HomeMy WebLinkAbout1997/04/09 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting April 9, 1997 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:25 p.m. The meeting was held in the De Anza Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. COURTESY REVIEW 97w02 - LEGACY HOMES - The review of a proposed site plan and conceptual building elevations for a proposed 172 unit single family residential project on app~'oximately 20 acres of land located at the northeast corner of Base Line Road and Milliken Avenue - APN: 227-691-01. Brad Buller, City Planner, opened the meeting by introducing the development team to the Planning Commissioners and briefly explaining the function and format of the Courtesy Review process. Mark Kerslake, Legacy Homes, presented the project to the Planning Commission and explained how it is proposed to be developed as a transitional project between the larger lot single family residences to the north and east and the commercial shopping center and future Central Park to the south and west, respectively. Bill Hezmalhalch, William Hezmalhalch Architects, explained the site planning and architectural approach in more specific detail. Steve Hayes, Associate Planner, outlined staff concerns with the project for the Planning Commissioners to consider in their analysis of the project. Commissioner Bethel felt that the project as proposed gives a detached condominium feel with the small setbacks between the sides and rears of the homes, especially in Area 2, where the "pocket lot" concept is proposed. He asked the applicant if there might be a possibility to vary the garage setbacks and vary the design to a greater extent, by using an alternative garage type, such as a side-on garage. Mr. Kerslake responded that the proposed lots do not have sufficient depth or width to vary garage types. Commissioner Bethel expressed concerns about the traffic on EIlena West, the internal private street system, and the lack of a strong internal pedestrian element within the project. Commissioner Tolstoy explained his concerns with the specific project and small lot subdivisions in general. He felt the street system should be redesigned to be less "grid" like, garage variety should be introduced into the project, and additional amenities should be provided in common open spaces throughout the project, typical of what would be expected with an attached product on the site. He noted that he could not support any variances on a vacant, basically rectangular site with minimal site constraints. Commissioner McNiel commented that, in his opinion, the project does not exhibit characteristics of being innovative and noted his concern with the lack of separation between units and lack of common open space. He felt that front yard landscaping should be provided by the developer to provide an immediate softening of the streetscape. He recommended that community meetings be held with residents of the immediate area. Mr. Buller summarized the comments of the Planning Commissioners and gave the developer the option of having another workshop with the balance of the Planning Commissioners at a later date.
