HomeMy WebLinkAbout2001/07/25 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting July 25, 2001 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:15 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner, Kevin Ennis, Assistant City Attorney; Larry Henderson, Principal Planner, Dan James, Senior Civil Engineer, Debra Meier, Contract Planner;Gail Sanchez, Planning Commission Secretary; Emily Wimer, Assistant Planner ANNOUNCEMENTS ' Brad Buller, City Planner, announced that the applicant withdrew Items A, B, and C and there would be no need for public testimony because there was no longer a project. Mr. Buller suggested that Item D be taken before Item E. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Mannerino, carried 5-0, to approve the minutes of June 27, 2001. Motion: Moved by Mannerino, seconded by Stewart, carried 5-0, to approve the minutes of the Adjoumed Meeting of June 27, 2001. Motion: Moved by Tolstoy, seconded by Stewart, carried 5-0, to approve the minutes of the Adjoumed Meeting of July 11, 2001. PUBLIC HEARINGS . A. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16195 — COLORADO PACIFIC COMMUNITIES—A residential subdivision of 139 single-family lots on 45.28 acres in the Very Low Residential District(up to 2 dwelling units per acre)and 13.25 acres of open space in the Low Residential District(2-4 dwelling units per acre), utilizing the Optional Development Standards of the Etiwanda Specific Plan. All residential development is proposed on the 45.28-acre parcel located on the south side of Highland Avenue, east of Etiwanda Avenue and all the required open space(per the Optional Development Standards)is proposed on the 13.25-acre parcel located on the east side of Etiwanda Avenue, south of Victoria Street- APN: 227-051-01, 04, 05, 06, 09 and 28 and 227-121-16 and 49. Related Files: Development Agreement DRC2001-00325, Etiwanda Specific Plan Amendment 01-01,Tree Removal Permit DRC2001-00323, Landmark Designation DRC2001-00337, and Landmark Alteration Permit DRC2001-00338. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT AGREEMENT DRC2001-00325 - COLORADO PACIFIC COMMUNITIES -A proposed development agreement to establish the details pertaining to the transfer of density and open space between Tentative Tract Map SUBTT16195 and the open space parcel - APN: 227-051-01, 04, 05, 06, 09, and 28 and 227-121-16 and 49. Related Files: Tentative Tract SUBTT16195, Etiwanda Specific Plan Amendment 01-01, Tree Removal Permit DRC2001-00323, Landmark Designation DRC2001-00337, and Landmark Alteration Permit DRC2001-00338. ETIWANDA SPECIFIC PLAN AMENDMENT 01-01 —COLORADO PACIFIC COMMUNITIES-A request to amend to the Etiwanda Specific Plan to allow the transfer of density and/or open space to non-contiguous parcels when using the Optional Development Standards(Figure 5-3). Related Files: Tentative Tract Map SUBTT16195, Development Agreement DRC2001-00325, Tree Removal Permit DRC2001-00323, Landmark Designation DRC2001-00337,and Landmark Alteration Permit DRC2001-00338. (Continued from July 11, 2001 Chairman McNiel invited public comment. Debbie Gilson, 6626 Etiwanda Avenue, Rancho Cucamonga, asked if the developer is required to hold a neighborhood meeting and is she would be notified. Brad Buller, City Planner, responded that the requirement to hold a neighborhood meeting is a City requirement, not a state one. Ms. Gilson stated she had not been notified of the last neighborhood meeting. Commissioner Tolstoy felt that anyone who came and spoke at the last meeting should be notified as well as Ms. Gilson even if they live beyond the normal notification area. Motion: Moved by Tolstoy, seconded by Mannerino, to accept the applicant's withdrawal of Tentative Tract Map SUBTT16195, Development Agreement DRC2001-00325, and Etiwanda Specific Plan Amendment 01-01. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried * am NEW BUSINESS E. DEVELOPMENT REVIEW DRC2001-00231 - HOGLE-IRELAND, INC. -The review of detailed site plan and building elevations for McDonald's Restaurant on 1.44-acre of land within the previously approved Terra Vista Commons Master Plan in the Mixed Use (MFC) District of the Terra Vista Community Plan, located on the north side of Foothill Boulevard west of Milliken Avenue-APN: 107-421-98 and 227-771-53. Related File: Conditional Use Permit 99-25. Debra Meier, Contract Planner, presented the staff report. Chairman McNiel invited public comment. Planning Commission Minutes -2- July 25, 2001 Neal Cooper, 11682 El Camino Real, Suite 400, San Diego, stated the applicant agreed with the conditions. There were no additional public comments. Commissioner Mannerino felt the project looks nice. Chairman McNiel stated the Design Review Committee reviewed the project at length. Motion: Moved by Mannerino, seconded by Stewart, to adopt the resolution approving Development Review DRC2001-00231. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried COMMISSION BUSINESS F. TRAILS ADVISORY COMMITTEE APPOINTMENTS Dan Coleman, Principal Planner, presented the staff report. Chairman McNiel asked if anyone had shown any interest. Mr. Coleman responded positively. He indicated the Alta Loma Riding Club had indicated there are several members interested in serving. ' Commissioner Tolstoy asked if Martin Dickey will be the Park and Recreation Commission representative. Mr. Coleman replied he will be the altemate. He indicated staff could advertise with a dosing date of August 31 and would hold interviews in mid to late September. Motion: Moved by Mannerino, seconded by Stewart,to advertise and solicit applicants to fill the two open seats. