PLANNING COMMISSION MINUTES
Regular Meeting
May 10, 2000
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. Chairman
McNiel then led in the pledge of allegiance.

ANNOUNCEMENTS
Brad Buller, City Planner, recommended that Item A be pulled from the Consent Calendar and heard
in conjunction with Item C under Public Hearings.
Mr. Buller reported that the applicant for Item B contacted staff and requested that the matter be
continued to May 26, 2000.
APPROVAL OF MINUTES
Motion: Moved by Stewart, seconded by Mannerino, carried 3-0-2 (Macias, Tolstoy absent), to
approve the minutes of April 26, 2000.
CONSENT CALENDAR
A. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 99-48 — RICHMOND
AMERICAN HOMES - The design review of building elevations and detailed site plan for
Tentative Tract 16051 consisting of 77 single family lots on 15.63 acres of land in the Low-
Medium Residential District (4-8 dwelling units per acre) of the Victoria Community Plan, located
on the northeast corner of Base Line Road and Rochester Avenue-APN: 227-091-45. Related
file: Tentative Tract 16051.
Chairman McNiel pulled the item from the Consent Calendar to be heard in conjunction with Item C.
PUBLIC HEARINGS
C. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT NO. 16051 — RICHMOND
AMERICAN HOMES -A residential subdivision of 77 single family lots on 15.63 acres of land in
the Low-Medium Residential District (4-8 dwelling units per acre) of the Victoria Community Plan,
located on the northeast corner of Base Line Road and Rochester Avenue -APN: 227-091-45.
Related file: Development Review 99-48.
Rudy Zeledon, Assistant Planner, presented the staff report and noted that the standard conditions
relating to engineering had been inadvertently left out of the agenda packet and were subsequently
provided to the applicant and the Commissioners for review. He also indicated a letter had been
received from an attorney for the Etiwanda School District regarding school impacts and that letter
had been provided to the Commissioners.
Commissioner Mannerino asked if the developer was aware of school assessment fees in the
absence of a mitigation agreement with the school district.
Mr. Zeledon believed the developer was aware of the fees.
Chairman McNiel opened the public hearing.
Don McDougal, Richmond American Homes, 16845 Von Karman, Suite 100, Irvine, stated they met
with the school district two months ago and have a draft mitigation agreement. He said he was
aware of the mitigations. He indicated he concurred with the conditions of approval.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Motion: Moved by Mannerino, seconded by Stewart, to issue a Negative Declaration and adopt the
resolutions approving Development Review 99-48 and Tentative Tract 16051. Motion carried by the
following vote:

B. MODIFICATION TO CONDITIONAL USE PERMIT NO. 99-10 — EVERGREEN DEVCO, INC.,
(WALGREENS) - A request to modify the condition of approval requiring the undergrounding of
overhead utilities for a previously approved Conditional Use Permit to allow construction and
operation of a 16,170 square foot drive-thru pharmacy on 1.15 acres of land in the Neighborhood
Commercial District, located on the southeast corner of Carnelian and 19th Streets —
APN 202-541-60.

Chairman McNiel noted the applicant had requested that the item be continued to May 24, 2000, and
the public hearing remained open from the April 26 meeting.
There were no public comments.
Motion: Moved by Mannerino, seconded by Stewart, to continue Modification to Conditional Use
Permit 99-10 to May 24, 2000. Motion carried by the following vote:

