HomeMy WebLinkAbout2001/04/11 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting April 11, 2001 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:09 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California ROLL CALL COMMISSIONERS: PRESENT: John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: Rich Macias STAFF PRESENT: Shonda Bello, Planning Aide; Brad Buller, Dan Coleman, Principal Planner, Kirt Coury, Associate Planner; City Planner, Kevin Ennis, Assistant City Attorney; Doug Fenn, Associate Planner, Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer, Debra Meier, Contract Planner; Gail Sanchez, Planning Commission Secretary ANNOUNCEMENTS There were no announcements. CONSENT CALENDAR A. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT SUBTT16164 - TRIMARK PACIFIC HOMES - A request to subdivide 6.26 acres of land into 20 lots for the purpose of single-family home construction in the Low-Medium Residential District (4-8 dwelling units per acre) of the Victoria Community Plan, located at the southwest corner of Day Creek Boulevard and Victoria Park Lane -APN: 1089-031-07 and portion of 08. Related Files: Tentative Tract 16081, Development Review 00-12, and Development Review DRCDR01-02. B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRCDR01-02—TRIMARK PACIFIC HOMES—The design review of building elevations and detailed site plan for 20 lots on 6.26 acres of land in the Low-Medium Residential District (4-8 dwelling units per acre) of the Victoria Community Plan, located at the southwest corner of Day Creek Boulevard and Victoria Park Lane —APN: 1089-031-07 and a portion of 08. Related files: Tentative Tract 16081, Tentative Tract SUBTT16164, and Development Review 00-12. Motion: Moved by Mannerino, seconded by Tolstoy, carried 4-0-1 (Macias absent), to adopt the Consent Calendar. PUBLIC HEARINGS C. DEVELOPMENT REVIEW DRCDR00-84— KB HOME-The review of a detailed site plan and building elevations for previously approved Tentative Tract 15492, consisting of 139 single family lots on 33.3 acres in the Low-Medium Residential District(4-8 dwelling units per acre)of the Terra Vista Community Plan, located at the southeast corner of Milliken Avenue and Terra Vista Parkway-APN: 227-151-22. Related File: Tentative Tract 15492. Debra Meier, Contract Planner, presented the staff report. Chairman McNiel opened the public hearing. Jary Cockroft, KB Home, 801 Corporate Center Drive, Suite 201, Pomona, stated he was excited about the project. He said there will be a diversity of lots ranging from 6,000 to 12,000 square feet. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Mannerino thought the Design Review Committee had done a good job. Commissioner Stewart stated some of the conditions were added because the buyers will have options. ChairmaacNiel felt the tract was enhanced because the applicant was very cooperative. Motion: Moved by Mannerino, seconded by Tolstoy to adopt the resolution approving Development Review DRCDR00-84. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried D. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT SUBTT15174- KB HOME-The proposed subdivision of 33.13 acres of land into 181 lots for single-family homes and 4 lettered lots for trail and landscaping purposes, in the Low-Medium Residential District (4-8 dwelling units per acre)and Medium Residential District(8-14 dwelling units per acre)at an actual project density of 5.46 dwelling units per acre, located at the southwest corner of Church Street and Rochester Avenue -APN: 227-151-52. Debra Meier, Contract Planner, presented the staff report. Chairman McNiel opened the public hearing. Jary Cockroft, KB Home, 801 Corporate Center Drive, Suite 201, Pomona, stated the productwill be one step below the tract the Commission had just approved. He felt they will add diversity to the final tracts going in at Terra Vista. Chairman McNiel asked when the Development Review application would be seen by the Design Review Committee. Ms. Meier responded it is scheduled for May 1. Hearing no further testimony, Chairman McNiel dosed the public hearing. Commissioner Tolstoy felt it is a win/win situation, in that the lower density project will be advantageous to both the City and the future residents of the tract. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried E. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT SUBTT16181 — RANCHO CUCAMONGA LAND COMPANY, LLC—A request to construct 272 apartments on 20 acres of land in the Medium Residential District (8-14 dwelling units per acre), Etiwanda South Overlay District, and Etiwanda Avenue Overlay District within the Etiwanda Specific Plan, located at the southeast corner of Etiwanda Avenue and Garcia Drive—APN: 1100-151-01 and 02. Related files: Conditional Use Permit DRCCUP00-47, Variance DRC2001-00081, and Tree Removal Permit 00-47. F. