HomeMy WebLinkAbout2002/02/13 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting February 13, 2002 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:08 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. Engineer: Associated Engineers Consultant: SANBAG Planning Commission Minutes -2- February 13, 2002 Brad Buller, City Planner commented that as a City, we have a lot of quality people behind these projects and that it is a pleasure for the staff to work with these applicants. He thanked them; noting that with their cooperation and support of the community,these kinds of award winning projects are brought about. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Mannerino, carried 4-0-1 (Tolstoy abstain), to approve the minutes of January 23, 2002. PUBLIC HEARINGS A. CONDITIONAL USE PERMIT DRC2001-00770 - ALTA LOMA CHRISTIAN CHURCH - A request to grant an additional 5-year approval of two existing modular buildings associated with an existing church on 4.99 acres of land in the Very Low Residential District (up to 2 dwelling units per acre), located at 6386 Sapphire Street-APN: 1062-332-25. Emily Wimer, Assistant Planner, presented the staff report and indicated that one phone call was received in support of the project. Chairman McNiel asked if this is the one extension allowed for the modular buildings. Ms. Wimer indicated that it is. Commissioner Tolstoy asked Ms. Wimer if the first approval had been researched for conditions relating to landscape improvements and irrigation along the frontage of the church property. Ms. Wimer stated that the first approval conditioned landscaping that specifically related to the modular buildings and the graveled parking area, but that she was not aware of specific conditions related to the property frontage. Ms. Wimer stated she would address the issue with the applicant. Commissioner Tolstoy elaborated and said that he had visited the property and noted that the area in front of the property along the sidewalk was landscaped and irrigated for a short period of time, but that now it appears un-maintained. Chairman McNiel opened the public hearing and asked the applicant to respond to Commissioner Tolstoy's question regarding the landscaping. Scott Ferguson, Senior Pastor, Alta Loma Christian Church, 6386 Sapphire Street, Rancho Cucamonga, explained that he has been Pastor there for one and one half years, he has noticed the problem, and that they are doing their best to correct the situation. He commented that because of the freeway construction, their property was inundated with gophers. He added that they now feel they have the gophers under control and that they know they need to correct the problem. Commissioner Tolstoy added that the City welcomes them as a church, but things should look their best. Chairman McNiel closed the public hearing and asked Commissioner Tolstoy if he felt a new condition on the project would be in order with a time limit. Planning Commission Minutes -3- February 13, 2002 • Commissioner Tolstoy stated that he would; that new landscaping would improve the appearance of the property. Brad Buller, City Planner, asked Commissioner Tolstoy if he could recall the specific condition and the approximate distance from the curb to the sidewalk. Commissioner Tolstoy stated he could not recall the exact dimensions but that he thought it was from the sidewalk to the curb for the entire property frontage. Mr. Buller suggested that if it was the original intent of this Commission that landscaping and irrigation be provided with the first approval, then rather than condition this new approval, let the record show that the Commission expects the conditions from the first approval to also apply to this approval, and allow the applicant some time to get it completed. Commissioner Tolstoy suggested 90 days to complete the landscaping. Chairman McNiel felt that was a reasonable time period. Mr. Buller suggested 180 days/6 months to complete the project and that they are free to put in a lawn or staff would be more than happy to assist the applicant in choosing drought tolerant plants for the frontage area. Motion: Moved by Tolstoy, seconded by Mannerino, to adopt the resolution approving Conditional Use Permit DRC2001-00770 with improvements as amended by staff requiring landscaping to be completed within 180 days. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried B. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16237 - CRESTWOOD CORPORATION-A residential subdivision of 8 single family lots on 5.7 acres of land in the Very Low Residential District (up to 2 dwelling units per acre), located on the south side of Wilson Avenue approximately 200 feet west of Haven Avenue - APN: 201-182-30. Staff has prepared a Negative Declaration of environmental impacts for consideration. Emily Wimer, Assistant Planner, gave the staff report. Ms. Wimer indicated that no calls or correspondence was received related to the project. Chairman McNiel asked if there were any questions on the staff report. Hearing none,he opened the public hearing. Chuck Buquet, Charles Joseph and Associates, 10681 Foothill Boulevard, Suite 395, Rancho Cucamonga, stated he is representing the applicant on the project. He thanked staff for their hard work and noted that he reviewed the resolution and conditions and that he and the applicant are in concurrence with staffs recommendations. Chairman McNiel closed the public hearing. Commissioner Tolstoy noted that the project appears to be clean and straightforward. