HomeMy WebLinkAbout1993/10/13 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting October 13, 1993 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 9:00 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitlea, Larry McNiel, John Melcher, Peter Tolstoy, Wendy Vallette ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Nancy Fong, Senior Planner , , , , · NEW BUSINESS Ae DEVELOPMENT REVIEW 93-13 - WESTERN PROPERTIES - The design review of elevations for Building X within the Terra Vista Town Center, located at the northeast corner of Foothill Boulevard and Haven Avenue - APN: 1077-421-70. Nancy Fong, Senior Planner, presented the staff report. Mike Lasley, Western Properties, referenced several items on the September 21, 1993, letter to the applicant. Staff reminded the applicant that the purpose of the workshop was to review the revised elevation of Building X. Tom Bond, Architects Pacifica, architect for Western Properties, described the improvements he had made to Building X. Commissioners Chitiea and Vallette stated that they concurred with the recommendations as outlined in the staff report. Commissioner Melcher stated he did not find that the design of Building X matched the scale and excellence of the entire center. Commissioners Vallette and Chitiea remarked they had raised the same concerns at previous workshops. Commissioner Tolstoy expressed disappointment with the building design. Mike Lasley indicated a willingness to change some of the detail elements to pre-cast concrete. Tom Bond explained that the Mission style of architecture includes the use of contrasting the simple with the very detailed elements. Chairman McNiel felt that the design for the building should be given the same attention as the entrance to a very important building or center. Commissioner Melcher stated that Building X appears to be a misfit when compared to the rest of the center because it is the only single-story building that has a gable roof, except for one theater and Montgomery Wards which are major anchors. Tom Bond explained that the building scale relates to the pedestrian height yet it is still a very tall one-story building. The Commission agreed that the applicant had tried to address the design concerns with additional storefront glass and architectural details but the outcome was not successful. Commissioners Vallette and Tolstoy believed that Building X, as proposed, could be further improved with changing the mass and scale of the building in order to meet the architectural standards of the center. Commissioners Melcher and Chitiea and Chairman McNiel felt that the scale of Building X does not provide for compatibility with Building Y and the design does not have the same level of architectural excellence as in the rest of the center. MOTION: Moved by Melcher, seconded by Chitiea, to deny the design of Building X and direct staff to prepare a Resolution of Denial for adoption at the meeting on October 27, 1993, as a Consent Calendar item.
