HomeMy WebLinkAbout1996/02/28 - Workshop Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting February 28, 1996 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:35 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, Larry McNiel, John Melcher, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer ANNOUNCEMENTS There were no announcements. NEW BUSINESS A. PRE-APPLICATION REVIEW 96-02 - SANBAG - A request to review concept sketches and identify preliminary significant issues in order to move an existing residence and accessory structures (National Register Eligible), conversion of same to an Arts and Crafts Center, and construction of a new residence on a 5 acre site in the Very Low (VL) zone located at the Southeast corner of Carnelian Street and Almond Street - APN: 1061-281-16. Chairman Barker opened the meeting. Brad Buller, City Planner, made bdef introductory comments, requesting the Commission give broad direction of the proposal with regards to the level of weight to be given by staff during their review, on historical preservation goals versus other design issues. James Wilson, Project Architect, gave a brief overview of the design parameters and the optimum site plan design. Mr. Wilson indicated that Mr. Maloof had extensive involvement in the design of the new residence and the design therefore is highly compatible with the historic structures that are planned to be relocated to the site. He also introduced the other members of his design team: Phil Douglas, Associated Engineers; Woody Dyke, Landscape Architect; David Clark and Tom Castlebone from SANBAG; and Knox Mellon Phd. from Maloof Foundation. Larry Henderson, Principal Planner, presented staff comments with regards to issues of historic preservation goals and parameters, access, trails. grading, windrow preservation, public improvements, drainage study, traffic study, use of State Historic Building Code, ADA requirements, and facility operations and hours of operation. In conclusion Mr. Henderson indicated the applicant's n~xt step would be to hold a neighborhood meeting. Mr. Buller asked the Commission to comment on the priority of historic preservation goals as compared to other design issues. The Commissioners unanimously concluded that the project reflects a high degree of quality that is the result of highly qualified design team. The Commission observed the situation is unique and commented that the historic nature of the buildings should take precedence with regard to design aspects. PUBLIC COMMENTS There were no public comments at this time. COMMISSION BUSINESS There was no additional Commission business.
