HomeMy WebLinkAbout2001/06/27 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting June 27, 2001 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:20 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Dan Coleman, Principal Planner; Kirt Coury, Associate Planner; Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer • NEW BUSINESS A. PRE-APPLICATION REVIEW DRC2001-00276 — NATIVE BUILDING CORPORATION - A request to master plan a city block with three phases including development of a 240 unit multifamily project in the center of the block, expand and upgrade the existing mobile home park to the west, and develop 60 units of Senior Housing to the east, for property located north of Foothill Boulevard to San Bernardino Road, between Hellman Avenue and Klusman Road — APN 208-141-06 through 31, 33, 34, 35, and 37 through 41 and 208-151-01, 05, 07, 14 through 17, and 19 through 24. Dan Coleman, Principal Planner, introduced the item and explained the Pre-Application Review process. He indicated the review was for design only and its relationship to the surrounding area. Tony Mize, introduced the project including the history and background of Native Building Corporation's involvement with the subject site. He said the proposed project includes a 225-apartment project with a surrounding master plan. Mr. Mize emphasized the need for housing on Foothill Boulevard to support commercial activity. He also discussed the design and its sensitivity to existing residential to the north and the surrounding area. He detailed the three phases of development proposed in the phasing plan. There was general discussion regarding the Route 66 architecture and design of the project. Staff discussed issues relating to the proposal. It was identified that the project demonstrated a good full block review of the master plan concept. Staff requested more consideration to the front entrance, to explore the concept of entering into an open space area. It was noted that any resubmittal of the project should carefully consider how the project would fit in with the entire block in the interim as well as long-term layout, with successful demonstration of Route 66 architecture, landscape architecture, frontage, and land usage. Staff also identified that the block was proposed as Mixed Use within the update of the General Plan. Principal Planner Larry Henderson spoke in detail regarding the proposed General Plan Mixed Use designation. Mr. Henderson requested that Commissioners Macias and Mannerino, as members of the General Plan Task Force, consider whether this proposal met the intent of the Mixed Use designation. There was discussion regarding the proposed language of the General Plan update as a "guide for development." Commissioners Macias and Mannerino confirmed it appeared to meet the intent. Staff also noted the sensitivity of the project with relation to the existing neighborhood to the north, and strongly encouraged a future neighborhood meeting to raise interest from the adjacent property owners regarding the proposed project. Commissioner Tolstoy was pleased with the plan and the available land to work with; however, he hoped more "not-a-part" parcels would be included with the proposed development. Mr. Mize indicated he would be talking with another property regarding acquiring more land along Foothill Boulevard. Commissioner Stewart preferred more open space and expressed concern regarding on-site circulation which she thought could be worked out through the design review process. Commissioner Mannerino liked the use of the project with rooftops on Foothill Boulevard,but wanted to see more detail. Commissioner Macias and Chairman McNeil echoed the comments of the other commissioners. B. PRE-APPLICATION REVIEW DRC2001-00309 — PIERRE BIANE WINERY — A request to construct a warehouse building at the Biane Family Winery Industrial Park,on 10.5 acres of land within the General Industrial District (Subarea 5) of the Development Code, located at 10013 East 8th Street—APN: 209-201-19. The architect, Alan Smith, introduced the project and discussed the architectural style associated with the winery, as well as that of the proposed warehouse building. Pierre Biane discussed a master plan of the site including development of the on-site vineyard and future expansion of the winery. Staff identified the proposed use of the building, showed pictures of existing buildings on-site relating to location and architecture, referenced on-site parking, and discussed the review of a metal building. The Commissioners asked general questions relating to the exact use of the warehouse building and the style and character of the winery expansion. Commissioners Macias, Mannerino, Stewart, and Tolstoy indicated that they liked the building and thought that it was architecture that is typical of a winery. Chairman McNeil expressed concem with allowing development of a metal building. There was general discussion with regard to future on-site metal buildings. Chairman McNeil also declared there should be an emphasis on the"authenticity"of the materials of the proposed metal building.
