Chairman McNiel then called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. (Continued from December 12, 1990.) Chairman McNiel opened the public hearing. There were no comments. Staff recommends issuance of a Negative Declaration. Related file: Conditional Use Permit 89-08. Steve Hayes, Associate Planner, presented the staff report and reported that a handicapped parking space would be provided in addition to the four parking spaces referred to in the written staff report. He indicated that would allow an increase in the potential remaining restaurant space to 6,425 square feet. Commissioner Melcher raised concerns about the on-site circulation pattern. He asked if Engineering and the Design Review Committee had considered the impact of truck service traffic upon vehicles exiting the car wash. He felt that the service station will potentially be a very busy site because of its proximity to a future freeway interchange. Otto Kroutil, Deputy City Planner, reported that the Design Review Committee considered traffic impacts and some modifications had been made to address their concerns. Commissioner Vallette questioned the height of the berm on the southwest corner. Mr. Hayes responded that the berm would be approximately 2-3 feet from the street side but 10-11 feet from the lower elevation of the site. Planning Commission Minutes -3- February 13, 1991 Chairman McNiel opened the public hearing. Ed Butorac, David Jay Flood Architects, 1408 Third Street Mall, 3rd Floor, Santa Monica, stated that Mobil's basic philosophy is to make the purchase quick and easy for the consumer while considering safety. He said Mobil found the site plan satisfactory. He requested that Condition 10 be deleted to allow for 24-hour operation, as the station will not abut a residential neighborhood and the station will be below street grade. Commissioner Melcher asked how many gallons of water the car wash would use per vehicle. Mr. Butorac replied that it would use less water than washing by a hose. Ed Tam, Mobil Oil Corporation, 2601 Main Street, #270, Irvine, stated that it would use approximately 20 gallons per vehicle, but 30-40 percent of the water would be recycled. Commissioner Chitiea asked if the wall design on Milliken had been completed. Mr. Butorac showed slides of the final wall design and said the revised design was agreeable to the developer. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Chitiea commended the developers and architect for their efforts in designing a project that would be compatible with the remainder of the center. Commissioner Vallette liked the design and the landscape around the exterior. Commissioner Melcher felt on-site circulation will be tight, but stated he would vote for the project. Chairman McNiel commended Mobil for their cooperation. Motion: Moved by Melcher, seconded by Chitiea, to issue a Negative Declaration and adopt the resolution approving Conditional Use Permit 90-28 with modification to allow 24-hour operation. Motion carried by the following vote: AYES: COMMISSIONERS: CHITIEA, MCNIEL, MELCHER, VALLETTE NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: TOLSTOY -carried , , , , , Planning Commission Minutes -4- February 13, 1991 Oe ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 90-40 - SIERRA VISTA BAPTIST CHURCH - A request to establish a church sanctuary, classroom building, and multi-purpose building in conjunction with an existing church administration building in the Low Residential District (2-4 dwelling units per acre), located on the south side of Jasper, west of Sierra Vista - APN: 202-026-13. Staff recommends issuance of a Negative Declaration. Associated with this project is Tree Removal Permit No. 91- 01. Bruce Buckingham, Planning Technician, presented the staff report. Chairman McNiel opened the public hearing. Project Architect Tom Matlock, Matlock Associates, 4405 East Airport Drive, #106, Ontario, questioned Engineering Condition 1. He said they did not feel they should have to landscape property belonging to the Water District. He also felt that water conservation issues should dictate that any landscaping should use little or no water. He indicated that the Water District had been unable to meet with the church because the District was too busy with water conservation issues. Dan Coleman, Principal Planner, stated that the Planning Commission had debated the issue when the original Conditional Use Permit was issued. He reported that the applicant had appealed to City Council and the Council had concurred that the area must be landscaped, but had allowed the timing to be deferred to Phase 2. He said the condition was in keeping with City Council direction. Mr. Matlock reiterated that they felt the landscaping should be the Water District's responsibility. Mr. Coleman stated that as parking lots are to be buffered with 45 feet of landscaping between the parking lot and a special boulevard, an alternative would have been =o move the parking lot further back onto the church's property with the 45 feet of landscaping provided on the church property. Mr. Matlock asked if the timing of the landscaping could be adjusted so that building permits would not be delayed. Chairman McNiel asked what insurance the City would have that the landscaping would be completed. Mr. Matlock suggested the landscaping could be required prior to occupancy instead of prior to issuance of building permits. Hearing no further testimony, Chairman McNiel closed the public hearing. Laura