HomeMy WebLinkAbout1996/09/11 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting September 11, 1996 Chairman Barker called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, Califomia. Chairman Barker then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: David Barker, William Bethel, Rich Macias, Larry McNiel ABSENT: Peter Tolstoy STAFF PRESENT: Brad Buller, City Planner; Nancy Fong, Senior Planner; Steve Hayes, Associate Planner; Dan James, Senior Civil Engineer; Brent Le Count, Associate Planner; Gall Sanchez, Planning Commission Secretary ANNOUNCEMENTS Commissioner McNiel announced that he had been asked to be master of ceremonies for the Vintages & Vinegar Awards Program on September 19, 1996. APPROVAL OF MINUTES Motion: Moved by McNiel, seconded by Bethel, carried 4-0-1 (Tolstoy absent), to approve the minutes of August 28, 1996. CONSENT CALENDAR A. DEVELOPMENT REVIEW 96-15 - TMP HOMES - The design review of detailed site plan and elevations for 42 single family lots within the southern portion of Tract 13566 in the Low Residential District (2-4 dwelling units per acre) of the Etiwanda Specific Plan and vacation of a temporary access at the south end of the existing community trail, located south of 24th Street arfd west of the I-15 Freeway - APN: 226-311-27 and 226-321-01. B. DEVELOPMENT REVIEW 96-06 - DIVERSIFIED - The design review of the detailed site plan and building elevations for Tentative Tract 15730, an approved tentative tract map consisting of 28 lots on 5.66 acres of land in the Low-Medium Residential District (4-8 dwelling units per acre), located at the northwest corner of Beryl and Mignonette Streets - APN: 202-741-60 and 61. Peter Pitassi, 8439 White Oak Avenue, Suite 105, Rancho Cucamonga, requested that Item B be pulled from the Consent Calendar for discussion. Motion: Moved by Bethel, seconded by McNiel, carried 4-0-1 (Tolstoy absent) to adopt Item A of the Consent Calendar. B. DEVELOPMENT REVIEW 96-06 - DIVERSIFIED Chairman Barker invited public comment. Mr. Pitassi requested that Planning Division Condition No. 4 be deleted and they be allowed to use wood sidings for the chimneys. Commissioner McNiel recalled having discussed the chimneys and said he feels that wood siding looks foreign on chimneys. He stated to allow wood siding on chimneys would be inconsistent with his previous position. Mr. Pitassi said they have used wood siding in the past, most recently on the in-fill houses in Northtown. He thought wood siding would appear more consistent with the style of architecture. Brad Buller, City Planner, stated that in the past, the Commission has previously expressed a preference for masonry, brick, or stucco on the sides of chimneys. Commissioner Bethel asked if there is a policy or if it is strictly a preference. Chairman Barker confirmed it is a preference. He noted that in the past the Commission has not allowed wood and staff has followed that direction. Commissioner Bethel asked if it is a safety issue. Commissioner McNiel stated that wood siding is not a safety hazard. He noted that he just feels using wood siding makes as much sense as building a wooden fireplace. Commissioner Bethel asked if wood siding would discolor over time. Mr. Pitassi stated it would not lose its color any more than any other painted material. Commissioner McNiel said that because there are only four houses with that element, he was willing to allow wood siding on those chimneys as an experiment. Motion: Moved by McNiel, seconded by Bethel, to adopt the resolution approving Development Review 96-06 with modification to permit wood siding on the chimneys for Plans 101 and 102. Motion carried by the following vote: AYES: BARKER, BETHEL, MACIAS, MCNIEL NOES: NONE ABSENT: TOLSTOY - carried Mr. Buller stated that staff would not consider the action as precedent setting, but rather as an experiment. PUBLIC COMMENTS Hormuzd Sethna, 10484 Hastings Ranch Lane, Rancho Cucamonga, stated some of his neighbors have questions about the design and development of Etiwanda Creek Park. Brad Buller, City Planner, stated that park design and development is only conceptually considered by the Planning Commission. He indicated the Park and Recreation Commission and the City Council process and approve the specifics to every park design. He suggested that Mr. Sethna contact the Engineering Department, as the Park Development team is part of the Engineering staff. TRAILS ADVISORY COMMITTEE APPOINTMENTS Chairman Barker said he would like to be relieved from service on the Trails Advisory Committee. Commissioner Bethel said his only reservation with serving is that he has a conflict with the particular time of the meeting. Brad Buller, City Planner, stated that staff would be willing to reschedule the meetings to fit with the schedules of those on the Committee. Motion: Moved by Bethel, seconded by McNiel, to appoint Commissioner Tolstoy to a term expiring July 1997, to appoint Commissioner Bethel and Bicycling Member-At-Large Paul Sen~ to terms expiring July 1998, and to direct staff to begin recruitment for the Equestrian Member-At-Large position. Motion carried by the following vote: AYES: BARKER, BETHEL, MACIAS, MCNIEL, NOES: NONE ABSENT: TOLSTOY - carried The Planning Commission recessed from 7:22 p.m. to 8:30 p.m. for a workshop on Pre-Application Review 96-04. The minutes of that workshop appear separately. D. COMMERCIAL LAND USE STUDY DISCUSSION The Commission discussed more of the history of Foothill Boulevard and the correspondence and discussions to date on the Commercial Land Use Study. They agreed to continue to make this an agenda item for their next meeting. There was a general consensus that a working field trip of the Foothill Boulevard corridor would be a good next step. A date was not set. ADJOURNMENT Motion: Moved by McNiel, seconded by Macias, to adjourn. 9:30 p.m. - The Planning Commission adjourned.
