HomeMy WebLinkAbout1998/04/08 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting April 8, 1998 Vice Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Vice Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Peter Tolstoy ABSENT: David Barker, William Bethel STAFF PRESENT: Brad Buller, City Planner; Michael Estrada, Deputy City Attorney; Cecilia Gallardo, Assistant Planner; Dan James, Senior Civil Engineer; Gall Sanchez, Planning Commission Secretary; Rebecca Van Buren, Associate Planner ANNOUNCEMENTS Brad Buller, City Planner, announced that a request had been received from the applicant for item A requesting that the item be continued to April 22, 1998. APPROVAL OF MINUTES Motion: Moved by Tolstoy, seconded by Macias, carried 3-0-2 (Barker, Bethel absent), to approve the minutes of March 25, 1998. PUBLIC HEARINGS A. INDUSTRIAL AREA SPECIFIC PLAN AMENDMENT 98-01 - MASI COMMERCE CENTER PARTNERS - A request to amend the definition of Auto Service Court within the industrial Area Specific Plan. Vice Chairman McNiel observed that the applicant had requested a continuance and the public hearing remained open from the March 11, 1998, meeting. There were no comments at this time. Motion: Moved by Tolstoy, seconded by Macias, to continue Industrial Area Specific Plan Amendment 98-01 to April 22, 1998. Motion carried by the following vote: AYES: MACIAS, MCNIEL, TOLSTOY NOES: NONE ABSENT: BARKER, BETHEL - carried B. ENVIRONMENTAL ASSESSMENT AND COND!TIONAL USE PERMIT 97-47 - JTC ARCHITECTS, INC. ~ A request to expand an existing 13,631 square foot unmanned digital telephone switching facility by 9,773 square feet on a 44,368 square foot parcel in the General Commercial District, located on the north side of Foothill Boulevard west of Haven Avenue - APN: 1077-661-11. Cecilia Gallardo, Assistant Planner, presented the staff reporL Vice Chairman McNiel opened the public hearing. Ned Poehlman, GTE, One GTE Place, Thousand Oaks, stated he is the Senior Project Manager. Vice Chairman McNiel commented that the building appears rather mundane from the street. He acknowledged that the building is not an active location, but rather a functional one but asked if anything will be done to enhance the building. He observed that it faces Foothill Boulevard. Mr. Poehlman replied that landscaping will be added. Hearing no fudher testimony, Vice Chairman McNiel closed the public hearing. Commissioner Tolstoy agreed with Vice Chairman McNiel's comments regarding the facade facing Foothill Boulevard. Vice Chairman McNiel asked if that matter had been addressed by either staff or the Design Review Committee. Brad Buller, City Planner, stated that landscaping improvements are called for but no exterior modifications to the front of the building were requested. Commissioner Tolstoy commented that the next time a public utility submits an application, he would like improvements to the appearance from the public right of way. Motion: Moved by Tolstoy, seconded by Macias to issue a Negative Declaration and adopt the resolution approving Conditional Use Permit 97-47. Motion carried by the following vote: AYES: MACIAS, MCN!EL, TOLSTOY NOES: NONE ABSENT: BARKER, BETHEL - carried C. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 97-43 - SCHLOSSER FORGE: A request to review a master plan of development for an existing industrial forging operation to allow additions to existing buildings and construction of a new building for a total of 96,800 square feet of new floor area on a 17.12 acre site within the Minimum Impact Heavy Industrial District (Subarea 9) of the Industrial Area Specific Plan, located at the southwest corner of Arrow Route and Rochester Avenue- APN: 229-111-17 and 18. Rebecca Van Buren, Associate Planner, presented the staff report. Vice Chairman Barker invited public comment. Robert Wade, Facilities Manager, Sch',osser Forge Company, 11711 Arrow Route, Rancho Cucamonga, agreed with the staff report. Planning Commission Minutes -2- April 8, 1998 Commissioner Tolstoy commented that Schlosser Forge has expanded several times since 1977 when the City was formed. He asked if the property to the south will be utilized in a future expansion program. Mr. Wade reported that two separate parcels are located to the south and he thought they will ultimately expand on them. Commissioner Tolstoy asked if the existing zoning is compatible with their future desires. Mr. Wade responded that it is. Commissioner Tolstoy was pleased about the expansion. He supported the application. Vice Chairman McNiel also was pleased regarding the expansion. He felt the company has been a good addition to the community. Mr. Wade thanked the Commission for its interest in the project and stated he felt Ms. Van Buren had done a wonderful job. There were no further public comments. Motion: Moved by Tolstoy, seconded by Macias to issue a Negative Declaration and adopt the resolution approving Development Review 97-43. Motion carried by the following vote: AYES: MACIAS, MCNIEL, TOLSTOY NOES: NONE ABSENT: BARKER, BETHEL - carried DIRECTOR'S REPORTS D. A REQUEST TO REMOVE A TREE CONDITIONED FOR PRESERVATION AS A PART OF TRACT 15531 - HARWOOD HOMES - Located at the northeast comer of Nineteenth Street and Mayberry Avenue- APN: 1076-141-01. Related files: Tract 15531 and Design Review 97-20. Dan James, Senior Civil Engineer, stated there was no longer a request to remove the tree and therefore, no action was required by the Planning Commission. He summarized the modified design for street improvements and fencing and stated staff was confident the tree would survive. Vice Chairman McNiel asked if the fencing will be wrought iron. Mr. James responded that the property owner is not entirely happy with wrought iron fencing and Planning staffwill work with the owner to come up with a suitable design. He said the material had not yet been determined. Commissioner Tolstoy asked who was responsible for the redesign that will allow the tree to be saved. Mr. James replied that it was a joint effort. Commissioner Tolstoy expressed gratitude and hoped it meant there will be more flexibility in the future. Mr. James said he would forward the comment to the City Engineer. Planning Commission Minutes -3- April 8, 1998 Vice Chairman McNiel invited public comment. Areta Featheringill, 10304 19th Street, Rancho Cucamonga, stated she was speaking on behalf of her parents who retained the corner property. She thanked Ms. Gallardo and Mr. James for the work they had done. She reported that the tree is 70 years old. She did not feel the wall with wrought iron along 19th Street is in keeping with the appearance of 19th Street and said she would prefer to have a wall that is more compatible with the historic house. There were no additional public comments. PUBLIC COMMENTS There were no public comments at this time. COMMISSION BUSINESS E. SIGNS/MULTI-FAMILY TASK FORCE UPDATE Brad Buller, City Planner, reported that the Task Force had met earlier in the day and scheduled another meeting for May 13. He mentioned that the Task Force members had been asked to complete a survey and questions had been raised regarding neon signs. Commissioner Tolstoy felt it had been a very productive meeting. Brad Buller, City Planner, reported that there were two requests for Pre-Application Reviews. It was the consensus of the Commission to hold the reviews fo[lowing the regularly scheduled meeting on April 22, 1998. Vice Chairman McNiel remarked that there has recently been a proliferation of plastic yellow news racks on the streets. Commissioner Macias noted they hold new home guides and he agreed they are unsightly. Brad Buller, City Planner, reported that the City has adopted a News Rack Ordinance and those are not legal under the ordinance. He said Code Enforcement staff would be dealing with the issue as soon as they have the time and resources available. Vice Chairman McNiel felt they have gotten out of hand. ADJOURNMENT Motion: Moved by Tolstoy, seconded by Macias, carried 3-0~2 (Barker, Bethel absent) to adjourn.
