: AYES: MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS, MANNERINO - carried NEW BUSINESS E. DEVELOPMENT REVIEW DRC2001-00545-ARNE ERIKSON-A request to construct a 3,487 square foot single-family home on 2.74 acres of land in the Hillside Residential District, on Skyline Road, north of Almond Street-APN: 200-441-68. Donald Granger, Assistant Planner, presented the staff report. Chairman McNiel invited public comment. Ame Erikson, 225 North Euclid Avenue, Upland, thanked staff. He said he understood the spirit of the Hillside Development Guidelines was to construct good homes and that is what he wanted as well. There were no further public comments. Commissioner Tolstoy hoped that the applicant would pay particular attention to the drainage. He said it appeared everything had been addressed. Motion: Moved by Tolstoy, seconded by Stewart to adopt the resolution approving Development Review DRC2001-00545. Motion carried by the following vote: AYES: MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS, MANNERINO - carried PUBLIC COMMENTS There were no public comments. Planning Commission Minutes -3- February 27, 2002 COMMISSION BUSINESS Brad Buller, City Planner, stated that the Court of Appeals supported Rancho Cucamonga and other cities in a lawsuit against the County of San Bernardino. He said the County passed an amendment changing the way the County evaluates projects within the cities'spheres of influence and the cities sued. He noted that the courts ruled in favor of the cities. ADJOURNMENT The Planning Commission adjourned at 7:20 p.m. to a workshop.
