HomeMy WebLinkAbout1994/03/09 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting March 9, 1994 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 9:30 p.m. The meeting was held in the DeAnza Room at the Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, John Melcher, Peter Tolstoy ABSENT: Larry McNiel STAFF PRESENT: Brad Buller, City Planner; Dan James, Senior Civil Engineer; Scott Murphy, Associate Planner. , , , , , PRE-APPLICATION REVIEW 94-01 - HOWARD THOMPSON ASSOCIATES - Review of a proposed 300,000 square foot manufacturing and warehouse/distribution building in the Medium Impact Heavy Industrial designation (Subarea 9) of the Industrial Area Specific Plan, located on the south side of Jersey Boulevard, east of Milliken Avenue - APN: 229-111-48 and 49. Scott Murphy, Associate Planner, outlined staff's concerns with the project including: 1. Visibility of the site from the Metrolink railroad line and the possible installation of landscaping along the southern portion of the site. 2. Screening of the loading area on the parcel to the west. 3. Providing a stronger focal point at the main entry. 4. Minimizing truck and automobile conflicts along the western portion of the site. 5. Lining up the easterly driveway with the existing driveway on the north side of Jersey Boulevard. Howard Thompson, Howard Thompson Associates, explained the design of the facility and presented a revised site plan. The plan was revised to align the proposed driveway with the existing driveway, provide smoother interior circulation in the easterly parking area, and limit the number of automobiles that would back into the truck circulation path in the westerly parking area. Mr. Thompson also provided photographs of the existing facility in Fresno and indicated that Mission Foods wishes to pursue similar design features and colors. Commissioner Tolstoy commented that the building colors provide a nice contrast. Commissioner Lumpp asked about the designs of the adjacent buildings. Mr. Murphy responded that the buildings are concrete tilt-up with white, gray, and sand-blasted panels and green glazing. Commissioner Melcher commented on the degree of landscaping provided within the parking area and suggested that landscaping be used to screen the truck parking on the adjacent lot instead of a solid screen wall. He did not believe screening is necessary along the railroad. Commissioner Melcher questioned how trucks would maneuver through the site. Mike Barrett, Mission Foods, responded that they are currently exploring different routes. Commissioner Melcher stated that conflicts between automobiles and trucks should be minimized wherever possible. Mr. Thompson commented that they are reviewing ways to get pedestrians from the west parking area to the main entry without going through the truck area. Commissioner Tolstoy felt that landscaping should be considered along the railroad tracks at the southern portion of the property. Chairman Barker felt the building design provides a nice use of movement and color. Commissioner Melcher was comfortable with the painted concrete tilt-up design but noted that Planning Commission's policy requires the use of two primary building materials. Commissioner Lumpp suggested that landscaping be used to screen the truck area to the west. He did not see a need for landscaping along the Metrolink railroad line. Commissioner Melcher asked if the Jersey/Milliken intersection will be signalized with this project. Dan James, Senior Civil Engineer, stated the signal will be installed as part of the Metrolink station construction.