D. ETIWANDA SPECIFIC PLAN AMENDMENT 00-02 - CITY OF RANCHO CUCAMONGA - A
request to amend the Etiwanda Specific Plan to update local street trees to current approved
species, update street tree figures for main streets to reflect appropriate spacing and successful
species, and revise references within the Specific Plan for size.
Laura Bonaccorsi, Associate Park Planner, presented the staff report.
Chairman McNiel opened the public hearing.
Jim Banks, 10788 Civic Center Drive, Rancho Cucamonga, indicated he did not have the full
ordinance and had not had a chance to read it. He thought the inference from the staff report was
that trees would no longer be specified in the plan, but would rather be on a rolling approved list from
which staff would determine an appropriate tree. He felt the Planning Commission should make the
decision with input from experts. He indicated he has confidence in the current staff but noted that
staff could change. He acknowledged that change is sometimes necessary such as the deletion of
Eucalyptus because they are subject to two different diseases. He stated that Etiwanda is special
because of the large trees and he felt there should be some consistency.
Jim Frost, 12996 Victoria Avenue, Rancho Cucamonga, expressed appreciation for the opportunity
to discuss the matter. He explained that he and Jim Banks were involved in the creation of the
Etiwanda Specific Plan. He noted that the City was now changing a decision that was made 20
years ago partially because of damage to sidewalks. He believed the Commission should make the
decisions regarding street trees. He observed that several years ago two historic palms were
destroyed and were replaced with specimen trees which are not suitable. He felt this occurred
because of staff turnover and the newer staff members did not realize the historic significance.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Commissioner Mannerino asked if objections from the public could be brought before the Planning
Commission.
Brad Buller, City Planner, stated it was his understanding that Mr. Banks and Mr. Frost would feel
more comfortable if Figure 5-17, Local Tree Schedule, remains in the plan instead of being deleted.
He noted that staff would not have a listing of who to contact to determine if there were any
objections to a proposed tree planting.
Commissioner Mannerino felt it seemed reasonable to retain Figure 5-17.
Commissioner Stewart suggested the Design Review Committee could be used as another step.
Mr. Buller believed it could go directly to the Commission.
Ms. Bonaccorsi asked if the listing desired is the currently approved list.
Mr. Buller confirmed that was correct.
Ms. Bonaccorsi said the listing would not change that frequently. She indicated that where they
cannot plant a designated tree, such as under utility lines, staff would replace with a smaller tree
approved by Southern California Edison and would work with Planning staff to try to include the
designated tree within the on-site landscaping.
Chairman McNiel noted that staff and the Commissioners change.

Ms. Bonaccorsi observed that Figure 5-17 lists trees for use in pathways and front yard setbacks.
She asked if that should be changed.
Commissioner Mannerino suggested the proposed changes be brought back to the Commission for
review.
Chairman McNiel reopened the public hearing.
Motion: Moved by Mannerino, seconded by Stewart, to continue Etiwanda Specific Plan
Amendment 00-02 to June 14, 2000. Motion carried by the following vote:

E. ENVIRONMENTAL ASSESSMENT AND TIME EXTENSION FOR TENTATIVE TRACT 15783
- G&D CONSTRUCTION - A request for an extension of a previously approved residential
subdivision and design review of 27 single family homes on 3.35 acres of land in the Medium
Residential District (8-14 dwelling units per acre), located on the west side of Carnelian Street
at Vivero Street -APN: 207-022-54 and 64. Related Files: Variance 96-02 and Tree Removal
Permit 98-06.
F. TIME EXTENSION FOR VARIANCE 96-02 - G&D CONSTRUCTION -A request for an extension
of a previously approved Variance to modify the following development standards: 1) reduce the
minimum area requirement for the use of Optional Development Standards, 2) reduce the rear
yard setback along the north and west project boundary, 3) reduce the building-to-curb setback,
4) reduce the building-to-building separation, 5) reduce the average and minimum landscape
setback along Carnelian Street, 6) reduce the parking streetscape setback, and 7) increase the
wall height along the north and west project boundary for a residential subdivision and design
review of 27 single family homes on 3.35 acres of land in the Medium Residential District (8-14
dwelling units per acre) located on the west side of Carnelian Street at Vivero Street - APN:
207-022-54 and 64. Related Files: Tract 14263 and Tentative Tract 15783.
Douglas Fenn, Associate Planner, presented the staff report.
Chairman McNiel opened the public hearing.
Todd Leibl, G & D Construction, Inc. 25 North Santa Anita Avenue, Suite A, Arcadia, stated the
project has taken longer than they anticipated. He said he was available to answer questions. He
observed the time extension for the tract map would expire in 2001 whereas the time extension for
the variance would go to 2003 and he asked if the tract map could be extended to 2003 as well or
if staff could grant a discretionary extension beyond 2001 without having the matter come back
before the Planning Commission.
Kevin Ennis, Assistant City Attorney, reported the City ordinance specifies that the Planning
Commission can grant one year extensions on the map; however, longer periods of time can be
granted to variances. He observed that staff cannot grant discretionary extensions and the matter
would have to come back to the Planning Commission.

G. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP 15476 — LEWIS RETAIL
CENTERS - The request for a Parcel Map to create four parcels totaling 11.1 acres, located at
the southeast corner of Haven Avenue and Town Center Drive within the Community
Commercial (CC) land use district within the Terra Vista Town Center Master Plan, of the Terra
Vista Community Plan. APN: 1077-421-87.
Debra Meier, Contract Planner, presented the staff report and reported that the applicant was unable
to attend this evening.
Chairman McNiel commented the application appeared to be just a lot split.
Ms. Meier confirmed that was correct.
Chairman McNiel opened the public hearing. Hearing no testimony, he closed the hearing.
Motion: Moved by Stewart, seconded by Mannerino to issue a Negative Declaration and approve
Tentative Parcel Map 15476. Motion carried by the following vote:

COMMISSION BUSINESS
H. GENERAL PLAN UPDATE PROGRESS
Brad Buller, City Planner, reported staff was starting to wrap up technical documentation of the
General Plan update. He indicated the City will host workshops in early summer regarding the
Library and Community Services portions and task force meetings would resume in either June or
July. He stated the consultant was still working on the traffic analysis.

Motion: Moved by Mannerino, seconded by Stewart, carried 3-0-2 (Macias, Tolstoy absent) to
adjourn. The Planning Commission adjoumed at 7:36 p.m. to a workshop regarding Pre-Application
Review 00-07. The workshop adjourned at 8:57 p.m. and those minutes appear separately.

April 26, 2000
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman
McNiel then led in the pledge of allegiance.

PUBLIC HEARINGS
C. CONDITIONAL USE PERMIT 99-64 — JOHN LAING HOMES — The development of 4 single-
family lots of a 31-lot subdivision on 9.11 acres of land within the Etiwanda Avenue Overlay
District (4-8 dwelling units per acre) within the Etiwanda Specific Plan, located at the southwest
corner of Etiwanda Avenue and Base Line Road — APN: 227-171-004. Related Files:
Development Review 99-78 and Tentative Tract 15947.
Warren Morelion, Assistant Planner, presented the staff report.
Chairman McNiel opened the public hearing.
Charles Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, Suite 395, Rancho
Cucamonga, stated he represented the applicant. He requested approval and indicated the project
engineer and architect were available to answer questions.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Motion: Moved by Mannerino, seconded by Macias to issue Negative Declarations and adopt the
resolutions approving Development Review 99-79, Development Review 99-78, and Conditional Use
Permit 99-10.
Chairman McNiel stated that it had been a pleasure to work with the applicant through the design
review process. He said they submitted a good product and were cooperative.
Commissioner Stewart noted that the Design Review Committee had looked at compatibility with the
neighborhood. She felt it will be a good project.

Commissioner Stewart asked if GTE was estimating closure of the intersection to be six months.

Mr. James responded that GTE stipulated the process would take from six months to a year and he
believed that includes the planning process. He said he did not see anything in the letter to indicate
the length of time the intersection would be closed.
Commissioner Stewart asked what would happen if Caltrans refuses to issue a permit for the
closure.
Mr. James replied the City would then process the project under the Subdivision Map Act; and since
the undergrounding is an off-site improvement, the applicant would be able to process without doing
the undergrounding.
Commissioner Mannerino asked if the entire intersection would be closed.
Mr. James said he had not looked at the matter in detail and was just going by the letter submitted
by Southem California Edison.
Commissioner Macias observed that the Commission had no knowledge of the length of the closure.
Commissioner Tolstoy commented that the degree of closure was also unknown.
Commissioner Mannerino did not think the Commission could make its decision without that
information.
Mr. James stated the utility companies would have to go through their entire plan check process to
provide that information.
Commissioner Mannerino felt further clarification was necessary.
Commissioner Macias requested that staff research the issue further before the Commission makes
a decision. He did not feel the Commission had enough information to make proper findings to justify
changing its position on requiring undergrounding.
Commissioner Mannerino agreed.
Commissioner Macias observed that there is trenching on Milliken Avenue but traffic goes through
every day. He did not feel it should be necessary to completely close down the intersection for only
400 feet of undergrounding.
Chairman McNiel opened the public hearing.
Dave Ariss, PIB Realty Advisors, 1050 North Ontario Mills, #B, Ontario, stated he represented the
applicant. He reported that GTE had indicated the six months to a year includes design and
construction and Southern California Edison indicated the intersection would have to be closed about
a month. He said that irrespective of the whether the length of undergrounding is 300 feet or 465
feet, all adjacent properties are not undergrounded. He stated the shopping center has fallen on
hard times. He thought the Commission should waive the undergrounding requirement because of
the heavy concentration of services to other users.
Commissioner Mannerino reiterated Commissioner Macias' concern that the Commission did not
have enough information to make the findings necessary to waive the policy. He wanted to know
the cost and how long the closure would be for the telephone company portion. He hoped staff could
assemble the necessary information in a short time.
Mr. Ariss stated that the applicant is not opposed to paying an in-lieu fee. He said he would work
with staff to gather the specific information prior to the next Planning Commission meeting.

