HomeMy WebLinkAbout1995/08/09 - Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting August 9, 1995 Chairman Barker called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:32 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROT.L CAT.T. COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, Larry McNiel, John Melcher, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Ralph Hanson, Deputy City Attorney; Dan James, Senior Civil Engineer; Gail Sanchez, Planning Commission Secretary , , , , ANNOUNCEMRNTS Brad Buller, City Planner, stated that staff suggested modifications to the resolution for Item A in response to questions raised by the applicant. He reported the changes were for clarification purposes and the applicant had indicated satisfaction with the suggested changes to the resolution. , , , , CONSENT CALENDAR DESIGN REVIEW 95-16 - T.AUREN DEVELOPMENT - The design review of building elevations and detailed site plans for the remaining 13 single family houses of recorded Tract Map 12462 consisting of 27 lots in the Very Low Residential District of the Etiwanda Specific Plan located at Summit Avenue and Shoshone Place - APN: 225-401-01 through 12 and 225-391-15. Commissioner Tolstoy requested that the item be pulled from the Consent Calendar to explain the suggested changes to the resolution. Brad Buller, City Planner, replied that the standards with respect to the design of curb and gutter to be placed along trails have changed since the tract was originally approved. He noted the curb and gutters were installed in compliance with the standards which were in effect at the time. He reported that Engineering has inspected the installed curb and gutter and feels the current installation is satisfactory and addresses any concerns the City may have with respect to drainage on the trail. He said Engineering has agreed that the applicant need not remove the existing curb and gutter to replace it with the new standard. Commissioner Melcher requested that Planning Condition 7 be changed to drop the word "horse." Motion: Moved by Lumpp, seconded by Melcher to adopt the resolution approving Design Review 95-16 with the modifications suggested by staff. Motion carried by the following vote: .AYES: COMMISSIONERS: NOES: NONE ABSENT: NONE BARKER, LUMPP, MCNIEL, MELCHER, TOLSTOY - carried PUBLIC COMMENTS There were no public comments. COMMISSION BUSINESS B. DESIGN AWARDS NOMINATIONS Commissioner Melcher felt that none of the projects is worthy of recognition in that the Design Awards Program was originally set up to honor the best projects built in Rancho Cucamonga. He suggested skipping the awards this year. He acknowledged that Commissioner Tolstoy felt the Metrolink Station is worthy of an award, and he thought that would be the only project that could be arguable. Commissioner Tolstoy felt the Men's Warehouse to be worthy of recognition and he thought the Claimjumper adds a lot to the Foothill Marketplace even though it was an off-the-shelf product type. Commissioner McNiel agreed with Commissioner Tolstoy that Men's Warehouse should be recognized but he disagreed regarding Claimjumper. Chairman Barker supported an award for the Metrolink Station. Commissioner Melcher noted the Planning Commission had decided that projects which do not go through the Design Review process would not be eligible for consideration. He therefore observed that the school projects would all be ineligible. Commissioner McNiel felt the developer had done a fine job in making the corner attractive where the Men's Warehouse is located. He felt the building has a lot of character and is done in good taste. He thought the building addresses the corner. Commissioner Tolstoy agreed. Commissioner Melcher did not feel the building is exemplary. He said he would support recognition of the corner as a whole as a project which successfully accomplishes the community goals for corner statements at major intersections. He opposed an award for the Men's Warehouse, feeling that the three rosettes, huge sign, and bracketed eaves on the southern elevation are ugly. Commissioner Lumpp felt the corner is an exemplary activity zone but he did not feel either building is exemplary enough to warrant an award. Planning Commission Minutes -2- August 9, 1995 Chairman Barker noted that when the Design Awards Program was started, it was to encourage certain kinds of development. He asked if it would be appropriate to give recognition to the corner. Commissioners McNiel felt that Discovery Zone destroys the concept. He thought Discovery Zone looks like the little play areas attached to the outside of fast food restaurants. Commissioner Tolstoy agreed. Commissioner McNiel noted that the fountain has been on the corner for five years. Commissioner Lumpp felt the corner represents an urban setting for a major intersection. He thought it is not the individual buildings or their uses, but the attempt to create an urban setting in a suburban area. He said the Barton Center and the Virginia Dare Winery centers pull away from the corner while this corner is inviting. Commissioner Melcher acknowledged that the fountain has been in place for a long time but he thought the construction of the two buildings and the plaza helped to complete the setting for the fountain. Commissioner Tolstoy felt the corner would be eligible because the corner was completed this past year. He suggested giving an award to the corner along with special recognition to the Men's Warehouse. He felt it is a nicely put together structure. He invited Commissioner Melcher to join him on a tour of the corner. Commissioner Melcher accept the invitation and suggested deferring consideration until the next meeting. Brad Buller, City Planner, observed that the Commission could send a letter to an applicant without giving a formal Design Award. Commissioner Melcher felt that would be appropriate. Commissioner McNiel suggesting deferring the list for a year to be considered in connection with next year's projects. Commissioner Tolstoy felt the Metrolink Station is well laid out. Chairman Barker agreed that it appears very functional and is attractive. The Planning Commission recessed from 7:53 p.m. to 10:25 p.m., during which time it conducted a workshop on Pre-Application Review 95-02 and Design Review Process and Philosophy. DESIGN REVIEW COMMITTEE APPOINTMENTS Chairman Barker appointed Commissioners Lumpp and Melcher to the Committee with the alternates to be Barker, Tolstoy, and McNiel in that order. , , , , Planning Commission Minutes -3- August 9, 1995 ADJOURNMENT 10:40 p.m. - The Planning Commission adjourned to 5:00 p.m. on August 23 for a workshop on Conditional Use Permit 95-11.