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRCCUP00-47 — RANCHO CUCAMONGA LAND COMPANY, LLC-A request to construct 272 apartments on 20 acres of land in the Medium Residential District(8-14 dwelling units per acre), Etiwanda South Overlay District, and Etiwanda Avenue Overlay District within the Etiwanda Specific Plan, located at the southeast corner of Etiwanda Avenue and Garcia Drive—APN: 1100-151-01 and 02. Related files: Tentative Tract Map SUBTT16181, Variance DRC2001-00081, and Tree Removal Permit 00-47. G. VARIANCE DRC2001-00081 —RANCHO CUCAMONGA LAND COMPANY, LLC—A request to reduce the minimum side yard setback from 15 feet to 6 feet for seven proposed garage structures along the south property line and allow an approximate 15.5-foot high combination retaining and freestanding wall where a maximum 6-foot wall is permitted for proposed Tentative Tract SUBTT16181 in the Etiwanda South Overlay District and Etiwanda Avenue Overlay District within the Etiwanda Specific Plan, located at the southeast corner of Etiwanda Avenue and Garcia Drive — APN: 1100-151-01 and 02. Related files: Tentative Tract Map SUBTT16181, Conditional Use Permit DRCCUP00-47, and Tree Removal Permit 00-47. Kirt Coury, Associate Planner, presented the staff report and distributed a Tentative Tract map and proposed changes to the resolutions to allow flexibility in the choice of noise attenuation barriers along Etiwanda Avenue subject to City Planner approval and to clarify the fencing requirements along Etiwanda Avenue and Garcia Drive. He reported that staff had received one telephone call from a resident identifying concerns regarding traffic along Etiwanda Avenue. Chairman McNiel asked what type of noise attention barriers might be considered. Brad Buller, City Planner, stated that the noise study indicated noise attenuation is needed along Etiwanda Avenue but the sound consultant felt it could be handled with the architecture of the building. He reported that neither the applicant nor staff wants a block wall along the street that would hide the architecture of the building. He stated there is a definite commitment from the applicant to mitigate noise but they wish to avoid a wall. With respect to the clarification of the fencing requirement along Etiwanda Avenue and Garcia Drive, he indicated the applicant is proposing a wrought iron fence, so it was suggested that the resolution be changed from "wall" to "fence"to avoid any confusion. Chairman McNiel opened the public hearing. Planning Commission Minutes -3- April 11, 2001 Jimmy Previti, Rancho Cucamonga Land Company, LLC, 10670 Civic Center Drive, Rancho Cucamonga, stated they had worked closely with staff and he felt they have a quality project. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Tolstoy agreed that there should not be a block wall or any other type of wall that would block off Etiwanda Avenue. He felt it is a special area in the City. He thought the noise attenuation could be worked out with insulation and insulated windows. He thought there was no problem with having a wall on the south side because it abuts commercial property and would be a good buffer. He felt it is a good project. Motion: Moved by Mannerino, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolutions approving Tentative Tract SUBTT16181, Conditional Use Permit DRCCUP00-47, and Variance DRC2001-00081 with modifications to allow flexibility in the choice of noise attenuation barriers along Etiwanda Avenue subject to City Planner approval and to clarify the fencing requirements. DEVELOPMENT REVIEW MODIFICATION (DRC2001-00001)-CABOT INDUSTRIAL TRUST- A request to modify previously approved Development Review 99-77, replacing a single 640,300 square foot industrial building with two individual buildings totaling 632,000 square feet(573,000 and 59,000 square feet) on 27.75 acres of land in the General Industrial District(Subarea 5) of the Industrial Area Specific Plan, located at the southeast corner of Hermosa Avenue and 6th Street-APN: 210-072-14, 25, 30, and 37 and 210-371-08. Doug Fenn, Associate Planner, presented the staff report Commissioner Mannerino asked if they have a user for the smaller building. Mr. Fenn thought they are talking to two different users. Chairman McNiel invited public comments. Darrell Butler, 3685 Main Street, Suite 220, Riverside, stated he was representing Cabot Industrial Trust. He said they designed the building originally for a different user who backed out of the deal. He observed the original building had a curve that aligned with Deer Creek Channel and they decided to break it into two buildings. There were no additional public comments. Chairman McNiel stated he reviewed the project at the Design Review Committee level and he felt the applicant had done a fine job. Commissioner Stewart remarked that this applicant is always open to ideas and it is a pleasure to work with him. Planning Commission Minutes -4- April 11, 2001 Motion: Moved by Tolstoy, seconded by Mannerino, to issue a Negative Declaration and adopt the resolution approving Development Review Modification DRCDR2001-00001. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried PUBLIC COMMENTS There were no public comments at this time. COMMISSION BUSINESS Commissioner Mannerino asked when a meeting of the General Plan Task Force would next be scheduled. Brad Buller, City Planner, stated the Environmental Impact Report was being reviewed and should soon go out for circulation. He observed that special studies were conducted regarding fire, library, and park and recreation. He said one of the components included an inventory of recreation needs and that had taken longer than anticipated. He thought a task force meeting may be held in late April or May. Mr. Buller stated that the applicant for the workshop had presented a letter requesting that the item be continued to April 11, 2001. Commissioner Tolstoy felt that Chairman McNiel and Commissioner Stewart were doing a wonderful job as Design Review Committee members. Chairman McNiel responded that staff is doing a great job of working with the applicants to get the projects ready for submission to the Committee. Mr. Buller reported that the Committee members had suggested a field trip be scheduled to view projects. ADJOURNMENT Motion: Moved by Mannerino, seconded by Stewart, carried 5-0, to adjoum.
