HomeMy WebLinkAbout1995/02/22 - Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting February 22, 1995 Chairman Barker called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:54 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, Larry McNiel, John Melcher, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad BulleT, City Planner; Ralph Hanson, Deputy City Attorney; Dan James, Senior Civil Engineer; Beverly Luttrell, Associate Planner; Gail Sanchez, Planning Commission Secretary , , , , , ANNOUNCEMENTS There were no announcements. APPROVAT. OF MINUTES Motion: Moved by Melcher, seconded by Lumpp, carried 4-0-0-1 with Tolstoy abstaining, to approve the minutes of January 25, 1995. , · , , , CONSENT CAT.F. NDAR Ae DISPOSITION OF CITY OWNED PROPERTY ADJACENT TO SANTA CLARA COURT (REFERRNCE TRACT NO. 14116) - SHEFFIELD HOMES - A request to find the quit claiming of Lot C of Tract 12952 in conformance with the General Plan - APN: 1076-611-03. Motion: Moved by Melcher, seconded by McNiel, carried 5-0, to adopt the Consent Calendar. , , , , , PUBLIC COMMRNTS Robert Bayne, 13286 Pear Court, Rancho Cucamonga, stated that in the mornings it is extremely difficult to exit from East Avenue onto either Victoria or Base Line Road. He requested widening of the street, installation of more traffic signals, and installation of sidewalks for the students. Chairman Barker noted that the Commission could not take any action this evening as the matter was not on the agenda. He commented that the Commission had earlier stated it would like to study traffic within the City. He requested that the Engineering Division note Mr. Bayne's comments. Nate Viswanathan stated he owns property south of the Alpha Beta center at the southeast corner of Carnelian Avenue and 19th Street. He said there is an older house on the 1-acre parcel and during the past year there has been a lot of vandalism on the property. He said he had previously rented the property but had to evict the tenants when he found out they were drug dealers. He stated the land is expensive, but it has single family zoning. He indicated he had contacted the Planning Division in 1991 to discuss the zoning and had decided to abandon the project because it would require several thousand dollars to change the zoning. He said he had been repeatedly contacted by the Police; therefore, he spent $2,000 during the last week to clean and board up the property. He feared someone will dump on the property. He felt the City is required to provide complete protection for the property. He stated he was appearing before the Commission so that the City will be able to know the face behind any future lawsuits. He acknowledged that cities need good planning and stated he likes Rancho Cucamonga. He said he is not a real estate person or a developer and he does not know what kind of zoning the City wants for his property. He requested that the Planning Division talk with him to see how the property could be meaningfully developed to avoid the problems. Chairman Barker suggested that as an attorney, Mr. Viswanathan should be aware that no action could be taken this evening, and that he talk with the Planning Division to learn the rules and regulations and what options would be available. Mr. Viswanathan felt everyone should be able to work together for the benefit of the City. He said he was not asking for anything at this time. Nancy Murphy, 6549 Flagstone Place, Rancho Cucamonga, asked for details about a newspaper article concerning a park in Etiwanda. Brad Bullet, City Planner, stated that the City Council had allocated funds to initiate design elements for Northeast Community Park, located north of the intermediate school which is north of Summit. Ms. Murphy questioned what was happening with regards to Victoria Lakes. Chairman Barker responded that the project's developer is now defunct. Ms. Murphy asked about the library on Milliken. Commissioner McNiel stated there is currently no money. Ms. Murphy asked how to go about organizing a children's museum. Commissioner McNiel suggested she contact Friends of the Library. Ms. Murphy questioned when the library will be built on Milliken. Commissioner Melcher noted a recent newspaper article indicated the City Council was considering scaling down the plans for Central Park. He commented that the article stated the City has already outgrown the current library and two Council Members had expressed a commitment to see what could be done to upgrade our library facilities. Chairman Barker suggested Ms. Murphy talk to Council Member Willjams. He said she is the Council person who had been very active in the Friends of the Library for a number of years and the library has been one of her dreams for a number of years. Planning Commission Minutes -2- February 22, 1995 Mr. Buller suggested that Ms. Murphy come in and talk with staff. He said staff could assist in finding answers to her questions regarding funding, etc. Chairman Barker suggested Ms. Murphy get involved. Ms. Murphy responded no. , , , , , COMMISSION BUSINESS Commissioner Lumpp commented that the traffic signal between Hellman and Vineyard on Foothill Boulevard does not appear to be properly phased with the other signals. Commissioner Tolstoy observed that the signal is influenced by vehicles exiting the shopping center. Dan James noted that the signal belongs to CalTrans. Mr. Buller suggested that the Traffic Engineer investigate the traffic issues and report back to the Planning Commission. Commissioner Melcher stated that several months ago there had been a discussion with the Traffic Engineer regarding the intersections of Hellman and Hermosa with 8th Street and the Commission was told there were signs for traffic going southbound on both streets directing travelers not to stop on the tracks. He said there is no such sign on Hellman. Chairman Barker suggested the Commission send listings of traffic concerns to the staff. , , , , ADJOURNMRNT Motion: Moved by Tolstoy, seconded by McNiel, carried 5-0, to adjourn. 8:21 p.m. - The Planning Commission adjourned to a workshop immediately following regarding Conditional Use Permit 94-26.
