HomeMy WebLinkAbout1992/05/13 - Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting May 13, 1992 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:10 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitiea, Larry McNiel, Peter Tolstoy, Wendy Vallette ABSENT: John Melcher STAFF PRESENT: Shintu Boee, Deputy City Engineer; Dan Coleman, Principal Planner; Tom Grahn, Assistant Planner, Ralph Hanson, Deputy City Attorney; Anna-Lisa Hernandez, Assistant Planner; Dan James, Senior Civil Engineer; Otto Kroutil, Deputy City Planner; Scott Murphy, Associate Planner; Shelley Petrelli, Planning Division Secretary; Steve Ross, Assistant Planner , , , , , ANNOUNCEMENTS Otto Kroutil, Deputy City Planner, informed the Commission they need to adjourn to a workshop at 8:00 p.m. on May 21 regarding the Uniform Sign Program for Foothill Marketplace. Mr. Kroutil introduced Dan James, Senior Civil Engineer, who will be taking Barry Hanson's place from now on at the Planning Commission meetings. , , , , APPROVAL OF MINUTES Motion: Moved by Chitiea, seconded by Tolstoy, unanimously carried, to adopt the minutes of April 8, 1992. , , · , CONSENT CALENDAR Ae DESIGN REVIEW FOR TRACT 13753 - LEWIS HOMES - The design review of building elevations and detailed site plan for a previously recorded tract map consisting of 129 lots on 25.29 acres located within the Victoria Planned Community in the Low-Medium Residential District (4-8 dwelling units per acre), located west of Kenyon Way, north of Ellena West, and south of the Southern Pacific Railroad - APN: 227-671-01 through 42 and 227-681-01 through 87. TIME EXTENSION FOR PARCEL RAP 11738 - HERMOSA/ALMOND PARTNERS, LTD. (NORDIC) - A subdivision of 2.48 acres of land into 3 parcels in the Very Low Residential District (less than 2 dwelling units per acre), located at the southwest corner of Hermosa Avenue and Almond Street - APN: 1074-051-04. TIME EXTENSION FOR CONDITIONAL USE PERMIT 88-42 - PITASSI DALRAU - A request to develop a 45,150 square foot YMCA facility on 4.83 acres of land within the Recreational Commercial District of the Terra Vista Planned Community, located on the east side of Milliken Avenue, north of Church Street - APN: 227-151-13. Staff requested that Item A be pulled from consent calendar. Motion: Moved by Chitiea, seconded by Vallette, carried 4-0-1 (Melcher absent) to adopt Items B and C of the consent calendar. A. DESIGN REVIEW FOR TRACT 13753 - LEWIS HOMES Steve Hayes, Associate Planner, updated the Commission on the project as to the recommendations made by the Design Review Committee on May 6. He stated the recommendations as follows: The design of the one-story plan should be modified and reviewed by the Design Review Committee prior the issuance of any building permits for any residences within the project. The following items should be addressed in the modified design: a) footprint needs greater plane variation on the front and side elevations b) fireplaces should be relocated to provide a continuous minimum 5-foot side yard setback along the side property lines. 2. Site plan should be modified to increase the variety of front yard setbacks to the satisfaction of the Planning Division. 3. Additional building footprints should be plotted to allow the pairing of driveways to create larger grouped front yard areas. 4. More extensive use of brick in bricked areas (wrapping around to the side return walls, etc.) 5. Pull-through garages on the smallest two-story plan should be replaced with double-hinged doors. 6. All column bases should be flush to the ground avoid a "floating" effect to those bases. 7. Chimney caps should be painted to match the stucco color of the residence. 8. Two-story models with "clipped" roof lines should be clipped more. Planning Commission Minutes -2- May 13, 1992 Chairman McNiel opened the public hearing. Jary Cockcroft, Lewis Homes, 1156 N. Mountain Avenue, Upland, commented that Plan 1 has been modified to deal with some of the issues brought up by staff. He said they were also pairing as many driveways as possible and the end result will amount to 60-70 percent of the driveways being paired off. Chairman McNiel asked the applicant how they felt about stuccoing around the windows rather than using painted wood trim. Mr. Cockcroft replied it was extremely difficult to get the crisp look and color match with only stucco, so they preferred the painted wood trim. Chairman McNiel asked for additional comments; there were none and he closed the public hearing. Commissioner Tolstoy expressed a preference for plaster plantons for maintenance purposes. Commissioner Vallette was concerned that pull-through garages would encourage too much back yard parking of vehicles in disrepair and perhaps this is an issue that the Commission wants to discuss further. Otto Kroutil, Deputy City Planner, clarified that the idea of pull-through garages came about because of small lot subdivisions that could not satisfy the side yard parking requirements for recreational vehicles (RV). Commissioner Tolstoy stated that it seemed feasible that