PLANNING COMMISSION MINUTES
Adjourned Meeting
March 8, 2000
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 8:40 p.m. The meeting was held in the Rains Room at Rancho Cucamonga
Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

NEW BUSINESS
A. PRE-APPLICATION REVIEW 00-03 — DIVERSIFIED PACIFIC DEVELOPMENT GROUP -
Review of conceptual plans for 156 residential dwelling units on 20.15 acres, located at the
northeast corner of Milliken Avenue and Base Line Road in the Medium Density(8-14 dwelling
units per acre) and Medium-High Density (14-24 dwelling units per acre) residential districts
of the Victoria Planned Community. The proposed project density is 7.74 dwelling units per
acre (net) - APN: 227-691-01.
The workshop was opened by Brad Buller, City Planner, with an introduction of the attendees and
a synopsis of the purpose and format of a Pre-Application Review:
The project architect, Pete Pitassi, with support from landscape architect Rich Krumweide, provided
a general site history. He indicated Tentative Tract 15477, approved in 1994 by Matreyek Homes,
remains a valid tentative map; however, the layout of the site, the use of the auto court, and the unit
sizes (1,200-1,700 square feet), make it less desirable in today's marketplace. He observed that
since 1994 there have been other Pre-Application or Preliminary reviews for various project concepts
on this site. He stated that through this process, the present applicants have heard comments and
concerns expressed by the Planning Commission pertaining to guest parking, density, building
separation, open space, and recreational amenities. He reported that a whole new approach has
been taken in the design of this project as a result. Mr. Pitassi explained that the current proposal
utilizes two different product types. He said the north half of the site will be comprised of a duplex
product built to the Low Medium density standards with building square footage of 2,000-2,500
square feet per unit and the south portion will be developed with an attached (typically six-plex)
product built to the Medium density standards with individual units ranging from 1,600-2,000 square
feet. He stated the entire project will be a gated community with access from Milliken and Ellena
Avenues. He indicated a central recreation area is to be linked by a greenbelt throughout the project
with a connection to the future regional trail along the north boundary. He noted guest parking
exceeds City standards and approximately 80 percent of the units have sufficient space for parking
in front of the individual garages. Mr. Pitassi observed the garage court has been replaced by a
pedestrian entry court, with two-car garage access to every unit on the periphery of the building. He
pointed out that primary auto access is via the auto access lane. He stated this lane incorporates
an innovative concept utilizing a combination of asphalt pavement, turf block, and a concrete strip
to form a drive-able surface that is much more aesthetic in nature. He said the concept is derived
from an existing project in Irvine that impressed the architect. He also indicated that he met with Tim
Fejeran of the Fire Department to discuss appropriate fire access and fire prevention measures such
as building sprinklers and the Fire Department is satisfied that proper fire protection can be provided
by the 26-foot loop road within the project.
Debra Meier, Contract Planner, provided a summary of technical issues related to the project design
as well as a clarification of the existing land use designation and the need for an amendment to the
Victoria Community Plan in conjunction with the Tentative Tract and Development Review.
Commissioner Mannerino felt the design concept looks good and is a unique application to this
particular site.
Commissioner Stewart expressed support for the proposed density and indicated that the concept
was a good proposal for the site.
Commissioner Macias also felt it is a good concept and suggested that the applicants proceed with
the design of the project.
Commissioner Tolstoy indicated he frequently visits attached unit projects and he expressed concem
regarding the provision of adequate guest parking.
The applicants reiterated their proposal for guest and individual parking and said each unit would
have an attached two-car garage.
Commissioner Tolstoy expressed support for the use of turf block within the interior lanes. He also
suggested that the applicants discuss the density concept with adjoining single-family home owners.
Mr. Buller suggested that a neighborhood meeting be held.

Chairman McNiel supported the use of the pedestrian court in place of the auto court. He indicated
that the concept was good and encouraged the applicants to move forward with the application. He
expressed concem regarding the interface of the driving lane and the pseudo-sidewalk and felt it
could result in conflicts between pedestrians who may mistakenly feel safe in this "sidewalk' zone.
He also indicated that the long-term maintenance of the turf-block would need to be considered,
perhaps even in project conditioning at the time of approval.
Mr. Pitassi acknowledged that proper maintenance would be a must to avoid drainage-related
problems because of the setting of the turf-block adjacent to the paved surfaces.
PUBLIC COMMENTS
Sharon Ferrara, 11661 Bad Drive, Rancho Cucamonga, expressed a desire to be kept informed of
the progress.
Edith Becker, 11597 Bari Drive, Rancho Cucamonga, indicated she also would like to be kept
informed. t
