HomeMy WebLinkAbout2001/03/14 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting March 14, 2001 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, John Mannerino, Larry McNiel, Pam Stewart ABSENT: Peter Tolstoy STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Craig Fox, Assistant City Attorney; Dan James, Senior Civil Engineer; Brent Le Count, Associate Planner; Debra Meier Contract Planner; Gail Sanchez, Planning Commission Secretary; Ruben Warren, Planning Aide . . . . . ANNOUNCEMENTS Brad Buller, City Planner, announced that Rudy Zeledon, Assistant Planner has resigned. APPROVAL OF MINUTES Motion: Moved by Mannerino, seconded by Macias, carried, 4-0-1 (Tolstoy absent)to approve the minutes of February 14, 2001. Motion: Moved by Stewart, seconded by Mannerino, carried 4-0-1 (Tolstoy absent)to approve the minutes of February 28, 2001. . . . . . CONSENT CALENDAR A. DEVELOPMENT REVIEW 99-72 MODIFICATION — AMERICAN PACIFIC HOMES The modification of home plans 3 and 4 for previously approved design review of building elevations and detailed site plan for 78 homes within Tentative Tracts 15911 and 15912 in the Low- Medium Residential District(4-8 dwelling units per acre) of the Etiwanda Specific Plan, located on the southwest and northeast corners of East Avenue and the Southern Pacific Railroad right- of-way—APN: 227-131-05 and 227-141-11 and 12. Related Files: Tentative Tracts 15911 and 15912, Development Review 99-72, and Variance 99-11. Motion: Moved by Mannerino, seconded by Macias, carried 4-0-1 (Tolstoy absent), to adopt the Consent Calendar. PUBLIC HEARINGS B. TENTATIVE PARCEL MAP 15651 —MARC DALE AND ASSOCIATES-A request to subdivide a 7.34 acre parcel into 2 parcels in the General Industrial District (Subarea 13), located at the terminus of Rochester Court, south of 6th Street-APN: 229-263-08 Related files: Development Review 00-73 and Tree Removal Permit 00-49. Dan Coleman, Principal Planner, indicated that some engineering issues were still outstanding and the applicant had agreed to a continuance to March 28, 2001, in order to resolve the issues. Chairman McNiel opened the public hearing. There were no comments. Motion: Moved by Stewart, seconded by Mannerino, to carry Tentative Parcel Map 15651 to March 28, 2001. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART, NOES: NONE ABSENT: TOLSTOY - carried NEW BUSINESS C. ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 00-76 — RIVERSIDE COMMERCIAL INVESTORS, INC. —A request to construct a 175,291 square foot multi-tenant industrial building on 9.4 acres of land in the General Industrial District(Subarea 11), located on the north side of 6th Street, approximately 300 feet west of Cleveland Avenue - APN: 209-411-12. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. Chairman McNiel invited public comment but there was none. Commissioner Stewart stated the Design Review Committee considered the 8-foot wrought iron fence would be appropriate. Motion: Moved by Mannerino, seconded by Stewart, to issue a Negative Declaration and adopt the resolution approving Development Review 00-76. Motion carried by the following vote: AYES: MACIAS, MANNERINO, MCNIEL, STEWART NOES: NONE ABSENT: TOLSTOY - carried PUBLIC COMMENTS No additional public comments were made.
