HomeMy WebLinkAbout1994/07/13 - Workshop Minutes - PC-HPCCITY OF RANCHO CUC~24ONGA PLANNING COMMISSION MINUTES Adjourned Meeting July 13, 1994 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 6:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, Larry McNiel, John Melcher, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Nancy Fong, Senior Planner; Dan James, Senior Civil Engineer OWNER/DEVELOPER: Gary Luque, Lewis Homes; Dave Newsome, Tom Delaquila, and Mike Lasley, Western Land Properties; Jim Keisker, Keisker & Wiggler Architects, Inc.; Mike Sweeney, Land Concepts, Inc. , , , , COMMISSION BUSINESS Ae ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-49 - WESTERN LAND PROPERTIES - The development of an integrated shopping center consisting of 15 buildings totaling 222,605 square feet on 25 acres of land in the Community Commercial District of the Terra Vista Community Plan, located on the north side of Foothill Boulevard, between Spruce and Elm Avenues - APN: 1077-421-58 and 63. Nancy Fong, Senior Planner, presented the staff report. Dave Newsome, Western Land Properties, summarized the concerns brought up by the Commission at the last workshop. They were: Church Street streetscape, building elevations along Church Street, access and driveway locations off Spruce Avenue, view corridor from Foothill Boulevard, pedestrian connections, and on-site circulation. Tom Delaquila, Western Land Properties, described the design for the plazas, gateways, trail nodes, and pedestrian nodes. Mr. Newsome stated that all street and site furniture and fixtures will follow Terra Vista Town Center. Commissioner Tolstoy asked if there will be mounding along Foothill Boulevard. Mr. Delaquila replied that a screen hedge will be used consistent with Terra Vista Town Center. Commissioner Heinz asked if trees can be planted within the 25-foot drainage easement. Mr. Delaquila replied that trees have to be 5 feet from the pipe. Jim Keisker, Keisker & Wiggle Architects, described the building design. Commissioner Melcher asked if there will be land use changes to the Community Plan east of Elm Avenue and along Foothill Boulevard. Mike Lasley, Western Land Properties, answered that Lewis Homes has no plan for changes east of Milliken Avenue. Gary Luque, Lewis Homes, confirmed Mr. Lasley's statement. Commissioner Lumpp stated that the proposed split face block material should be changed to tiled wainscot. Mr. Lasley stated that they have changed the plans to reflect tiled wainscot. Mr. Newsome responded to the staff report by consenting to study the placement of a building at the north side of the first driveway off Spruce Avenue and agreeing to the number of art pieces, the softening of the hardscape along shop frontages, and the staff recommended improvements to Building 9. Chairman Barker opened the hearing for Commission discussion. Commissioner Melcher asked if this workshop was also a specific design review for Best Buy. Brad Buller, City Planner, replied affirmatively. Commissioner Melcher stated that the design for all the site's hardscape should be compatible with Terra Vista Town Center and that enlarged details should be provided for review. Mr. Buller asked the Commission whether they felt comfortable with the elevations for Best Buy and if so, if the Commission could conceptually approve Best Buy with the understanding from the developer that the western half of the site would be subject to further study and review. Commissioner Melcher recommended that they conceptually approve Best Buy with the condition that the quality of hardscape will match Terra Vista Town Center and that details will be provided to them for review. He expressed concern that the site plan had been restored to a high speed through driveway from the north entrance on Spruce all the way to east side of the site, and requested PC Adjourned Minutes -2- July 13, 1994 that the developer study the western phase of the site and possibly consider closing off the north driveway. Chairman Barker stated to the developer that the Commission is willing to work with them in moving Best Buy forward but with the understanding that they address the identified site issues such as the driveway locations, pedestrian connections, additional art in front of shops, providing details for review, etc. The consensus of the Commission was to conceptually approve the design review for Best Buy but with no final approval of the master site plan. The developer was directed to submit revised plans to the Commission for further review.