Bonaccorsi, Landscape Designer, stated that when the Conditional Use Permit was originally approved an in-lieu fee was quoted based on the assumption that the project could be landscaped in conjunction with an Planning Commission Minutes -5- February 13, 1991 adjacent beautification project. She said that because the adjacent beautification project was now complete, the in-lieu fee would be much higher because the landscaping would not be in conjunction with a larger project. Barrye Hanson, Senior Civil Engineer, stated that if the applicant chose to pay an in-lieu fee, that should be done prior to the issuance of building permits. Commissioner Melcher questioned the landscaping treatment between the classroom building and the sanctuary. Mr. Buckingham responded that the classroom building is conceptual only and when the building progresses through the Design Review process, the City would probably require landscaping around it. Commissioner Chitiea stated that the City allowed relief by postponing the landscaping and completion of the wall to Phase 2. She thought the xeriscape approach to be intelligent. She felt it was appropriate for the church to complete the landscaping as they had been given extra use of their own property for parking with the provision that the Water District land be landscaped. Commissioner Vallette felt it was appropriate that the landscaping be completed prior to the issuance of building permits, as the church had known about the landscaping condition since July 1987 when the original Conditional Use Permit was approved. She thought that the landscaping should be done as soon as possible, particularly since it is in a residential neighborhood. Commissioner Melcher agreed that the landscaping should be accomplished prior to building permits unless the church could show that they had been delayed by the Water District through no fault of the church. He felt they could then approach the Commission for a potential modification. Motion: Moved by Chitlea, seconded by Vallette, to issue a Negative Declaration and adopt the Resolution approving Conditional Use Permit 90-40. Staff recommends issuance of a Negative Declaration. Planning Commission Minutes -6- February 13, 1991 Betty Miller, Associate Engineer, presented the staff report. Chairman McNiel opened the public hearing. Richard Mager, Lewis Development, 1156 North Mountain Avenue, Upland, stated he was available to answer questions. Commissioner Melcher requested an update on the construction schedule on the center. Mr. Mager replied that they hoped to obtain grading permits the last week of March and would attempt to have occupancy for Ralph's by Thanksgiving with the occupancy of the other buildings by the summer of 1992. Commissioner Melcher questioned the median landscaping construction schedule. Tom Dellaquila, Lewis Development, 1156 North Mountain Avenue, Upland, responded that the plans had been signed and a contract awarded. He anticipated landscape construction would begin within 2 weeks with an anticipated 60 day construction time. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Vallette expressed concerns about locating a future child-care facility within a shopping center. Commissioner Chitiea indicated that the Commission would be reviewing the Day Care Center in the future. Motion: Moved by Melcher, seconded by Chitlea, to issue a Negative Declaration and adopt the resolution approving Tentative Parcel Map 13825. Staff recommends issuance of a Negative Declaration. Scott Murphy, Associate Planner, presented the staff report and stated staff had received a letter from the Central School District indicating that adequate school facilities will exist. Planning Commission Minutes -7- February 13, 1991 Chairman McNiel opened the public hearing. Joe Oleson, Lewis Homes, 1156 North Mountain Avenue, Upland, stated the project was already in a Mello-Roos District. He presented a letter from Tom Dellaquila regarding an agreement between Lewis Homes and the City (Community Services, Engineering, and Planing departments) lifting the normal six-month landscape maintenance period because of the minor nature of the work being done to provide a walk connection from Tract 14368 to West Greenway Park. Mr. Murphy confirmed the agreement. Commissioner Vallette asked if the sidewalk connection to West Greenway Park would be gated. Mr. Oleson replied it was his understanding that it would be gated and would be accessible to tenants by the same passkey as that provided for the amenities in the project. Commissioner Vallette stated she would like to see a condition added to ensure access would be available to tenants if a gate is installed. She requested that the landscaping between the garages and the sidewalk include vines and shrubs in addition to groundcover. Commissioner Melcher asked if the beautification study for Milliken Avenue parkways was complete. Laura Bonaccorsi, Landscape Designer, indicated that the study had been approved at staff level and was being applied to all projects. Commissioner Melcher asked if the existing landscaping on Milliken conformed to the study. Ms. Bonaccorsi responded affirmatively. Commissioner Melcher asked when the landscaping would be installed in front of the existing housing tract to the north on Milliken, Tract 12671. Ms. 8onaccorsi responded that the plans were currently in plan check. Tom Dellaquila, Lewis Development, 1156 North Mountain Avenue, Upland, stated that the Calls tract was currently in plan check and