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16253 - CRESTWOOD CORPORATION-A residential subdivision of 10 single family lots on 7 acres of land in the Very Low Residential District (up to 2 dwelling units per acre) of the Etiwanda Specific Plan, located on the north side of Victoria Street between Etiwanda Avenue and Grape Place-APN: 227-041-18 and 19. Staff has prepared a Negative Declaration of environmental impacts for consideration. Emily Wimer, Assistant Planner, presented the staff report and noted that a few calls were received related to the project from one property owner whose property abuts the project property. She stated the caller expressed some concerns and the applicant and staff tried to help her to resolve any pertinent issues. Chairman McNiel opened the public hearing. Chuck Buquet, Charles Joseph and Associates, 10681 Foothill Boulevard, Suite 395, Rancho Cucamonga, stated he is the consultant for the project. He stated this project has undergone considerable review from all the committees and has been in the process since last July prior to the approval of the tract. He added that he has reviewed the resolution and conditions and that he is in concurrence with staffs recommendations. He commented that the adjacent property owner had a concem about access to his property. He noted that the property owner has been using the project property as a driveway without an actual easement or permission from the property owner. He added that the property owner already has access from Etiwanda Avenue via a driveway, and additional access will not be provided by the applicant. He added that the other issue that came to his attention is in regard to the wall around the project abutting the trail. Dan Winkeltleck, 6878 Etiwanda Avenue, Rancho Cucamonga, stated he resides in the historic Hickock House and that the Crestwood project is behind his house. He stated that his concern is about the congested street and the danger in backing out of his single driveway. He commented that since there is no easement for the property he has been using for a driveway, he has to make other arrangements for access. He asked for a variation on the plans for the related wall along the trail. He asked for a planter with ivy growing on the wall to reduce the visual impact of the wall. Chairman McNiel clarified the location of the trail and the wall. He noted that this application is only for the tract map and that no design review has been done for the construction, therefore,the issue of the wall design can be addressed at a later time. Chairman McNiel suggested Ms.Wimer review the issue when the homes are being reviewed and he added that adding vine pockets for the wall could be considered. Chairman McNiel dosed the public hearing. Brad Buller, City Planner, stated that on Page C-40 of the agenda packet,the conditions for the block wall are noted and that the condition stipulates a decorative wall. He added that if the applicant is subdividing the tract and then sells off the individual lots, then the wall design requirements would come with the tract, otherwise the wall design would come with the processing of the design review of the tract homes. He suggested staff entertain the idea of vine pockets so that the vines can grow on the back side of the home on the private side of the wall and on the back-side of the wall. He added that this helps the homeowner maintain the wall and can also help prevent graffiti issues Planning Commission Minutes -5- February 13, 2002 along the trail. He noted the minutes should reflect this issue be revisited and consideration be given to vine pocket holes prior to the construction of the wall. Motion: Moved by Mannerino, seconded by Stewart, to adopt the resolution approving Tentative Tract Map SUBTT16253 and to issue a Negative Declaration of environmental impacts. Consideration is to be given to adding vine pockets to the final design of the wall along the trail. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM15630 — HOGLE-IRELAND—A request to subdivide 25 acres of land into 11 parcels in an existing industrial master plan on 140 acres of land in the Industrial Park District (Subarea 7), located on the south side of Foothill Boulevard, east of Milliken Avenue -APN: 229-011-70, 73, 74, and 75. Related file: Modification to Development Review DRC99-11MOD. Staff has prepared a Negative Declaration of environmental impacts for consideration. E. MODIFICATION TO DEVELOPMENT REVIEW DRCDR99-11MOD — HOGLE-IRELAND - A request to modify the northeasterly 25 acres of an existing industrial master plan on 140 acres of land in the Industrial Park District (Subarea 7), located on the south side of Foothill Boulevard, east of Milliken Avenue-APN: 229-011-70, 73, 74, and 75. Related file: Tentative Parcel Map SUBTPM15630. Staff has determined that the project is within the scope of prior environmental documents. Brent Le Count, Associate Planner, gave the staff report. Chairman McNiel opened the public hearing. Scott Wilkinson, Hogle-Ireland/Cattelus Development, thanked staff for their assistance in developing the project. He stated that the approval of this project would move the commercial development of the park forward. Chairman McNiel closed the public hearing. Motion: Moved by Mannerino, seconded by Stewart, to adopt the resolutions approving items D and E as presented and to issue a Negative Declaration of environmental impacts. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carded PUBLIC COMMENTS No additional comments were made.
