HomeMy WebLinkAbout1992/07/01 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting July 1, 1992 Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning Commission to order at 5:15 p.m. The meeting was held in the Rains Room at the Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitiea, Larry McNiel, John Melcher, Wendy Vallette ABSENT: Peter Tolstoy STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Scott Murphy, Associate Planner; Betty Miller, Associate Engineer; Laura Bonaccorsi, Landscape Designer , , , , PRE-APPLICATION REVIEW 92-05 - LEWIS HOMES - Pre-application review for a 13.7 acre residential project located at the southeast corner of Base Line Road and Mountain View. Brad Bullet, City Planner, gave an overview of the pre-application review process and the desires to be achieved through this review. Start Bell, Lewis Homes, explained the general concept of the project. Mr. Bell then introduced Kermit Dorius, Dorius Architects, to explain some of the concepts and details of the project. Scott Murphy, Associate Planner, outlined the staff's concerns with the project for which direction from the Planning Commission was needed. These points included: 1. Density 2. Product Type 3. Site Planning 4. Unit Size 5. Amenities 6. Architecture Commissioner Vallette stated that she would rather see an attached product with more open space than the proposed project in which the units appear packed in together. Commissioner Chitiea felt that the single family units were acceptable but that some duplex units might be considered to add variety to the streetscape. She felt that the wide-shallow lot configuration was more appropriate than the narrow-deep lot configuration. Commissioner Melcher noted that the Development Code does not require amenities for single family projects at this density. He thought the proposed single family detached project at 9 dwelling units per acre would create the best amenity package. Mr. Melcher felt that the wide-shallow lots were preferable to the narrow lots but that both solutions were good. He did not see a problem with the grid-iron pattern proposed. In fact, Mr. Melcher thought that curvilinear streets often create more problems. He was concerned about the use of private streets unless they were developed to the City's Engineering standard. Chairman McNiel concurred that the single family detached product at 9 dwelling units per acre was acceptable. He also preferred the wide-shallow lots. Commissioner Vallette stated that she would not choose either site plan. She felt that a more innovative site plan could be created. She did not think the proposed site plan was creative. Commissioner Chitiea did not mind short straight streets but objected to long straight streets. Commissioner Melcher did not feel that there were any long streets present within the subdivision and that either plan was acceptable. He noted there would be a variety of visual impacts as one drives through the project. He did, however, suggest that the frontage road along Base Line Road be deleted. Chairman McNiel found the street pattern acceptable but felt that the integration of other concepts (i.e., duplex) might make for a more attractive streetscape. The Commissioners all agreed that the unit size proposed by the applicant was acceptable for this project. Commissioner Melcher noted that he lives in a ll7-unit complex with a pool, spa, rest rooms, and a picnic area and those amenities receive limited use. Commissioner Chitiea felt it important to provide an area for open play that was of sufficient size to allow for such activities as frisbee and volleyball. Commissioner Vallette felt that more open space was needed throughout the project. She suggested this could be accomplished through more innovative site planning. Chairman McNiel suggested that a closer physical relationship between the amenities was necessary. Also, he felt more open space was needed within the project. Commissioner Melcher agreed that combining the open space areas was preferable. Planning Commission Minutes -2- July 1, 1992 Mr. Murphy recapped the direction of the Commission majority to be as follows: The single family detached product at 9 dwelling units per acre was acceptable and consideration should be given to introducing some duplexes into the project. The wide-shallow lot configuration was preferred over the narrow-deep lot configuration. The Commissioners were split on the design of the street layout but agreed that additional variation was needed for the streetscape. The unit size proposed was acceptable. More open space was necessary for the project. The architecture, with the provision for siding building, was found to be acceptable.