a meeting had been scheduled for February 14 to discuss a few issues. He felt the plans would shortly be in final plan check. He said it was there intention to construct the parkway landscaping simultaneously with the median. He hoped the plans would be approved within the next few weeks. He indicated construction would take only a couple of weeks and he saw no reason it could not be constructed at the same time as the median. Chairman McNiel asked the status of other medians in Terra Vista. Planning Commission Minutes -8- February 13, 1991 Mr. Dellaquila said the medians on Church, east from Haven have been signed and the contract should be awarded on February 14. He said those plans included the monument on Haven and Church. He said the contractor working on Tract 13664 already had a contract to construct the monument. He indicated a permit was in process and construction would be initiated within a week or two. Mr. Dellaquila further reported that Foothill Boulevard from Haven to Orchard had been through initial plan check and second plan checks had been resubmitted to both the City and Cal-Trans with anticipated approval within 30 days. He said the City and Cal-Trans had agreed in concept on the design and the next plan check should be the final one. He stated the sleeving and water meters was already in place. Mr. Dellaquila indicated that the plans on the remainder of the medians in front of Tract 13717 on Church Avenue were in for signature. He said Madole Engineering was currently working on the street improvement drawings for the portion in front of Tract 13859 and the median plans were already finished. With reference to parkway landscaping on Haven, he indicated that Westgate is done, Tract 13664 is underway, and that Lewis Homes had volunteered to renovate the landscaping in front of the old Los Flores tract between Tracts 13664 and 13662 to bring it up to par with the current Haven Avenue master plan. He said those plans should be submitted by the end of the week. He said they were maintaining Los Flores in the interim and would renovate the landscaping as soon as the plans were approved, which he anticipated would be within a few weeks. Mr. Dellaquila commented that plans had been submitted to the City to landscape the perimeter of the Tetra Vista office park and construction would commence as soon as approval is received. He hoped within six months all of Haven Avenue would be up to current standards. He said the landscape plans for the missing link on Church Street had been submitted earlier today. He stated that the plans for La Mission Park were in plan check, but they would be unable to begin construction until next year because the plants would need to be installed in March or April to allow them to become established prior to the flood period the next winter. He said that during discussions with Community Service it became apparent they would not be able to complete the plan check process in time to plant this spring, so Community Services had agreed that construction of La Mission Park would commence approximately February 1, 1992. Chairman McNiel asked when the remainder of Church Street would be constructed. Mr. Oleson replied that currently there were no plans to complete Church Street until construction is begun on Tract 13859. He said the project had been postponed until 1992 because of the economy. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Melcher felt the design would be superior to what had already been built. Commissioner Chitiea was concerned about the construction of the garage units. She felt that chain link should not be used to divide the interior of the garage units because she felt that would not provide secure spaces. She Planning Commission Minutes -9- February 13, 1991 felt that solid walls should be used and the garage units should be of sufficient width to allow vehicle doors to be opened. She thought walls were needed to provide a quality project. She felt Church Street should be completed. Commissioner Vallette stated the project appeared to be upscale from what had originally been proposed. She indicated she would like to see more extensive landscaping to camouflage the parking areas bordering Milliken and thought perhaps berming and bushes could be utilized. Mr. Murphy etated that the project was conditioned to screen the parking area along Milliken Avenue through berming and shrub planting to the satisfaction of the City Planner. Commissioner Chitlea stated she would like to see the landscape plans returned to Design Review. Commissioner Vallette concurred and agreed that chain link should not be used for the interior walls between the garage units. Chairman McNiel felt that enclosed walls might lead to more people using the garage spaces for storage and tenants would park their vehicles in the guest parking spaces. Commissioner Vallette suggested that perhaps in the future 2-1/2 car garages could be used to provide more storage space per unit. She felt that perhaps two-story buildings could be utilized to allow more space for garage units. Commissioner Melcher commented that the developer had used chain link for divisions between garage spaces in several other projects, and he did not object to its use, as he felt it was a management decision made by the developer. Commissioner Vallette did not feel chain link was a quality element and she felt it cheapened the project. Commissioner Chitlea stated that the garages may have to be enlarged to accommodate the interior