Commissioner Stewart noted the condition had been imposed in July 1999. She questioned why
they are just now asking for the condition to be waived.
Mr. Ariss replied there had been an oversight on exactly what was needed and they had just recently
discovered the enormity of the task and how disruptive it would be to many other people.
Motion: Moved by Macias, seconded by Mannerino, to continue Modification to Conditional Use
Permit 99-10 to May 10, 2000. Motion carried by the following vote:

Chairman McNiel felt that there shouldn't be any poles in the sky because of fiber optic technology.
NEW BUSINESS
E. INDUSTRIAL AREA SPECIFIC PLAN AMENDMENT 00-02—CHARLES JOSEPH ASSOCIATES
- A request to consider initiation of text changes to the Industrial Area Specific Plan to add
"Medium Manufacturing" and "Medium Wholesale, Storage and Distribution" as conditionally
permitted uses in Subarea 6.
Kirt Coury, Associate Planner, presented the staff report and indicated a letter had been received
from Riverside Commercial Investors in support of the request.
Chairman McNiel asked how many acres in the City are currently available for the type of use being
sought.
Dan Coleman, Principal Planner, responded staff had prepared an exhibit of the vacant land but had
not calculated the exact acreage. He indicated it is in the 100s of acres.
Chairman McNiel noted the conceptual plan does not indicate any building intrusion into the Haven
Overlay District.
Mr. Coury responded that was correct. He said the applicant had initially plotted buildings going into
the Overlay District but that had been changed.
Chairman McNiel observed the warehouse buildings shown on the plan are currently not allowed in
the subarea.
Mr. Coury confirmed that was true.
Commissioner Mannerino asked if efforts would be made to coordinate the proposed change with
the General Plan Update Task Force. He thought there may be some changes proposed in the
revised Land Use plan in this area of town.
Mr. Coleman responded that the preferred Land Use Plan submitted by the General Plan Update
consultant had been reviewed by the Task Force and no changes were recommended in this area.
Chairman McNiel opened the public hearing.

Charles Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, Suite 395, Rancho
Cucamonga, stated he was requesting text changes. He said he represents Cabot Industrial Trust
from Boston and they are seeking to build a high quality, high tech facility. He commented he had
been on the City Council when the Industrial Area Specific Plan was adopted. He did not believe
they thought they would see any warehouses larger than 50,000 square feet. He thought the motive
was to limit the potential of smokestack industries in the corridor. He stated that Scripto Tokai,
Lowes, and GATX are in excess of the square footage. He said they excluded the area in the Haven
Avenue Overlay District and if any buildings intrude, they would be an office product.
Chairman McNiel asked why this particular site was chosen when there is so much available land
which is zoned for this use.
Mr. Buquet replied it was chosen because of the proximity to other projects under Cabot's control.
He said that Sparkletts would occupy 660,000 square feet to the west. He stated they wish to be
in an industrial park area rather than a heavy industrial area.
Hearing no further testimony, Chairman McNiel closed the public hearing. He noted there are very
few smokestack industries in town even in the Heavy Industrial area.
Commissioner Mannerino said he saw nothing wrong with allowing the application to move forward.
Motion: Moved by Mannerino, seconded by Stewart, to direct staff to process an amendment to
Subarea 6 of the Industrial Area Specific Plan.
Chairman McNiel stated he didn't disagree with allowing staff to process the amendment, so long
as it was understood that this action did not imply acceptance, it merely allows staff to prepare an
analysis.
