HomeMy WebLinkAbout1992/05/21 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting May 21, 1992 Chairman McNiel called the adjourned meeting of the City of Rancho Cucamonga Planning Commission to order at 8:30 p.m. The meeting was held in the Rains Room at the Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitlea, Larry McNiel, John Melcher, Peter Tolstoy ABSENT: Wendy Vallette STAFF PRESENT: Brad Buller, City Planner: Otto Kroutil, Deputy City Planner; Scott Murphy, Associate Planner , , , , UNIFORM SIGN PROGRAM FOR FOOTHILL MARKETPLACE - FOOTHILL MARKETPLACE PARTNERS - Review of the proposed uniform sign program for a 160-acre commercial retail center located on the south side of Foothill Boulevard between 1-15 and Etiwanda Avenue - APN: 229-031-03 through 13, 15, 16, 20, and 59. Scott Murphy, Associate Planner, presented an overview of the changes made to the sign program in response to Commission comments at the January 16, 1992, workshop. After discussing the various aspects of the sign program, the Commission approved the proposed sign program subject to the following modifications: Pylon Sign: While the program may provide for a freeway pylon sign, the design of the sign is not approved as part of this submittal. Revised plans shall be provided for separate review and approval. The design of the pylon should be modified to avoid looking like a structure. The Commission suggested that the lower portion of the sign remain open. Location Plan: Pad tenants that occupy an entire pad along the Foothill Boulevard frontage shall have the option of one monument sign and one wall sign or two wall signs. 3. Primary Entry Monument: ae Price Club and Wal-Mart may utilize their corporate colors. All other identifications on the sign shall be limited to the color of the anchor tenant identified on the sign. For example, if Price Club is listed, the other tenant identifications shall be blue to match. b. All tenant identifications, other than the anchor tenant, shall utilize the same letter style.' c. The wings of the sign shall be angled to eliminate the flat plane of the sign. The final plans shall be reviewed and approved by the Design Review Committee. d. Greater relief shall be provided between the face of the sign and the edge of the column to create a deeper shadow line. 4. Secondary Entry Monument: All tenant identifications shall utilize the same letter style and color. 5. Tenant I.D. Monument: The arched cap treatment shall be eliminated. The top of the monument shall be flat. 6. Vehicle Directory Sign: The number of signs proposed is excessive. Vehicle directory signs should only be provided at the main signalized entry. 7. Anchor Tenant Wall Sign: a. The maximum letter height shall not exceed 4 feet 6 inches. b. The maximum number of signs (wall and/or monument) shall not exceed four. This does not include any sign that may be installed on the pylon sign. 8. MaYor Tenant Sign: a. The maximum letter height shall not exceed 30 inches. Upon submittal of detailed drawings for the building, the Design Review Committee may approve the use of 36-inch letters. b. The maximum number of signs (wall and/or monument) shall not exceed three plus any signage that may be provided on the pylon sign. 9. Intermediate Tenant siun: a. The maximum letter height shall not exceed 24 inches. Upon submittal of detailed drawings for the building, the Design Review Committee may approve the use of 30-inch letters. b. Colors for the sign shall be limited to red, white, or blue. 10. Pad Tenant Wall Sign: a. The maximum letter height shall not exceed 24 inches. b. Colors for the sign shall be limited to red plus an accent color up to 10 percent of the sign area. 11. Plaza Tenant siun: The maximum length of the sign shall not exceed 60 percent of the storefront width or 15 feet, whichever is less. Planning Commission Minutes -2- May 21, 1992 The Commission directed the applicant to work with staff on the revised plans.