walls because solid walls may require wider buildings to accommodate the width of walls. Otto Kroutil, Deputy City Planner, asked if the Commission was directing that each space must be partitioned. Chairman McNiel reopened the public hearing. Mr. Oleson stated that based on previous property management experience, Lewis had made a conscious decision to use chain link for separation between the garage spaces to motivate people to use the spaces for vehicles rather than storage. He said their experience has been that if the garages are totally enclosed, the garages are more likely to be used for storage and parking Planning Commission Minutes -10- February 13, 1991 conflicts are created. He indicated that the open view material allowed easier management enforcement. George Chu, Lewis Homes, 1156 North Mountain Avenue, Upland, stated that in order to utilize dry wall, a concrete base would be required to protect the dry wall. He indicated that would mean an additional 6 inches would be required between each garage space. He stated that would increase the building footprint and decrease the landscaping. He stated they currently propose chain link between each garage space. Chairman McNiel again closed the public hearing. Commissioner Vallette felt the Commission's actions would affect the quality for future residents and she preferred the solid walls. Chairman McNiel felt that increasing the building footprints to accommodate the walls may ~ecrease the amount of space between buildings. Commissioner Melcher asked what other developers have done in the City with respect to garage separations. Mr. Kroutil responded the City has carports with garage doors and no partitions, garages with chain link fencing separations, and garages with solid wall separations. He indicated that some garages have separations between every space while others are separated between every two, three, or four spaces. Commissioner Melcher stated that private separation of the garages may cause problems for property management and or the Sheriff's department. He felt the requirement should not be imposed without further study. Commissioner Vallette felt that if the exterior of the building gives the appearance of individual garages, then individual garage spaces should be provided with solid wall separations. Motion: Moved by Chitiea, seconded by Vallette, to issue a Negative Declaration and adopt the resolutions approving Environmental Assessment and Tentative Tract 14368 with modifications to provide for tenant pass keys if the connection to the Greenway Park is gated; require shrubs, vines, and groundcover between the sidewalk and garages; provide for approval of the screening from Milliken Avenue by the Design Review Committee; and require partitioning walls between individual garage units to be approved by the City Planner. PROJECT WITHDRAWN BY APPLICANT. Withdrawn by applicant. , , , , , 9:10 p.m. - Planning Commission recessed. 9:25 p.m. - Planning Commission reconvened. , , , , MODIFICATION TO THE DESIGN REVIEW FOR TENTATIVE TRACT 13717 - WESTERN PROPERTIES - The development of 394 condominium units on 23.5 acres of land in the Medium-High Residential District (14-24 dwelling units per acre) within the Terra Vista Planned Community, located at the northeast corner of Church Street and Spruce Avenue - APN: 1077-421-13. Scott Murphy, Associate Planner, presented the staff report and suggested adding a condition to remove the sidewalk on the north side of the Spruce Avenue entry to provide additional landscape screening. Chairman McNiel opened the public hearing. Joe Oleson, Lewis Homes, 1156 North Mountain, Upland, submitted a letter from the Fire District indicating the landscape island at the the Spruce Avenue entry would conform with the Fire District's standards. Mr. Oleson requested that Condition 8 be eliminated or modified to allow flexibility to permit possibility of providing one large tot lot in lieu of two smaller ones. He requested that bare-root trees be permitted for the replacement trees. Dan Coleman, Principal Planner, stated that the Resolution did not require boxed trees, merely mature, minimum 20-25-high, field grown specimens. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Chitiea asked if full construction of Church Street should not be required with the project. Barrye Hanson, Senior Civil Engineer, responded that Spruce Street will be constructed on the portion fronting the project Commissioner Melcher asked the ramifications of leaving sections of Church Street unbuilt for 2-3 years. Planning Commission Minutes -12- February 13, 1991 Paul Rougeau, Acting Deputy City Engineer, stated it would not cause any serious City-wide circulation deficit at the present time, but would impact local circulation. He felt the completion of Church Street should be attached to the next available project. Chairman McNiel asked if it would be possible to amend the Resolution to require Church Street construction at this time. Ralph Hanson, Deputy City Attorney, responded that such a condition would have to have been attached to the Tract Map approval, not a modification to the Design Review. Chairman McNiel felt the tot lot approval should be returned to the Design Review Committee. He stated a swimming pool had been eliminated to allow more open space and he did not wish to sacrifice additional open space. Commissioners Chitlea and Vallette concurred. Commissioner Vallette strongly recommended that Church Street be completed as soon as