HomeMy WebLinkAbout1992/04/16 - Workshop Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjourned Meeting April 16, 1992 Chairman McNiel called the meeting to order at 9:00 p.m. The meeting was held in the Rains Room at the Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, CA 91730. ROLL CALL COMMISSIONERS: PRESENT: Larry McNiel, John Melcher, Peter Tolstoy, Wendy Vallette ABSENT: Suzanne Chitiea STAFF PRESENT: Brad Buller, City Planner; Otto Kroutil, Deputy City Planner; Anthea Hartig, Associate Planner; Scott Murphy, Associate Planner , , , , CONDITIONAL USE PERMIT 90-37 - FOOTHILL MARKETPLACE - Review of architectural details and on-site amenities for a 60-acre commercial retail center in the Regional Commercial designation (Subarea 4) of the Foothill Boulevard Specific Plan, located on the south side of Foothill Boulevard between 1-15 and Etiwanda Avenue. Scott Murphy, Associate Planner, presented the staff report. Jim Bickel, architect, gave a brief overview of the previous Commission direction and the revisions to the architectural details and on-site amenities. After much discussion, the Planning Commissioner determined that the design of the proposed towers was unacceptable for the following reasons and that redesign of the towers should be pursued: The upper portions on a majority of the towers were found to be oversized and out of scale with the base of the towers. 2. A simpler design was encouraged for the main focal tower. The orientation of the various towers and the ties to the main buildings were awkward. The orientation of the buildings created conflicts with pedestrian pathways and movements. Brad Buller, City Planner, suggested that the Commission might reconsider the need for so many unique and different towers. He recommended that the number of towers should be reduced and that their designs simplified. He suggested retaining the focal tower and Tower 4. Also, some other treatment, such as public art, landscape treatment, etc., could be used to soften the building corners. The Commissioners agreed with Mr. Buller's suggestions and recommended the applicant pursue the elimination of a few transition towers and pursue alternative designs to turn building corners. Commission Melcher stated that the trellises adjacent to the building should be designed with the top members perpendicular to the building. Commissioner Tolstoy stated that vine pockets should be provided at the base of each trellis to allow growth on the trellis. He felt those trellises in Terra Vista Town Center without vines look barren. The Commissioners agreed that some of the benches should be designed with a back rest. Commissioner Melcher felt that the previously submitted plant pots could be used with the proposed pots. He also thought the light standard should have a heavier vertical post. The Commissioners agreed that the 3-foot high light bollard should be used instead of the 2-foot bollard. The also felt the railing should be more substantial and the previously submitted bike rack should be used instead of the current proposal. Commissioner Vallette thought wainscot treatment with a precast element as well as precast below the window sills and some mullions for the windows should be considered. While not specifically part of this review, Commissioner Melcher stated that the elevation of the major tenants needed more articulation. In addition, he felt the designs of the various elevations are conflicting styles and should be re-evaluated. Greg Wattson, Foothill Marketplace Partners, asked what additional review(s) would be necessary in order to obtain final approval for this portion of the center. Mr. Murphy responded that the purpose of the workshop was to review architectural details and site amenities for the center. He said the specific design of each building must be submitted for final review and approval by the Planning Commission. Mr. Wattson stated that he was under the impression that the designs submitted were acceptable and that additional review would be required should the design change. Planning Commission Minutes -2- April 16, 1992 Mr. Murphy responded that much more detailed plans would need to be submitted to include building footprints, roof plans, and elevations.