parcels with adequate setback would not need a pull-through garage and lots with a setback of less than 10 feet could have the pull-through garage. Chairman re-opened the public hearing to ask the applicant his opinion of Commissioner Tolstoy's idea. Mr. Cockcroft stated they would be in favor of plotting overhead doors where RV parking could not be provided beside the garage, but suggested that there be no overhead doors along Candella because of their visibility to the street. Chairman McNiel closed the public hearing. The Commission concurred with Commissioner Tolstoy's suggestion regarding pull-through garages and plaster plantons. Motion: Moved by Vallette, seconded by Tolstoy, to adopt the resolution approving Design Review for Tract 13753, with modifications stated. Motion carried by the following vote: AYES: COMMISSIONERS: CHITIEA, MCNIEL, TOLSTOY, VALLETTE NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: MELCHER -carried Planning Commission Minutes -3- May 13, 1992 PUBLIC HEARINGS ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP 11640 AND THE VACATION OF A PORTION OF RIGHT-OF-WAY ADJACENT TO MOUNTAINVIEW DRIVE AND TERRA VISTA PARKWAY EAST - LEWIS DEVELOPMENT COMPANY - The creation of a single 9.8 net acre parcel for the development of an elementary school in the Elementary School Development District of the Terra Vista Planned Community, located at the southeast corner of Terra Vista Parkway East and Mountainview Drive - APN: 227-151-14. Staff recommends issuance of a Negative Declaration. Related project Development Review 92-02. (Continued from April 22, 1992.) Scott Murphy presented the staff report. Chairman McNiel opened the public hearing. Don Thompson, Lewis Homes, 1156 N. Mountain, Upland, stated he had nothing to add, but he would be happy to answer any questions. Chairman McNiel closed the public hearing and asked the City Attorney if the Commission could impose a condition on the parcel map that no fence be erected separating the two properties. Ralph Hanson, City Attorney, commented that most schools have fencing requirements. He said the fencing issue really has nothing to do with the approval of the parcel map and that the issue must be resolved by the developer and the school district. Mr. Murphy stated the only fencing being considered by the school district now is to enclose the building complex; the play areas are not being considered at this time. Motion: Moved by Tolstoy, seconded by Chitlea, to adopt the resolution approving Tentative Parcel Map 11640. Chairman McNiel opened the public hearing; as there was no one to speak to the item, he closed the public hearing. Motion: Moved by Chitiea, seconded by Vallette, to adopt the resolution approving Conditional Use Permit 92-13. Motion carried by the following vote: AYES: COMMISSIONERS: CHITIEA, MCNIEL, TOLSTOY, VALLETTE NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: MELCHER -carried , , , , ENTERTAINMENT PERMIT 92-01 - ROSE'S CAFFE LUNA - A request to conduct live music and poetry readings in conjunction with a restaurant/ coffee bar within the existing Virginia Dare Winery in the General Commercial District, located at 8038 Haven Avenue, Suite C - APN: 1077-661-03. Anna-Lisa Hernandez, Assistant Planner, presented the staff report. Chairman McNiel opened the public hearing. Rosemarie Krantz, owner of Rose's Caffe Luna, 8038 Haven, stated she would be happy to answer any questions for the Commission. Chairman McNiel asked if the poetry would be of a non-offensive nature. Ms. Krantz replied that it is her intention to see that the poetry readings are non-offensive. Commissioner Chitiea asked if the live music would be amplified and what type of controls would be used to keep the level of sound down. Ms. Krantz stated that she asks the bands to keep their music down and if they do not comply, she does not have them perform at her establishment again. Commissioner Tolstoy asked about the letter from the owner of the adjacent candy store which stated concern over blockage of their entrance and if Ms. Krantz was made aware of this problem previously. Ms. Krantz replied that the first she had heard of this problem was when she received a copy of the letter at 5:30 p.m. today. Commissioner Tolstoy asked what provisions had been made to take care of the additional litter that may occur during these events. Planning Commission Minutes -5- May 13, 1992 Ms. Krantz stated that she cleans up the litter consistently around her store as well as picking up litter from the candy and yogurt stores. Commissioner Tolstoy inquired if Ms. Krantz felt her establishment was large enough to accommodate six musicians as well as her customers. She stated there is ample room to accommodate both customers and a band. Virginia Gruniger, 9820 Placer Street, Rancho Cucamonga, stated she has been a customer of Rose's for a long time. She observed that Rose's Caffe Luna is a nice place for young people to go that is free from alcohol, drugs, and other elements and she hoped the Commission would approve the addition of entertainment to