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: NONE - carried D. GENERAL PLAN AMENDMENT 99-07 — CITY OF RANCHO CUCAMONGA - The City of Rancho Cucamonga has completed the Draft City of Rancho Cucamonga General Plan Update. The Project Planning Area encompasses the existing City(approximately 24,000 acres)as well as its sphere-of-influence (approximately 7,700 acres) that is located north of the City. This update includes changes in land use designations as well as updates to the policies and programs within the City's General Plan. The proposed General Plan includes the reduction of approximately 182 acres of residential uses and an increase of 182 acres in non-residential uses. Within the existing City limits, non-residential acreage is reduced by 18 acres and residential acreage is increased by 18 acres. Within the sphere-of-influence, the change is a reduction of 200 acres in residential uses, and an increase of 200 acres in non-residential uses. With the implementation of the proposed General Plan, the following additional (i.e., future) development would occur with build out: approximately 13,524 dwelling units, approximately 9,460,680 square feet of commercial, approximately 52,811,591 square feet of industrial, no additional public/quasi-public uses, and approximately 231 acres of arterials/freeways. The Planning Commission Minutes -3- July 25, 2001 Project/Planning Area includes all of the land area within the boundaries of the City of Rancho Cucamonga and its sphere-of-influence area located directly to the north. The City is located in the southwest corner of San Bernardino County, 13 miles west of downtown San Bernardino. The San Gabriel Mountains are located to the north, and the communities of Upland, Ontario, and Fontana surround the City to the west, south and east, respectively. Total acreage within City boundaries is approximately 24,000 acres. Total acreage within the sphere-of-influence is approximately 7,700 acres. Total project/planning area comprises approximately 31,700 acres. This action will be forwarded to the City Council for final action and the date of the Public Hearing before City Council will be separately noticed. A Draft Environmental Impact Report (DEIR) has been prepared for this Project and is available for public review and written comment. The public review period for the DEIR has a duration of 45 days beginning on June 22, 2001 and ending on August 6,2001. The Final EIR(including the Response to Comments) will be reviewed at a subsequently advertised public hearing. Larry Henderson, Principal Planner, presented the staff report and introduced Al Bell,the consultant. Al Bell, Planning Center, 1580 Metro Drive, Costa Mesa, gave a Power Point presentation regarding the General Plan. He indicated that the Vision Statement included in the plan is not a government requirement. He commented that there is not much change from the direction of the current General Plan but it was reworked to be more reader friendly. He stated the maps were standardized for consistency and the base map is in the City's computer system for easy updates. He reported there were several specialized studies: an update on Fire, Police, Library, and Recreational needs. Commissioner Tolstoy observed that Mr. Bell stated most General Plans do not have a vision statement. He thought the Vision Statement included is particularly good and felt it is the essence of the whole plan. Mr. Bell replied more cities are starting to issue a vision statement but most do not have one in their General Plan. Commissioner Tolstoy noted that the Circulation Element indicated that many schools do not have sufficient parking for faculty and staff. He stated there is a problem in Rancho Cucamonga with the high school students not being able to park on campus. He hoped that staff will highlight the problem so it can be discussed with the school districts when they come before the Commission when they acquire new land. He hoped the proposed underpasses will help the circulation. He realized the underpasses are expensive but felt they will relieve congestion. He thought the people who worked on the General Plan Update should be congratulated including staff members, Planning Commission and City Council Task Force members, and the consultant. He wished there would be more pictures because he felt it gives flavor to the contents. Commissioner Stewart echoed Commissioner Tolstoy's comments. She said she found the plan easy to read and understandable. She found the discussion in the EIR regarding the fresh water marsh to be very interesting. Commissioner Mannerino felt the input of the Task Force was minor. He congratulated staff and the consultant for their work. He said they were responsive to the Task Force. Commissioner Macias concurred that staff and the consultant were to be congratulated. He felt the plan is easy to read and understand and the Vision Statement is well done. Chairman McNiel believed that the original General Plan was state of the art when it was published in the early 1980s. He thought staff, the Task Force, and the consultant did a tremendous job. He felt the previous General Plan was a good place to start because the City had visionaries in its early days. Commissioner Mannerino agreed and said that a drive around the City proves that is the case. Planning Commission Minutes -4- July 25, 2001 Commissioner Tolstoy said it was good because of the community. He commented the public came out in droves to many meetings. Chairman McNiel invited public comment. Ray Windhom, 5492 High Meadow Place, Rancho Cucamonga, asked where the public could review a copy. Mr. Henderson responded there were two copies at the Public Library and one at Chaffey College. Mr. Windhom stated he is having a house built in the County west of Wardman Bullock Road and was having difficulties and a lawsuit had been filed. He asked if the City plans to incorporate the area. Chairman McNiel responded that either the City or residents can initiate the annexation process. He said the standards in the City are generally more stringent. Mr. Windhom asked if the City intends to annex the area. Brad Buller, City Planner, responded that if a landowner wants to annex into the City,the area can be annexed if the land is adjacent to City limits. He said that if Mr. Windhom was interested in annexing, he would like to meet with him. He stated the project process is to identify the land use pattem. Mr.Windhom replied that the builder is the landowner. He said the builder is responsible for building a bridge across Deer Creek Channel just north of the new high school above Banyan Street. He asked if the City will continue Milliken Avenue past the high school. Mr. Buller replied that Milliken Avenue will go up to Wilson Avenue and connect and it is hoped it will be completed by the time the school opens. Hearing no further testimony, Chairman McNiel closed the public hearing. It was the consensus of the Planning Commission that it supported the direction of the updated General Plan. PUBLIC COMMENTS There were no additional public comments. ADJOURNMENT Motion: Moved by Mannerino, seconded by Macias, carried 5-0, to adjoum.
