PLANNING COMMISSION MINUTES
Regular Meeting
November 10, 1992
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga
Planning Commission to order at 7:00 p.m. The meeting was held in the Council
Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho
Cucamonga, California. Chairman McNiel then led in the pledge of allegiance.

ANNOUNCEMENTS
Otto Kroutil, Deputy City Planner, announced that the November 25, 1992,
Planning Commission meeting would be canceled for lack of quorum.
Chairman McNiel announced that Deputy City Planner Otto Kroutil would be
leaving the City to become the City Planner for Ontario. He presented Mr.
Kroutil with a Resolution of Commendation for his service to the City of
Rancho Cucamonga.
Commissioner Tolstoy remarked that the City had benefited from the number of
years that Mr. Kroutil had been employed.
Commissioner Chitiea expressed appreciation to Mr. Kroutil for his training of
all new Planning Commissioners as they joined the Commission.

APPROVAL OF MINUTES
Motion: Moved by Chitiea, seconded by Tolstoy, carried 3-0-2 with Melcher and
Vallette absent, to approve the minutes of the Adjourned Meeting of October
14, 1992.
Motion: Moved by Tolstoy, seconded by Chitiea, carried 3-0-2 with Melcher and
Vallette absent, to approve the minutes of the October 14, 1992, regular
meeting.

CONSENT CALENDAR
TIME EXTENSION FOR PARCEL MAP 13221 - ROMMEL - A subdivision of 5.56 acres
of land into 2 parcels in the General Industrial District (Subarea 2) of
the Industrial Area Specific Plan, located on the north side of 9th
Street, west of Hellman Avenue, APN: 209-012-04.
TIME EXTENSION FOR CONDITIONAL USE PERMIT 88-10 - HILLSIDE COMMUNITY
CHURCH - A request for a time extension to the master plan for a church
consisting of a sanctuary, administration building, education/nursery
building, and family center totaling 11,520 square feet on 8.5 acres of
land in the Very Low Residential District located on the west side of
Haven Avenue north of Hillside Road - APN: 1074-271-01.

TIME EXTENSION FOR PARCEL MAP 13086 - LESONDAK - A subdivision of 1.65
acres of land into 2 parcels in the Low Residential District (2-4 dwelling
units per acre), located at the west side of Hellman Avenue, south of 19th
Street - APN: 202-041-36.
APPROVAL TO SUMMARILY VACATE A PORTION OF THE BERYL-HELLMAN STORM DRAIN
EASEMENT - A request to vacate a portion of the Beryl-Hellman Storm Drain
Easement located south of 19th Street, west of Hellman Avenue,
approximately 176 feet long and between 10 feet wide on the north and 22
feet wide on the south - APN: 202-041-58.
Motion: Moved by Chitiea, seconded by Tolstoy, carried 3-0-2 with Melcher and
Vallette absent, to adopt the Consent Calendar.

PUBLIC HEARINGS
CONDITIONAL USE PERMIT 92-27 - ITL-CBC, INC. - The request to allow
medical/health care services in a 27,671 square foot building within an
existing office park on 8.5 acres of land in the Industrial Park District
(Subarea 7) of the Industrial Area Specific Plan, located at 8265 Aspen
Avenue - APN: 208-352-18.
Dan Coleman, Principal Planner, presented the staff report.
Commissioner Tolstoy was concerned that there would be parking problems when
the next tenant moves into the park.
Otto Kroutil, Deputy City Planner, stated that any future medical use tenants
would require a separate conditional use permit, which would give the
Commission an opportunity to review the parking situation. He thought that
the Kaiser facility may be using more than its share of parking, and noted

that if problems develop in the future, the original conditional use permit
could be reviewed.
Chairman McNiel opened the public hearing.
Adrian Young, Del Mar Property Management, 8115 Rosebud, Rancho Cucamonga,
stated he was the agent for ITL-CBC. He felt the issue of future uses had
been properly addressed. He stated they had made various parking counts of
the property to be sure there will be adequate parking and there had always
been adequate parking available. He noted that the parking lot frequently
looks crowded because users tend to park near the entry way, but there has
always been adequate parking beyond the entry way.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Commissioner Chitlea felt the use to be appropriate. She observed that
residents have expressed their appreciation for having medical uses in close
proximity.
Commissioner Tolstoy stated he supported the use, but had raised the question
about parking because he feared there may be a problem in the future if there
is an application for another medical use.
Chairman McNiel supported the use and remarked that the complex is
attractive. He stated he was pleased to see it functioning well.
Motion: Moved by Chitiea, seconded by Tolstoy, to adopt the resolution
approving Conditional Use Permit 92-27. Motion carried by the following vote:

VARIANCE 92-06 - GREG DORST - A request to reduce the front yard setback
from 37 feet to 31 feet in order to construct a 288 square foot room
addition on an existing residence in the Very Low Residential Distr~ct
(less than 2 dwelling units per acre) located at 5712 Turquoise Avenue -
APN= 1043-111-10.
Dan Coleman, Principal Planner, presented the staff report.
Chairman McNiel opened the public hearing.