the establishment. Paul Gruniger, 9820 Placer Street, Rancho Cucamonga, stated that he is also a customer of Rose's and he has never observed blockages of either her doorway or those of the adjacent stores. He remarked that he had noticed that Rose's Caffe' brings business to the other establishments in the area. Chairman McNiel closed the public hearing. Commissioner Tolstoy stated he would support the request for entertainment. He echoed the same sentiment as Mr. Gruniger, stating that the establishment increases business for the surrounding stores. Commissioner Chitiea also expressed her support, but cautioned that the music needs to be held down so as not to annoy patrons in surrounding establishments. Commissioner Vallette stated she supported the addition of entertainment, but felt perhaps six-person bands were too large given the square footage of Rose's. Motion: Moved by Tolstoy, seconded by Chitlea, to adopt the resolution approving Entertainment Permit 92-01. Motion carried by the following vote. AYES: COMMISSIONERS: CHITIEA, MCNIEL, TOLSTOY, VALLETTE NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: MELCHER -carried , , , , , NEW BUSINESS DEVELOPMENT REVIEW 91-16 - ALLEN - The development of a single family house totaling 3,573 square feet on 0.161 acres of land in the Low Residential District (2-4 dwelling units per acre), located at 7712 Valle Vista Drive - APN: 207-061-28. Tom Grahn, Assistant Planner, presented the staff report. Planning Commission Minutes -6- May 13, 1992 Chairman McNiel asked if there would be handicapped access between the existing structure and the new structure on the property. Mr. Grahn responded affirmatively. Chairman McNiel asked if placement of the new house would create much change in the topography of the existing hillside. Mr. Grahn replied it would not. Chairman McNiel inquired whether the existing residence on the property would be remodeled when the new construction begins. Mr. Grahn said that was correct and pointed out the exhibit showing the alterations to the smaller residence. Chairman McNiel opened the public hearing. Howard Baumgarden, 332 Stanford Drive, Claremont, representative for the applicant, gave a brief explanation of the design of the new home and some of the constraints that led to the design. Ron Allen, 8820 Monte Vista, Rancho Cucamonga, the property owner, stated the house has been designed to take advantage of the view and asked the Commission's consideration regarding the design because there are many varied styles of homes in the area. Chairman McNiel closed the public hearing. Commissioner Chitlea stated her support for the project. Commissioner Vallette stated there has been significant design improvements since the project went to Design Review. She was concerned about how the property owner in back of Mr. Allen's property felt about the new structure and if that property owner had been notified by the City regarding the project. Mr. Grahn stated that they had not been notified as this is not a public hearing. Commissioner Tolstoy stated that the house seemed large for the lot size, but, because of the difficulties with the topography that must be overcome, he supported the project. Chairman McNiel agreed with Commissioner Tolstoy. Motion: Moved by Tolstoy, seconded by Chitlea, approving Development Review 91-16 and directing staff to return to the May 27 meeting with a resolution of approval. ROUTE 30 UPDATE - (Oral report) Otto Kroutil, Deputy City Planner, stated there would be no update because the representatives at the Route 30 meeting were unavailable for tonight's meeting. He commented that the update will be carried over for discussion at the next meeting. Commissioner Tolstoy asked if notes were available from the meeting. Shintu Bose, Deputy City Engineer, replied that those notes were still being prepared and the Commission would receive them when they are ready. Chairman McNiel stated that, while the Commissioners were in Washington this week for the National Planning Conference, they spoke with Congressman George Brown regarding his support for the Carnelian off-ramp. , , , , I. DESIGN REVIEW POLICIES - (Oral report) Dan Coleman, Principal Planner, noted that this item is placed on each agenda, by request of the Commission, to discuss any matters of mutual concern that have arisen from the Design Review process and also to decide if a new policy should be invoked. Commissioner Tolstoy expressed his desire to postpone this discussion to the next meeting as the Commission had just returned from Washington and did not have the necessary materials for the discussion. Chairman McNiel agreed with Commission Tolstoy and set the discussion for the June 10 meeting. , , , , , PUBLIC COMMENTS Chairman McNiel called for public comments and there were none. , , , , , Planning Commission Minutes -8- May 13, 1992 ADJOURNMENT Motion: Moved by Tolstoy, seconded by Vallette, to adjourn. 8:30 p.m. - The Planning Commission adjourned to an 8:00 p.m. workshop on May 21, 1992, in the Rains Room, regarding Foothill Marketplace.
