HomeMy WebLinkAbout2000/03/22 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting March 22, 2000 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: John Mannerino, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: Rich Macias STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Kevin Ennis, Assistant City Attorney; Douglas Fenn, Associate Planner; Nancy Fong, Senior Planner; Dan James, Senior Civil Engineer; Gail Sanchez, Planning Commission Secretary * * * * * ANNOUNCEMENTS Brad Buller, City Planner, announced that he would like to show a video tape regarding Central Park at the end of the meeting and place an update on a future agenda. * * * * APPROVAL OF MINUTES Motion: Moved by Mannerino, seconded by Stewart,carried 4-0-1, to approve the minutes of March 8, 2000. Motion: Moved by Stewart, seconded by Tolstoy, carried 4-0-1, to approve the minutes of the Adjourned Meeting March 8, 2000. * * * * * NEW BUSINESS A. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 99-46 — CABOT INDUSTRIAL TRUST—The development of a 401,304 square foot industrial building on 17.93 acres of land in the General Industrial District (Subarea 5) of the Industrial Area Specific Plan, located on the south side of 6th Street between Lucas Ranch Road and Hermosa Avenue — ' APN: 210-113-03 and 10 and 210-032-02, 07, and 09 through 11. Doug Fenn, Associate Planner, presented the staff report. Chairman McNiel opened the public hearing. Darrell Butler, Project Manager, Cabot Industrial Trust, 3685 Main Street, Suite 220, Riverside, stated he felt the process with staff and the Design Review Committee significantly enhanced the building. He requested approval. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Stewart observed the applicant had agreed to the modifications requested by the Design Review Committee. Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolution approving Development Review 99-46. Motion carried by the following vote: AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried . . . . . DIRECTOR'S REPORTS B. HILLSIDE DEVELOPMENT ORDINANCE Dan Coleman, Principal Planner, presented the staff report. Chairman McNiel asked if there are any locations within the City with an 8 percent or greater grade that are not shown on the map. Mr. Coleman responded affirmatively. Commissioner Tolstoy asked if lots of 8 percent or greater not within the proposed overlay district would be subject to the requirements. Mr. Coleman replied the mechanics have not yet been worked out, but that was the intent of staff. He indicated there are some areas where the natural topography is greater than 8 percent but currently the individual lots are less than 8 because previously approved tracts have been mass graded. He noted some lots are currently 8 percent while the lots next door are not. Chairman McNiel asked for confirmation that the request Ordinance request would require City Council approval. Mr. Coleman replied affirmatively. Chairman McNiel opened the public hearing. There was no testimony, and he closed the hearing. Commissioner Mannerino observed that overlay districts have been successful in the past for other reasons and he felt one would be appropriate here. Chairman McNiel felt it would be advantageous for people planning to build and would smooth out the process. Motion: Moved by Mannerino, seconded by Tolstoy, to direct staff to initiate an amendment to create a Hillside Overlay District. Motion carried by the following vote: Planning Commission Minutes -2- March 22, 2000 AYES: MANNERINO, MCNIEL, STEWART, TOLSTOY NOES: NONE ABSENT: MACIAS - carried • PUBLIC COMMENTS Clara Murillo, 13235 Victoria Street, Rancho Cucamonga, stated that City staff marked trees for removal along Victoria Street and indicated the trees were being removed so the street could be widened for access to Etiwanda High School. She indicated that many years ago the residents worked with the City to designate the trees as historic and sidewalks were set further back from the street in order to preserve the trees. She said this was done in conjunction with the Banks, who preserved the trees on the back of their lot. She indicated that the trees are now to be removed in order to provide better access for busses and parents dropping off students at the school. She noted that when the City crews came and marked the trees, there was street construction in the area that affected the traffic patterns and the construction areas have been moved, alleviating some of the congestion. She observed that the new high school should be finished within a year and a half and felt there would no longer be a problem because most of the students going to Etiwanda High would then be coming from the east. She noted that if the trees are removed, students will be walking to and from school on a sidewalk that is street adjacent. She said that the need for widening Victoria will disappear within two years and she felt it would be a shame to lose the trees for a problem that only affects the neighborhood during the school year for 20 minutes in the morning and 20 minutes in the afternoon. She observed that when the new high school is built, it should alleviate the crowding on the campus at Etiwanda High and allow for removal of the portable trailers now taking up some of the parking spaces on campus. She commented that when the traffic survey was done, traffic was especially bad because school had only been opened a few weeks and there was freeway construction at the time. Chairman McNiel asked staff to look at the matter. Brad Buller, City Planner, said he would work with the City Engineer to find out if there is a public works project planned for her street and he would have staff report back to her. Ms. Murillo said they want to save the trees. COMMISSION BUSINESS C. GENERAL PLAN UPDATE PROGRESS Brad Buller, City Planner, stated staff is continuing to work with the consultant and the most recent issue has to do with traffic counts and traffic modeling. He indicated progress is being made. Brad Buller, City Planner, showed a video regarding Central Park and indicated Community Development staff would be available to attend a future Planning Commission meeting to answer any questions regarding Central Park. Chairman McNiel asked that Community Development staff attend a meeting in April. The Planning Commission adjourned at 7:45 p.m. The workshop adjourned at 9:00 p.m. and those minutes appear separately.