possible. Motion: Moved by Melcher, seconded by McNiel, to adopt the Resolution approving Modification to the Design Review for Tentative Tract 13717, with modifications to require the approval of the tot lot(s) design and location by the Design Review Committee and to delete the sidewalk on the north side of the Spruce Avenue entry. Planning Commission Minutes -13- February 13, 1991 Commissioner Vallette questioned if Reid Avenue would be extended to the south adjacent to the property. Barrye Hanson, Senior Civil Engineer, stated the project proposed vacation of Reid Avenue. He felt such vacation would not negatively impact the City because Reid Avenue would not be connected from Main Street to 8th Street, as the Public Utilities Commission would not allow the street to cross the railroad tracks. Chairman McNiel opened the public hearing. Bill Zinser, Bar Z, 4558 Live Oak Canyon, La Verne, objected to the in-lieu fees for undergrounding and felt the off-site utility undergrounding would never occur. He indicated he planned to build two 1,188 square foot manufactured homes and was trying to keep the costs down so they could offer affordable housing. He stated an exemption could be granted for single family residences on existing lots, and he felt that his project would be similar to a single family residence on a single lot. Hearing no further testimony, Chairman McNiel closed the public hearing. Commissioner Melcher asked the City policy on collecting money for undergrounding of the railroad communication lines and the likelihood of the lines being placed underground. Mr. Hanson responded that all projects adjacent to the railroad have paid the fees when they are processed. He believed the City would have to pay approximately half of the cost to have the lines undergrounded. He said the Planning Commission had discussed the policy at length and had felt that every opportunity should be taken to underground communication lines. Commissioner Melcher felt the requirement to pay for the railroad communication lines to be onerous, but was willing to accept it as City policy. He commented that the applicant would be obtaining two parcels because of vacation of a dedicated street right-of-way and he felt the undergrounding may be a fair trade-off. Commissioner Chitiea stated that the Planning Commission had hoped that a commuter line may one day extend from San Bernardino to Los Angeles and the Commission was concerned about the view from the commuter line. Commissioner Melcher questioned if a portion of Redevelopment Agency funds could be used to assist in paying the cost of undergrounding. Chairman McNiel asked if the project were approved if the Redevelopment Agency could be approached to possibly assist in payment of the in-lieu fees. Brad Buller, City Planner, stated that if the project were approved as conditioned, it would not preclude the applicant from contacting the Redevelopment Agency to see if assistance were available. STREET NAME SIGNS (Oral report) Paul Rougeau, Acting Deputy City Engineer, presented a report. He displayed the two sizes of current street sign blades being used by the City. He showed slides of various sign designs and color combinations used in other cities. Mr. Rougeau stated that the life of a standard sign is generally seven years while the more costly high-intensity signs have a ten-year life. He said the City is investigating the use of a regular reflective sign with high-intensity lettering. Planning Commission Minutes -15- February 13, 1991 Chairman McNiel asked the reason for having two different blade heights. Mr. Rougeau responded that the 9-inch height is used for collector and larger streets, while the 6-inch height is used for local streets because the larger size appears bulky and out of proportion. He suggested the City may wish to use a color logo, as he felt the cost would not be that much greater. Commissioner Melcher felt the smaller blades look too crowded and cheap and larger backgrounds look better. Chairman McNiel preferred larger blades and more intense reflective background. Commissioner Chitiea thought a lighter background would allow a purple logo to show up better. Chairman McNiel asked if any research had been done to determine the most readable color combinations. Mr. Rougeau replied that there is evidence that green is more comfortable and that is why it is the standard color. He suggested that mock-ups could be made of various color combinations and said staff could investigate reflectivity and various intensities. Commissioner Chitiea suggested one of the mock-ups be made similar to the Civic Center street sign adjacent to City Hall. Dan Coleman, Principal Planner, felt a lighter background may wash out the letters. Chairman McNiel requested that relative costs be stated for the various mock- ups. Mr. Rougeau also discussed the sign post standards. P. FREEWAY DISCLOSURE POLICY Dan Coleman, Principal Planner, presented the staff report. Chairman McNiel asked if any people had approached the City indicating they had not known the location of the proposed freeway. Mr. Coleman replied affirmatively. It was the consensus of the Planning Commission that the Freeway Disclosure Policy should be implemented as proposed. Planning Commission Minutes -16- February 13, 1991 Q. DESIGN REVIEW COMMITTEE APPOINTMENTS Commissioner Chitlea suggested that Commissioner Tolstoy join Chairman McNiel on the Residential Committee with Commissioner Vallette joining the Commercial/Industrial Committee.
