HomeMy WebLinkAbout1993/12/08 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting December 8, 1993 Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 10:00 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: David Barker, Heinz Lumpp, Larry McNiel, John Melcher ABSENT: Peter Tolstoy STAFF PRESENT: Brad Buller, City Planner; Nancy Fong, Senior Planner; Dan James, Senior Civil Engineer , , , , , NEW BUSINESS DESIGN REVIEW FOR TRACT 13316 - L. D. KING, INC. - A review of the alternative grading schemes for compliance with the Hillside Development Ordinance for a recorded tract map consisting of 123 lots in the Very Low Residential District (less than 2 dwelling units per acre), located on the east side of Archibald Avenue, north of Carrari Street. Nancy Fong, Senior Planner, presented the staff report. David Buxbaum, representing Chino Valley Bank, stated that he would like to explain the situation with this tract again because of the two new members on the Commission. He reported that the project was acquired through foreclosure by the bank and it is their intention to develop the tract and then sell it to builders. He added that the bank would like to know the Commission's direction regarding the corral requirements so that they can proceed with preparing the proper plans for the next step in the development review process. Commissioner Melcher questioned the percentage of the City's population that keep horses. Brad Bullet, City Planner, stated that staff does not have that information. Chairman Barker raised concerns about terraced pads with retaining walls and two-to-one slopes because the downslope lots may end up getting flood waters from the upslope lots, leaving the downslope lot homeowners to clean up the mess. Commissioner McNiel added that he agreed with Chairman Barker. He stated that the Commission understood the bank's situation; however, the Commission needs to do the right thing so as to not create a burden for future homeowners. Commissioner Lumpp stated that he understood the philosophy of the Hillside Development Standards is to fit houses to the slopes. He added that this usually will create the need for two-to-one slopes. He agreed with staff's recommendation that the corrals should be shown on the designated lots as a concept, but without the grading. Both Chairman Barker and Commissioner McNiel expressed their concerns that drainage from the terracing concepts may create a burden on the homeowners. Commissioner Melcher remarked that he has seen single story homes in hillside areas that are aesthetically pleasing when the landscaping on the two-to-one slopes has matured. He felt that it is the two-story, massive-looking homes that create the problem. Commissioner Lumpp felt that any stepping of the pads should be substantial and 2- to 3-foot steps would not be considered as substantial. He thought all stepping should be a minimum of 4 or 5 feet. The consensus of the Commission was to give the following directions to the applicant: 1. Develop a house product that fits the site. 2. If two-story house products are used, the pads shall be stepped with a minimum of 4 or 5 feet for each step. 3. If one-story house products are used, a flat pad is acceptable. 4. Corrals with grading concept shall be shown on the designated lots. David Buxbaum requested that the City send a copy of the minutes to the bank summarizing the Commission's direction.
