PLANNING COMMISSION MINUTES Adjourned Meeting February 12, 1997 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 6:00 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman Barker then led in the ptedge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: David Barker, William Bethel, Rich Macias, Larry McNiel, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner;, Dan Coleman, Principal Planner; Dan James, Senior Civil Engineer; Brant Le Count, Associate Planner ANNOUNCEMENTS There were no announcements. NEW BUSINESS A. PRE-APPLICATION REVIEW 97-01 - BANK OF AMERICA - A request to install drive-thru ATM machines within an existing parking lot at 9735 Foothill Boulevard - APN 208-282-15 and 19. Brad Bullet, City Planner, opened the meeting by introducing the project to the Commission and briefly explaining the purpose and goals of the pre-application review process. Ray Mueller and Bdan McNutt, representatives for the Bank of America (B of A), were present. Mr. Mueller explained the intent of B of A to utilize the southern most parking lot area for drive-thru ATM machines to better service its customers. He reviewed the various alternative schemes and presented the preferred layout. Brant Le Count, Associate Planner, summarized staff's concerns related to neighborhood compatibility given the proximity of the site to existing single family homes to the south and east. He indicated the importance of landscaping along the east and south property lines and that adequate setbacks from the streets and interior property line are necessary. He noted that staff believes the driveway from the alley should be as distant as possible from the Archibald Avenue/alley intersection to minimize circulation conflicts. Finally, he indicated that the proposed parking area east of the bank building should have two means of egress/ingress rather than being a dead end. Commissioner Macias noted his concerns for impacts upon adjacent homes and the poor quality of existing on-site landscaping. He felt overall landscaping within both parking lots along Archibald Avenue should be upgraded and that special attention should be paid to the screening function of landscaping along the east property line of the ATM lot. He also recommended that at least some of the existing "walk-up" ATM's be kept in place. Mr. Mueller indicated that B of A would be willing to upgrade site landscaping and plans to keep four existing walk up ATM's in place. Commissioner Tolstoy echoed concerns for sensitive use of landscaping for screening and site beautification and also expressed concern related to conflicts between alley access off Archibald Avenue and long red light queues at the Archibald Avenue/Foothill Boulevard intersection. Commissioner Bethel agreed with the need for quality landscaping and suggested the use of bougainvillea or similar tough, thorny landscape materials for site security. Commissioner McNiel expressed concern for impact on adjacent homes, as the proposal will increase the level of activity within the southerly parking lot. He was concerned about potential on-site circulation conflicts between the north parking lot and the ATM site as well as between pedestrians entedng the bank from the proposed eastedy parking lot and vehicles using the "frontage road" driveway along the north of the property. He noted the quality of existing omsite landscaping at the corner of Foothill Boulevard and Archibald Avenue and indicated that he would recommend that it be upgraded substantially with ATM installation. Mr. Mueller indicated that he is also concerned about traffic conflicts and feels they deserve further study. He acknowledged that the existing on-site landscaping is admittedly barren and said that B of A would be willing to upgrade. Chairman Barker was concerned about potential light pollution from car headlights and security lighting spill over upon adjacent homes. He suggested a careful study of the lighting design and shielding methods. He recommended use of decorative paving at entry/exit points of ATM area and that the ATM structures be sensitively designed for aesthetic appeal rather than simply hidden by landscaping. Mr. Mueller indicated that perhaps a iow wall along the Hampshire frontage would block headlight glare and that decorative paving would be acceptable. The Commission preferred Scheme 5C-02 (copy attached) with modifications as discussed above. PUBLIC COMMENTS There were no public comments at this time.