CONDITIONAL USE PERMIT 92-28 - FUSARI - A request to establish an auto
sales and leasing business in a leased space of 1200 square feet within an
existing building in the Industrial Park District (Subarea 7) of the
Industrial Area Specific Plan, located at the northeast corner of White
Oak Avenue and Arrow Route - APN: 208-52-41.
Chairman McNiel noted that the item had been withdrawn and no action was
necessary.

DIRECTOR'S REPORTS
USE DETERMINATION 92-03 - ADAMS - A request for the Planning Commission to
determine whether fortunetelling is a permitted or conditionally permitted
use in the Specialty Commercial Zone of the Foothill Boulevard Specific
Plan. (Continued from October 28, 1992.)
Chairman McNiel remarked that staff had received a request from the
applicant's attorney requesting that the item be continued to January 13,
1993.

92-03 to January 13, 1993. Motion carried by the following vote:

I. VICTORIA RECREATIONAL VEHICLE STORAGE STUDY
Steve Hayes, Associate Planner, presented the staff report.
Chairman McNiel invited public comment, but there was none.
Co~unissioner Chitiea recalled that during the public hearings on recreational
vehicle (RV) storage, people had indicated they preferred to keep their RVs at
home rather than in storage facilities for many reasons including insurance
purposes. She stated she was not particularly inclined to lower the minimum
percentage for storage.
Commissioner Tolstoy observed that The William Lyon Company serves as the
master builder for Victoria projects. He felt that with the current economic
situation, he was not sure Victoria Station II may never be built. He agreed
that people prefer to keep their RVs at home.

Dan Coleman, Principal Planner, commented that some of the larger multi-family
projects are not being built and more than 25 percent of the lots on the
single-family developments are built to accommodate RV storage on the side or
rear. He noted that staff tries to get 100 percent RV lots on single-family
development.
Chairman McNiel did not see any advantage to the City to lower the required
percentage.
Otto Kroutil, Deputy City Planner, remarked that there are two sets of numbers
to be considered. He said one set has to do with the number of lots with RV
storage on site. He stated that currently the City does not have numbers on
Victoria Lakes projects, but he felt there will be a significant number of
single-family dwellings in place of the originally planned multi-family
units. He observed that the RV storage numbers are reviewed each year and the
Commission would have an opportunity to increase the number in the future. He
said that RV storage is being provided on site for most single-family
development.
Mr. Hayes explained that two multi-family projects were required to provide
storage space off-site before occupancy. He stated that The William Lyon
Company contends that the current vacancy rate would more than handle any RV
storage needs generated by those two multi-family projects.
Commissioner Chitlea felt 25 percent may be high because of the increased
number of single-family lots with the resulting reduced dependence on off-site
storage coupled with the fact that the Commission has an opportunity to review
the demand on a regular basis.
Chairman McNiel did not feel the reduction in percentage would benefit the
community.
Commissioner Tolstoy stated he was willing to reduce the percentage because of
the annual reviews and the Commission's ability to increase the percentage if
a need arises.
It was the consensus of the Commission 2-1-2 (McNiel no) to reduce the amount
of RV storage from 25 to 20 percent.

J. UPDATE ON ROUTE 30
Dan James, Senior Civil Engineer, stated a memo had been submitted from the
Public Works Subcommittee.

Commissioner Tolstoy remarked that a recent newspaper article had indicated
that the Pomona City Council had voted to allow 20 billboards to be placed
along 1-60 and Route 71. He hoped that the authorities along Route 30 would
not be so generous.
Commissioner Chitlea agreed that billboards are offensive.

K. PLANNING COMMISSION SUBCOMMITTEES
Chairman McNiel suggested that the subcommittee listing be reviewed when all
five Commissioners are present. He asked if any subcommittees could be
eliminated.
Conunissioner Tolstoy asked if staff was working on the suggestions made by the
Hillside Development Standards Subcommittee.
Dan Coleman, Principal Planner, stated staff had reviewed the written comments
generated by the subcommittee and the issues is still being reviewed.
Chairman McNiel suggested the subcommittees be discussed at the December 9
meeting.

Motion: Moved by Tolstoy, seconded by Chitiea, carried 3-0-2 to adjourn.
7:47 p.m. - The Planning Commission adjourned. It was noted that there would
be no meeting on November 23, 1992, and the next regularly scheduled meeting
would be on December 9, 1992. It was also noted that the Commission would
hold a workshop on December 2, 1992, at 5:00 p.m. at the Tolstoy residence,
9540 Hillside Road, Rancho Cucamonga, to discuss Planning Commission Goals and
Priorities.

Adjourned Meeting
November 4, 1992
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 5:30 p.m. The meeting was held in the
Planning Division Conference Room at Rancho Cucamonga Civic Center, 10500
Civic Center Drive, Rancho Cucamonga, California.

Chairman McNiel summarized the various topics discussed at previous Goals and
Priorities workshops. He then opened the floor to the rest of the Commission
for any additional areas they wished to address.
The Commission reviewed the development review process and the Commission's
part in that process. They discussed ways of addressing the concerns they
have heard and identified for themselves.
It was the consensus of the Commission that they would reconvene on
December 2, 1992, at 5:30 p.m. for further discussions on the subject.
