HomeMy WebLinkAbout1993/04/28 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting April 28, 1993 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 9=00 p.m. The meeting was held in the Rains Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California- ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitlea, Larry McNiel, John Melcher, Peter Tolstoy, Wendy Vallette ABSENT: None STAFF PRESENT= Brad Bullet, City Planner~ Dan Coleman, Planner~ Dan James, Senior Civil Engineer Principal , , , , pRE-AFPLICATION REVIEW 93-02 -YEH - The review of a proposed 3-story, 20,700 square foot medical building on 1.3 acres of land in the Office Professional District, located on the south side of Base Line Road at Amethyst Street - AFN: 208-432-17 and 18. Brad Buller, City Planner, gave a brief explanation of the Pre-Application review process. Chien Yeh, applicant, presented the site plan and elevations to the Commissioners. He also showed the Commissioners a new elevation indicating a two-story building, 25 feet high. Dan Coleman, Principal Planner, explained staff's concerns with the project. He noted that the project is inconsistent with the General Plan and zoning designations of Low Residential on the southern third of the project site. He pointed out that the neighborhood is entirely one-story structures. He noted the following major issues: the lack of a focal point plaza in the master plan, the inappropriateness of a three-story design, and the confusing and poorly conceived architectural design. Mr. Bullet added that the project does not take into consideration preservation of existing mature trees on site. Commissioner Tolstoy commented on the primarily single family residential character of the neighborhood. He stated that a three-story building would be out of scale with the surrounding area. Commissioner Chitiea stated that a three-story building was inappropriate for this location. She indicated that the design should consider natural grade and be sensitive to the in-fill nature of the site. She also concurred with staff's comments. Commissioner Vallette agreed with staff's comments. She felt that the architecture should blend better, in terms of scale, with the neighborhood. Commissioner Melcher commented that the project architect, Mr. Yeh, had designed a rather ingenious solution if considered on its own merits. He noted that taken in the context of the surrounding neighborhood, the site is inadequate in area. He felt the design is not compatible with the neighborhood. He thought the appropriate approach would be for someone to assemble all of the Office Professional land at the intersection and design and develop it as a unified project. Chairman McNiel agreed that a three-story building is inappropriate. He thought a two-story building would be more appropriate. He stated that allowing this site to be developed on its own would be undesirable "piecemeal" developsent. He felt the architecture needs refinement and the site plan should include a plaza element. Commissioner Melcher suggested the City may want to consider changing the land use designation for the entire master plan area to single family residential and connect Ruby Court with Amethyst Street. Mr. Buller indicated that during the initial discussions regarding the Old Alta Loma Neighborhood Plan, this master plan site was viewed as a critical design component to creating an entry statement to the old downtown area on Amethyst Street. , * , , ADJOURNMENT The meeting adjourAed at 9=30 p.m. Respectfully submitted, Brad Buller Secretary P C Workshop Minutes -2- April 28, 1993
