HomeMy WebLinkAbout2000/09/13 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting September 13, 2000 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:30 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart ABSENT: John Mannerino, Peter Tolstoy STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Dan James, Senior Civil Engineer, Emily Wimer, Assistant Planner NEW BUSINESS A. PRE-APPLICATION REVIEW 00-09–LIFEWAY CHURCH-A request to develop a church on 5.65 acres of land within the Low Residential District (2-4 dwelling units per acre), located at the southwest corner of Vineyard Avenue and Calle del Prado–APN: 208-921-36. Brad Buller, City Planner, introduced the item and explained the Pre-Application Review process. Jim DiCamillo, Architect, introduced the design team and discussed the nature of the project. He reviewed the opportunities and constraints relating to the property and potential concems of the surrounding neighborhood. He indicated the church had been looking for quite a while for a site to suit its needs and decided this site was perfect because an emphasis was placed on a lot east of Foothill Avenue near a park for future events. He said he also spoke to developers regarding the property and found they felt it was too time consuming and costly to develop the land with single family custom homes in this area and a church would be much more feasible. Mr. DiCamillo indicated the existing slope is approximately 60 feet tall, sloping horizontally and vertically,with the southern portion of the hill towards Calle del Prado. He discussed some concems regarding the slope and the effect of the design on nearby residential homes because high retaining walls will be necessary and privacy concerns will need to be addressed between the proposed church and the existing residences. Mr. DiCamillo observed that several phases will be necessary for the development of the project. He indicated the project will include a 600 foot worship space, fellowship hall, office area towards the front, and future plans for a gymnasium. He also revealed that parking for the project will consist of 200 parking stalls with access entries on Calle del Prado with the front parking to be specifically for office use and meetings. Mr. DiCamillo stated two neighborhood meetings have been held regarding the proposed church. He explained that the surrounding neighbors are in favor of the project and support the proposed plan; however, they did express concerns relating to traffic. He stated careful consideration will be given to the project layout and design. He commented that some of the new senior living facilities have a nice residential feel that he would like to emulate. Pastor Chris Esteves thanked the Commission for the opportunity to review the proposed project. He reiterated that the project is going to be built in separate phases and said ultimate development of the project will include a gymnasium as well as a child's play area. Chairman McNeil asked what type of church the project is and if it will include a day school. Pastor Esteves responded that the congregation is a non-denominational Christian Community Church. He indicated the project does not include a day school at this time, but the idea has been considered. Commissioners Stewart, Macias, and McNeil all agreed that the project is a good use for the site,as well as the neighborhood. Commissioner Stewart felt the proposed two-story structure has some potential technical issues; however, she felt the issues can be adequately addressed during the design review process of the project. Mr. Buller emphasized traffic concerns, and felt that parking and circulation would be the greatest challenges facing the proposed project. PUBLIC COMMENTS There were no public comments at this time.
